We form associations and organize campaigns to articulate our demands. We negotiate with others and try to shape the goals that governments pursue. When we disagree with the policies of the government, we protest and organize demonstration to persuade our governments to change the existing laws. We passionately debate the actions of our representatives. In this way we look for the rationale underlying the prevalent chaos and decay, and aspire to create a better world. To sum up, politics arises from the fact that we have different visions of what is just and desirable for us and our society. Politics exist because we possess reason and the ability to reflect on government actions and communicate our innermost thoughts and desires with each other. Political theory has its roots in these twin aspects of the human being. Defined as a network of concepts and generalizations about political life involving ideas, assumptions and statements about the nature, purpose and key features of government Political theory systematically thinks about the values that inform political life - values such as freedom, equality, justice, nationalism, secularism, development etc. It explains the meanings and significance of these and other related concepts by focusing on some major political thinkers, theologians, kings, economists, sociologists, popes etc of the past and present. It also examines the extent to which freedom or equality are actually present in the institutions that we participate in everyday such as schools, shops, buses or trains or government offices and it looks at whether existing definitions and institutions are adequate or must be modified to become more democratic. The objective of political theory is to train citizens to think rationally about political questions and assess correctly the political events of our time. In applying political theory, some countries are more successful than others due to the variations in political culture. A country's degree of success in operating a governmental system that is democratic in character depends, to a very large extent, upon the nature and content of the political culture of that country. For democracy to work, the country's political culture must be compatible with and support the very concepts of constitutionalism, the rule of law, and representative democracy--as well as be consistent with and sustain the country's established, agreed-upon Constitution, including the constitutionally prescribed procedures for managing and resolving controversy over public questions, making and carrying out authoritative decisions on public policy, protecting the rights and liberties of citizens, and peacefully transferring governing authority from one group of political leaders to another. In all discussions examples are drawn from Cameroon and elsewhere in the world.

Book excerpt: Since the mid-1980s, there has been much federalism talk in Cameroon where federation (said to have been created in Foumban in 1961) had supposedly been overwhelmingly rejected in 1972 by Cameroonians. Confusioncracy is the one good term that could conveniently explain it. Written with the trilogy of criticism, provocation, and construction in mind, this book aims at reconstructing a new and vigorous society in Cameroon that ensures respect for fundamental human rights and certain basic shared values. Much as the book centres on the Anglophone Problem; it is principally about human rights and their excessive violations the direct result of the absence of separation of powers and constitutionalism. It largely condemns Cameroons government for incessantly singing democracy and rule of law at the same time as it is massively torturing and wantonly killing citizens that dare to question the confusion. While sharing the position that a state like Cameroon must be seen to ensure that its laws and other practices accord with its international commitments, the book nonetheless strives to apportion the blame for Cameroons human rights catastrophe accordingly; showing how the English-speaking minority itself, generally speaking, contributes to a large extent in propping up the dictatorship that is oppressing not only that minority but Cameroonians at large. The book challenges Cameroon to assume a leadership role in uniting Africans through meaningful federalization rather than further splitting them into incapable mini-states on the challenging world stage.

As a source of neutrality, Fons stand to serve their people and society should they steer clear of partisan politics. This book argues essentially that Cameroon cannot competently champion African unity and progress until it can correctly pursue its own multicultural nation-building. Cameroon's success continental-wise would depend on its theory and practice of multiculturalism, as particularly reflected in (1) the rejoicing in its historical diversity and the harmonious co-existence of its Systems of Education which must, of necessity, be linked to (2) effective federalization or decentralization of uniquely cultural matters. Critically examining history and education as components of culture, and therefore, of multiculturalism, the book makes some bold recommendations while demonstrating how nation-building is meaningless without the peoples authentic history. It argues that Cameroon national culture cannot be a national culture without embodying the distinct culture of the English-speaking minority. Anything else is nothing but deliberate confusion of assimilation for multiculturalism, a confusion that is heavily tied to the countrys phoney independence. Hinging on education (and its associates of bilingualism and bijuralism), the book demonstrates that Cameroons over-sung cultural dualism is a charade, epitomized by the 1998 Education Law. Rather than reaffirm Cameroons biculturalism as it superficially avows, Cameroons purported cultural dualism is really out to efface any semblance of cultural or educational dualism that may still be resisting assimilation. The continuous and persistent employment of terms such as biculturalism, bilingualism and bijuralism in legal texts in Cameroon is only to confuse the international community, especially from seeing exactly the kind of ethnic cleansing which is taking place in the country.
