Book excerpt: This study is an analysis of the anti-corruption struggle in Cameroon through the Change Habits Oppose Corruption (CHOC) Progam, a three-year multi-donor initiative to develop strategies to combat and reduce the incidence of corruption in Cameroon from 2006 to December 2009. It examines the concept of corruption in general drawing from many experts and Aid agencies and questions the conventional anti-corruption approaches that imposes OECD/ World Bank models in developing countries. Critically looking at the CHOC program, it challenges the underlying assumptions of the CHOC program especially the existence of the political will of the Cameroonian leadership to combat corruption and the false causal relationship between poverty and corruption in Cameroon. Consequently, this work questions the effectiveness and relevance of the CHOC approach that fails to interrogate the underlying political-institutional incentives that drive corrupt behavior in Cameroon. It concludes that the CHOC program can achieve only limited, unsustainable successes in the fight against corruption in Cameroon because of the politicized nature of Cameroon0́9s corruption that is not accounted for in its overall program design.

Book excerpt: This paper discusses Cameroon’s Fourth Review Under the Extended Credit Facility Arrangement and Requests for Waivers of Nonobservance of Performance Criteria and Modification of Performance Criteria. Growth is estimated to have rebounded to 4 percent in 2018, supported by stronger-than-anticipated oil and gas production and Africa Cup of Nations projects. Program implementation has improved from a year ago, however, challenges remain. Refraining from new nonconcessional borrowing and strictly adhering to the disbursement plan for contracted-but-undisbursed loans are essential to preserving debt sustainability. Further project prioritization and enhanced investment efficiency will help address developmental needs while supporting prudent debt management. Cameroon’s program continues to be supported by the implementation of supportive policies and reforms by the regional institutions in the areas of foreign exchange regulations and monetary policy framework and to support an increase in regional net foreign assets, which are critical to the program’s success.

Book excerpt: Fraud and corruption are gargantuan twin brothers that have limited the growth and infrastructure of many nations and led many firms to the road of bankruptcy. Fraud is rarely seen but the symptoms of fraud are usually observed. Corruption the twin brother of fraud is the misuse of entrusted power for private benefit and includes; bribes, cronyism and nepotism, political donations, kickbacks and artificial pricing and fraud of all kinds. Corruption in Cameroon has been a significant problem for many years, inhibiting investment opportunities. The paper therefore adopts the agency theory to examine the level of fraud and corruption practices in doing business in Cameroon and evaluate the impact of government anti-corruption policies in fighting the menace of fraud and corruption practices. The study employed survey research method in obtaining data. Findings in this study revealed that virtually all the segment of the public sector are highly corrupt and Police, Custom and Tax administration are the most corrupt institution in Cameroon. Although, almost all the anti-corruption initiatives are ranked ineffective, only the CHOC-Cameroon programme (Change Habits, Oppose Corruption) are considered to be effective. This could be as a result of insincerity and lack of political will by the government to fight fraud and corruption in the system.
