It has been a difficult and laborious task to gather all the data and statistics, as aside from a few counties, whose citizens were public spirited enough to look after their county interests, all matter has been prepared from the Secretary's office. In the early stages of the labor, much assistance was promised by members of the Association and others, in the form of special articles upon subjects of great interest to the industry, as well as reports upon various counties and their resources. As the work progressed, however, it was found that many substitute articles would be necessary, as promises make poor reading matter. The Association is indebted to the contributors, whose articles upon various subjects will be found highly interesting and instructive; to the advertisers, whose solid financial support has materially assisted in defraying the cost of publication; to Mr. J. O. Denny, whose able and conscientious services have been indispensable in the editorial work, and to the publishing house, for the extra care and attention given to the general make-up. The response to our request for early replies is particularly pleasing. A fuller appreciation of the value of early responses to the requests sent out at the beginning of each year, will result in earlier publication of the data in the future. It is the evidence herein put forth that should make us realize the magnitude of our latent mineral resources in this state. The total value for 1915 reached the sum of over ninety-six and a half million dollars, being a considerable increase over the preceding year. For the current year of 1916, there is promise of still greater results in many lines. Except for the year 1883, the gold yield for 1915 was the largest California has shown since 1864. In addition to this, many inquiries are being received relative to this state's resources in the industrial minerals, such as asbestos, chrome, magnesite, manganese and many others. The purpose of such publication is to point out the laws and regulations best adapted to increase safety and efficiency in the mineral industry of the United States and to aid legislative bodies in framing uniform mining laws. In 1915 the bureau published, in two volumes, Bulletin 94, United States Mining Statutes Annotated. That bulletin includes every section of the United States Revised Statutes and every statute enacted by Congress relating. To mines and mining. Fol lowing each section and statute, abstracts of decisions of all courts and executive officers construing such sections or statutes were collected and arranged with appropriate title lines and headings in logical order. The bulletin thus shows the status of every Federal mining law by pointing out the defects and uncertainties that were eliminated by the courts and the aid of the courts in the practical application of the mining statutes. The bulletin was published in the hope that it would serve as a guide in the location of claims and in the determination of mining rights and assist the miner in adopting measures that would insure greater safety and efficiency in mining operations. The purpose of the bureau is to follow Bulletin 94 with others that will contain complete collections of the mining statutes of the sev eral States with appropriate and explanatory annotations consist ing of abstracts of the decisions of the State courts, construing and otherwise illuminating such State statutes. These State bulletins will be published successively, either as individual State bulletins or by groups of States, with a view to uniformity in size, and all in style and manner similar to Bulletin 94. The magnitude of the work and the time necessarily involved in collecting the statutes and abstracting the decisions prevent the work being issued as a single publication. The plan adopted will result in giving preference to some States, but as a major part of all of the preparation of the work has been performed, the successive volumes will follow without great delay.
