During the last two decades, many countries in sub-Sahara Africa embraced centralization as a new management strategy to render local government, broadly understood, more democratic, accountable, and responsive to the pressing social and economic needs of their citizens. The urgency of these reforms could, in part, be explained in a global socioeconomic context defined by large scale and rapid urbanization with concomitant social, economic, and political problems. These problems find concrete outlet in housing shortages, widespread unemployment, increasing poverty, environmental and sanitation problems, and failing social services in urban milieus. The said problems have been amplified by inadequate and sometimes contradictory political and administrative responses to the worsening physical and social infrastructure that are woefully in short supply, and have therefore, failed to respond in any meaningful way to growing pressures of rapid urban population growth in Africa. Book excerpt: Since the mid-1980s, there has been much federalism talk in Cameroon where federation (said to have been created in Foumban in 1961) had supposedly been 'overwhelmingly' rejected in 1972 by Cameroonians. 'Confusioncracy' is the one good term that could conveniently explain it. Written with the trilogy of criticism, provocation, and construction in mind, this book aims at reconstructing a new and vigorous society in Cameroon that ensures respect for fundamental human rights and certain basic shared values. Much as the book centres on the Anglophone Problem; it is principally about human rights and their excessive violations - the direct result of the absence of separation of powers and constitutionalism. It largely condemns Cameroon's government for incessantly singing democracy and rule of law at the same time as it is massively torturing and wantonly killing citizens that dare to question the confusion. While sharing the position that a state like Cameroon must be seen to ensure that its laws and other practices accord with its international commitments, the book nonetheless strives to apportion the blame for Cameroon's human rights catastrophe accordingly; showing how the English-speaking minority itself, generally speaking, contributes to a large extent in propping up the dictatorship that is oppressing not only that minority but Cameroonians at large. The book challenges Cameroon to assume a leadership role in uniting Africans through meaningful federalization rather than further splitting them into incapable mini-states on the challenging world stage.

Book excerpt: In the 1960s and 1970s, Third World governments prescribed and imposed a certain kind of journalism variously called objective journalism or development journalism. They understood this as journalism restricted to reporting facts as dished out by their propagandists and did not tolerate the questioning of government policy. By development journalism, they meant the mere reporting of government efforts to provide services, amenities and infrastructures and the singing of praises anytime a bridge was inaugurated, irrespective of whether it was well-built or whether the contract to build was awarded according to the norms of transparency and probity. This one-sided journalism was prevalent especially in state-owned media and media practitioners in the few private news publications that existed who did not toe the line were subjected to constant harassment and incarceration. However, with the coming of well-trained journalism graduates into the scene in the 1970s and the advent of global liberalization in the late 1980s and 1990s, daring journalists like Sam-Nuvala Fonkem thought it was time to take the bull by the horn and start taking a more critical look at government pronouncements, matching policy statements with real action in the field; in short, moving from objective journalism to interpretative and investigative journalism. This collection of Sam-Nuvala Fonkems writings is a sampling of the fruit of that new spirit to dare where angels hitherto feared to tread, to hold public officials to account and to expose the falsehood cached behind the political masquerade of the ruling class.

It also examines the extent to which freedom or equality are actually present in the institutions that we participate in everyday such as schools, shops, buses or trains or government offices and it looks at whether existing definitions and institutions are adequate or must be modified to become more democratic. The objective of political theory is to train citizens to think rationally about political questions and assess correctly the political events of our time. In applying political theory, some countries are more successful than others due to the variations in political culture. A country's degree of success in operating a governmental system that is democratic in character depends, to a very large extent, upon the nature and content of the political culture of that country. For democracy to work, the country's political culture must be compatible with and support the very concepts of constitutionalism, the rule of law, and representative democracy--as well as be consistent with and sustain the country's established, agreed-upon Constitution, including the constitutionally prescribed procedures for managing and resolving controversy over public questions, making and carrying out authoritative decisions on public policy, protecting the rights and liberties of citizens, and peacefully transferring governing authority from one group of political leaders to another. In all discussions examples are drawn from Cameroon and elsewhere in the world.

These reforms were carried out amid economic crisis, structural adjustment and political upheaval. At the time, popular sentiment was that change on the economic and political fronts was imperative. However, the ruling elite, some of whom had been shuttling around the state apparatus since independence, feared that succumbing to popular demands for change was tantamount to political suicide, as was the case elsewhere on the continent. These elites thwarted opposition demands for a ‘sovereign’ national conference to discuss constitutional reform. The Francophone-dominated elite fiercely objected to Anglophone demands for the restoration of the Federal state that was dissolved in 1972. Instead, decentralisation was presented as an authentic forum for grassroots autonomy and municipal councils as credible arenas for community participation in local development. This study adopts an interdisciplinary approach to unearth the permutations of decentralisation and community participation in Cameroon. It explores how local actors have responded to the implementation of state policy of decentralisation. Further, it documents how local issues observed in Bali in the North West Region and Mbankomo in the Central Region of Cameroon impact and are impacted by national policies and processes.

The government failed in its ploy for good governance, resorted to threats, intimidation, and force to oppress the people without the litmus test. Justice Mbu has been an eye witness to the events of this transformation in political, social and economic changes that make Cameroon never to be the same again. He is retired with his family and resides in Maryland USA.
