Available in PDF, EPUB and Kindle. Book excerpt: Abstract Public education in Alberta is undergoing substantive change and there is renewed interest in how school superintendents make decisions. My inquiry came from a practitioner's perspective looking into superintendent's decision-making processes. Eight serving school superintendents were interviewed to determine the influences on their decision-making around governance, human resource and accountability issues. I sought insights to inform superintendent practice in the province and uncover further questions for study. The research question used to identify the expectations, influences and understandings of public school superintendents regarding decision-making within their respective school jurisdictions was: What factors impact decisions related to jurisdiction governance, human resource management and accountability in the superintendency? A multiple case-study model was utilized to review responses from the purposive sample. The sample was balanced for gender and geographic and demographic diversity. Transcripts, government documents and research journals were utilized in the analysis as understandings were revealed and explanations built in response to the research question. The effect of time, role identification, relationship building, capacity building, and community expectations were identified as common factors affecting the decisions of school superintendents. Roles and responsibilities within school jurisdictions and whether an authoritative or participative approach to decision-making was utilized varied across genders and jurisdiction size and location. Perceived self-efficacy of superintendents in their role and perceived organizational efficacy of school jurisdictions in the public education system emerged as influences on the process. Superintendents indicated a clear preference for processes rendering decisions from understanding rather than decisions designed to compel understanding. Responses from superintendents in this study indicated they valued a collaborative approach to decision-making and a desire to transform decision-making from a process focused on individual roles and responsibilities to one supporting broader stakeholder values. Participants sought decisions that ultimately met the academic, social and emotional needs of the students. Changes to the landscape of public education in Alberta created by a new Education Act (2012) and the evolving expectations of society will require superintendents to make critical decisions in the months to come. The findings of this study support them in that work.

Book excerpt: The public school superintendent is undoubtedly a difficult position to fulfill. It is becoming more challenging each year (Goodman & Zimmerman, 2000). While the demographics of students of color continue to rise, the numbers of Superintendents of color have not increased at the same rate. Specifically, the number of Black Superintendents has fluctuated over the past decade, reaching as low as 13 in the state of California (Ellerby, 2002). In order to better understand this phenomenon and to remedy it, this study examined the barriers and challenges faced by Black Superintendents in California. In particular, the study explored how race and other factors are embedded in the barriers and challenges facing superintendents in these positions. The present study is a qualitative exploratory case study design. It reflects the diverse thoughts, experiences, and perspectives of the school superintendents in the state of California. The principal goal of this study is to obtain an emic (an inside) perspective of sitting Black superintendents in California about the barriers and challenges facing them in this role. Open-ended interviews are the main data source for this study. They are utilized to explore the challenges encountered in by these superintendents. Black superintendents in this study juggled their personal and professional lives as they struggled to successfully do their job and to be accepted as equals in their profession. The findings contribute to the body of knowledge concerning Black superintendents, in what has appeared to be a White male--dominated role. They also provide a richer understanding of the context within which Black superintendents work. These findings suggest further study and ways that may improve access to and retention of Black superintendents. Furthermore, this study suggests the need for shining much more light on these issues of providing support for racial equity and diversity in the role of the school district superintendent in California and the nation. The authors believe that government restructuring, standards-based reforms, and centrally imposed strategic planning have been painfully ineffective. As a consequence, student learning has become increasingly superficial and inauthentic. This book bridges the traditional divide between the generalizations of social science theory on the one hand and the world of educational practice on the other. It argues that a more promising approach to education reform is through effective school district leadership. Sheppard, Brown and Dibbon draw on their collective experience both as educational leaders and researchers of leadership, having spent five years researching and working in one school district. Here, they show how a district superintendent can successfully navigate the paradoxes and challenges of facilitating collaborative leadership in a school district with a traditionally hierarchical organizational structure. As a conclusion to their work, the authors highlight what they call five ‘recognitions’ that deepen readers’ understanding of school district leadership. They illuminate, too, ways that senior level practitioners can apply theory to practice in order to break down the traditional hierarchical bureaucracies that inhibit learning, and create professional learning communities. School District Leadership Matters urges researchers, graduate students, practitioners, and policymakers to focus on improving authentic learning for all students and argues that the best hope rests with effective school district leadership. This empirically-based yet practical book provides new insights and questions for academic researchers and will inspire policy makers and practitioners to imagine what could be and to work towards it.

Book excerpt: Abstract: School districts face enormous challenges with recent reductions in fiscal resources due to cuts in California's state budget and an average tenure for a school superintendent of only 3 years. School boards are challenged to find a leader who can address the needs of the school district during these difficult times. As numerous school superintendents are retiring, and a new generation of educators is applying for key positions in educational leadership, it is important to better understand the perceptions of school board presidents who have experience in selecting a school superintendent. This study explored the perceptions of the superintendent selection process of five participating school board presidents. The participants in this study shared their perceptions of the superintendent search process and selection criteria, perceptions on the most important leadership characteristics desired in a superintendent, and perceptions in the standards used to measure leadership in the candidates selected as superintendent. The findings revealed several components of the selection process that will serve school boards in evaluating the best strategy for them in conducting the superintendent search. When school boards embark on the process of selecting a superintendent, their actions become very public and ultimately reflect on how they view community involvement and input into on-going district leadership. As a result, a well-defined plan of action will reflect well on the school board, build community trust, and set the stage for a positive transition to new leadership at the superintendent level. The assertion that selecting a superintendent may very well be the school board's most important duty of action, it is imperative that such a process be articulated and integrated within the scope of district need and community involvement.
