Book excerpt: Revolution from the Right provides important new perspectives on the rise of National Socialism as it focuses on one of the most politically significant areas in the Weimar Republic: the central German state of Saxony. This highly industrialized state was the traditional stronghold of the left wing of Social Democracy, yet in the state elections of 1929 and 1930 it gave the National Socialists their first major electoral successes following a dramatic shift in its political life from the left to the far right. The National Socialists were able to gain the support of middle-class voters attracted to militant anti-Marxism as well as from workers previously committed to the revolutionary left. Lapp investigates the dynamics of political radicalization in this densely populated, highly polarized, and politically volatile state from the German Revolution of 1918-19 to the Nazi seizure of power. He focuses on themes central to the history of Germany's failed democracy: the role of bourgeois "moral outrage" in response to the Socialist reforms of the early Weimar period, the failure of the bourgeois parties to maintain their support among an increasingly radicalized middle-class electorate, and the success of the NSDAP in appealing to large segments of the working-class electorate. Studies of National Socialism have hitherto focused on a largely rural and middle-class following; by examining a highly industrialized area with a largely working-class population, Revolution from the Right illuminates central aspects of the appeal of National Socialism to a diverse constituency and in doing so offers new insights into the appeal of National Socialism and the collapse of the Weimar Republic.

Why does politics no longer excite many--of not most Americans? Michael McGerr attributes the decline in voting in the American North to the transformation of political style after the Civil War. The Decline of Popular Politics vividly recreates a vanished world of democratic ritual and charts its disappearance in the rapid change of industrial society. A century ago, political campaigns meant torchlight parades, spectacular pageants staged by opposing parties, and crowds of citizens attired in military dress or proudly displaying their crafts at well-attended rallies. The intense partisanship of presidential campaigns and party newspapers made political choice easy for people from all walks of life. In the late 1860s and 1870s, however, the rise of liberalism led to a rejection of partisanship by the press and a move towards "educational," rather than spectacular, electioneering. This style then lost out at the turn of the century to the sensational journalism of Joseph Pulitzer and William Randolph Hearst, and the "advertised" campaigning of Mark Hanna and other politicians. McGerr shows how these new developments made it increasingly difficult for many Northerners to link their political impulses with political action. By the 1920s, Northern politics resembled our own public life today. A vital democratic culture had yielded to advertised campaigns, an emphasis on personalities rather than issues or partisanship, and low voter turnout.

Publications ranging from John Bull to the Morning Post insisted that shell-shocked men should be treated with respect, and the Minister for Health announced that the government was committed to protecting shell-shocked men from the stigma of lunacy. Yet at the same time, many mentally-wounded veterans were struggling with a pension system which was failing to give them security. It is this conflict between the political rhetoric and the lived experience of many wounded veterans that explains why the government was unable to dispel the negative wartime assessment of official shell-shock treatment. There was also a real conflict between the government's wish to forget shell shock whilst memorialising the war and remembering the war dead. As a result of these contradictions, shell shock was not forgotten, on the contrary, the shell-shocked soldier quickly grew to symbolise the confusions and inconsistencies of the Great War.
