Book excerpt: Excerpt from Calendar of State Papers, 1738, Vol. 44: Colonial Series; America and West Indies; Preserved in the Public Record Office This volume contains 570 principal abstracts and a further 226 documents which are enclosures to correspondence. More than one - third 211 of the principal abstracts are from the archives of the Trustees for Georgia, though only 15 of the enclosures come from that source. The explanation is as follows: Georgia at this time had no governor but instead a number of officers whose relationship to one other was not always perfectly clear Ist, 2nd and 3rd bailiffs at Savannah, recorder, surveyor, sec retary for the Trust's affairs in Georgia, etc. In royal provinces most official matters were communicated to the Secretary of State and the Lords Commissioners of Trade and Plantations, either by the governor in his own words, or through him in the form of enclosures to his letters. In the case of Georgia, however, all the principal officials in the colony corresponded directly with the Trustees in London. Papers from Georgia which, if from another province, would have been sent to Britain as enclosures (or not at all) therefore appear in this Calendar as principal abstracts. Another peculiarity of the infant - colony of Georgia was that many matters, which in an established province were largely or wholly private business, remained under the surveillance of the Trustees: such were the cultivation of land, importation of servants, education, religion, food supply etc. This is why the Georgia records occupy a predominant position in the Calendar at this date. In due course the predominance will disappear. Adding together principal abstracts and enclosures there are 796 documents in the present volume (which covers the year 17 compared to 1009 in Vol. XLIII for 17 57, a reduction of the order of one-fifth. For this reduction, there is no obvious explanation. In view of growing fears of a war with Spain in the West Indies and America, more rather than fewer documents might have been expected to originate in the colonies, particularly in danger-spots such as Georgia, Jamaica and the Leewards. Yet the number of principal abstracts from the Georgia archives falls from 277 in 17 37 to 211 in 1738, while Governor Mathew's letters from the Leeward Islands decline from 19 to 17. Letters from the governor of Jamaica, it is true, rise from 12 to 2 3 but this more re ects the arrival of Governor Edward Trelawny in the island than any increase in business regarding Spain. Book excerpt: Mapping and Charting for the Lion and the Lily: Map and Atlas Production in Early Modern England and France is a comparative study of the production and role of maps, charts, and atlases in early modern England and France, with a particular focus on Paris, the cartographic center of production from the late seventeenth century to the late eighteenth century, and London, which began to emerge (in the late eighteenth century) to eclipse the once favored Bourbon center. The themes that carry through the work address the role of government in map and chart making. In France, in particular, it is the importance of the centralized government and its support for geographic works and their makers through a broad and deep institutional infrastructure. Prior to the late eighteenth century in England, there was no central controlling agency or institution for map, chart, or atlas production, and any official power was imposed through the market rather than through the establishment of institutions. There was no centralized support for the cartographic enterprise and any effort by the crown was often challenged by the power of Parliament which saw little value in fostering or supporting scholar-geographers or a national survey. This book begins with an investigation of the imagery of power on map and atlas frontispieces from the late sixteenth century to the seventeenth century. In the succeeding chapters the focus moves from county and regional mapping efforts in England and France to the “paper wars” over encroachment in their respective colonial interests. The final study looks at charting efforts and highlights the role of government support and the commercial trade in the development of maritime charts not only for the home waters of the English Channel, but the distant and dangerous seas of the East Indies.

The last responses to reach Whitehall, those of Virginia and Jamaica, arrived at the Plantations Office on 22 July 1740. A little over a year, therefore, went by in circulating the inquiry and obtaining answers. It seems a long time but it would be interesting to know if any other eighteenth - century empire, Spanish, Portuguese, French or Dutch, launched and completed an investigation of like complexity in less than twelve months. As in the Calendar volumes for 1737 and 1738 Georgia makes a large and important contribution to the contents of vo]. XLV, much of it consisting of records of a private nature at the time of their creation though now and since 1752 when Georgia became a crown colony part of the public archives. It was this slight ambiguity of status that led to the exclusion of those records from Vols XXXVII - XLII, a decision reversed in Vol. XLIII for 1737. By 1739 most of Georgia's records were still of a recognizably private kind: the Trustees' correspondence with their officers and settlers in Georgia, their domestic letters, and their minutes. The Trustees reported annually to Parliament but direct correspondence between Georgia and the departments concerned with colonial administration was still rare. As yet there were no Customs officers in the colony, though their absence was beginning to be noticed and exploited (nos 280, No assembly had been constituted in Georgia, so no laws were enacted there for scrutiny by the Commissioners for Trade and Plantations. Legislative authority remained with the Trustees in London who seldom used it. In 1739 they passed only one law, for appointing pilots and raising a duty on shipping to pay for that service (no This Act brought them into touch with the Commissioners, with disappointing results. The law obtained the approval of the board's legal adviser, Francis Fane, but was opposed by South Carolina's agent and still awaited confirmation at the end of the year (nos 336, The Commissioners at this time kept no Georgia files, placing such papers as they preserved among South Carolina's records (nos 336.
