P.O.R.T., Peace Officer Recruitment Test, describes the conclusion of a nine-month pilot program on peace officer applicant testing which was conducted in Los Angeles County. Included in the program grant was the sum of $4,000 to be used for training P.O.S.T. consultants. Four consultants received training, Mr. Carl Ball, Brad Koch, George Williams, and Brooks Wilson. Mr. Ball's trip was to examine training facilities, methods and philosophies used by selected police training agencies in the United States and bordering provinces of Canada with a view toward improving California peace officer training programs. Another trip was made by the other three consultants for the purpose of visiting and studying selected police and law enforcement affiliated agencies know for their advanced concepts in various facets of police organization and administration.

Methods of recruitment will include: public information by the advertising media; referral service by the Department of Employment Offices; and individual agency recruitment appearances at various organizations and groups, such as service clubs, churches, military installations, and schools.

It was designed primarily for students who may be interested in a career in law enforcement and to assist school counselors and teachers in answering questions raised by students about a law enforcement career. There is a critical need for qualified young men and women in the various fields of law enforcement. Some of the factors which account for this need are rapid population growth, higher police recruitment standards, increases in crime, and early retirement of policemen. Despite the critical need for new peace officers the entrance standards are high and will become even higher. Law enforcement today is changing to accommodate the needs of a changing society. The modern police profession emphasizes a high level of training and education. Science and technology and the social sciences are stressed with an emphasis on the complexity of today's society and the role of the police in preventing and controlling crime. There has been a dramatic growth in new college programs, yet the demand for qualified police applicants still outpaces the supply. A large number of agencies now select only applicants who have had college training. Many agencies require the applicant to possess at least an associate in arts degree and others require a baccalaureate degree.

The investigation was concerned with current California law enforcement employment standards and practices, the effect of state legislation on local employment selection practices, and problems of coordination between the junior college police science programs and the actual hiring authorities. The need for this study was based upon evidence obtained from student testing and counseling that indicated a lack of knowledge of actual job responsibilities, performance, and accompanying emotional pressures. A large percentage of students enrolling in these programs fail to become successfully employed and adjusted to police work because the college training program apparently does not present the cold facts of police work.

Book excerpt: The Los Angeles Police Department (LAPD) is in the middle of a five-year hiring plan to increase the number of sworn officers in the department by 1,000 and achieve a force strength of more than 10,000 officers for the first time in its history. Thus far, working together with the City of Los Angeles Personnel Department's Public Safety Bureau (PSB), the LAPD is on track to achieve this ambitious goal. However, the personnel department and the LAPD have been operating close to the margin, often meeting their hiring quota at the very end of the month. In addition, the LAPD is under consent decrees that stipulate greater diversity in hiring its officers. This book assists the LAPD in achieving its recruiting and diversity goals by offering ways to improve productivity and efficiency in the recruiting process. It begins by identifying potential untapped local recruiting markets. It also provides a model of viable candidates that the LAPD and the personnel department can use to target its recruitment and to prioritize applicants while still maintaining its diversity hiring goal. Finally, it recommends ways to improve productivity of the PSB Background Investigation Division.

Book excerpt: This California study consists of a futures study on employing part-time police officers and the impact on officer recruitment and retention by the year 2000; a model strategic plan; and a transition management plan for the police department in Fresno, California. The futures study indicates that the demand for law enforcement personnel will continue to increase with a continuing increase in California's population. Simultaneously, the median retirement age will decrease, and the availability of workers in the 18-24 age category (the group from which law enforcement hires) will continue to decline through 1995. A panel of experts forecasted that part-time positions will be required for future policing, that the recruiting pool for women will double, that the retention rate for women officers will rise, and that older officers will view part-time work as an option to retirement from full-time employment. The model organization studied for strategic planning development was the Fresno Police Department. An organizational analysis of this agency was conducted to determine its weaknesses, opportunities, threats, and strengths. A panel developed policies deemed desirable and feasible. These are an extended career program through the use of part-time employment and a retiree part-time employment job pool. A study then examined the critical mass needed to make the strategic plan happen.
