Book excerpt: This book focuses on Kolkata, formerly the colonial capital of and currently a major megacity in India, in terms of its extensive blue infrastructures, i.e., its rivers, canals and wetlands as an integrated composite whole. It unfolds ways in which this reclaimed urban space could determine, and in turn, could get determined by political fate, economic calculations and social livelihoods across changing political-economic imperatives and with large-scale implications on urban sustainability. Employing historical urban political ecology (HUPE) as the methodological framework by combining urban environmental history and urban political ecology, the book studies the changing urban environmental equations through several centuries, and its impact on the city and its people. Weaving the past, present and posterity of deltaic Kolkata, the book demonstrates that it is in these ‘blue infrastructures’ that the anecdote of origin, the account of functioning and the apprehension of survival of the city is rooted. By emphasizing the ecology ‘of’ cities instead of ecology ‘in’ cities approach, the book exposes the limitations of contemporary ecological restructuring efforts regarding Indian cities. Further, it offers a blueprint for future innovative and empirical research focusing on other major cities. Accordingly, this topical and original book will be of interest to students and researchers of environmental humanities, political ecology and urban studies.

An ethnography of urban development in Calcutta, Roy's book explores the dynamics of class and gender in the persistence of poverty. City Requiem, Calcutta emphasizes how gender itself is spatialized, and how gender relations are negotiated within the geopolitics of modernity and through the everyday practices of territory. Thus Roy shows how urban developmentalism, in its populist guise, reproduces the relations of masculinist patronage, and, in its entrepreneurial guise, seeks to reclaim a bourgeois Calcutta, gentlemanly in its nostalgias. In doing so, her work expands the field of poverty studies by showing how a politics of poverty is also a poverty of knowledge, a construction and management of social and spatial categories.

Focussing on Kolkata/ Calcutta, this book analyses the changing landscapes over the past two decades of one of the world’s most fascinating and iconic cities. Previously better known due to its post-Independence decline into overcrowded poverty, pollution and despair, in recent years it has experience a revitalization that echoes India’s renaissance as a whole in the new millennium. This book weaves together narratives of migration and diasporas, postmodern developmentalism and neoliberal urbanism, and identity and belonging in the Global South. It examines the rise of middle-class environmental initiatives and Kolkata’s attempts to reclaim its earlier global status. It suggests that a form of global gentrification is taking place, through which people and place are being fundamentally restructured. Based on a decade’s worth of field research and investigation in multiple sites - metropolitan centers connected by long histories of empire, migration, economy, and culture - it employs a multi-methods approach and uses ethnographic, semi-structured interviews as well as archival research for much of the empirical data collected. Addressing urban change and policies, as well as spatial and discoursive transformations that are occurring in India, it will be of interest to researchers in the field of urban geography, urban and regional planning, environmental studies, diaspora studies and South Asian studies.

Book excerpt: By 1900 the British had undertaken various types of urban planning in their colonial territories, but the early twentieth century brought new ideas and the birth of the modern planning movement. In India these new planning ideas inspired several specialized reports after 1900, most of which drew explicitly on British, or occasionally German, ideas. The most complete of these studies was the Richards Report on Calcutta, prepared for the Calcutta Improvement Trust and published in 1914. Its major concerns included the building and widening of roads, slum clearance and improvement, legislation, and suburban planning. As background, it included written and visual documentation of living conditions, through charts, photographs, and maps. Richards emphasized that conditions in Calcutta differed greatly from those in urban Britain, and made some allowance in that regard. In general, however, his report exemplifies the attempt by British planners, along with Indian elites, to impose their vision on colonial cities. Richards¿ report was well-received by leading British planners of the day. A notice in Garden Cities and Town Planning claimed that it was "the most complete report on town conditions and possibilities which has yet been issued". While the immediate impact of the report in Calcutta is moot - Richards was highly critical of the past practices of local officials, and his views were unpopular with his superiors - the Richards Reports remains a crucial insight into both the development of modern town planning and the colonial period in India.
