Book excerpt: The analysis made of the effectiveness of national fishery and aquaculture policies and strategies in ECOWAS Member States and Mauritania has shown overall that their implementation faces with problems related to the low level of domestic funding allocated. This is compounded by their heavy dependence on external financing through TFP programmes and projects in which the objectives are not always aligned with those of national policies. Thus, the attractiveness of the sector will have to be improved by establishing a much more favourable environment for private sector investment in fisheries and aquaculture, given the substantial investment gaps highlighted by the financial analysis of the various national fishery and aquaculture investment plans. The sector’s share in the State budget is also expected to increase, as it does not reflect the importance accorded to the sector in national development policy and strategic planning documents. This meagre budgetary appropriation is one of the main factors making policies in West Africa less effective. Moreover, despite the efforts of Member States, the fisheries and aquaculture sector still faces challenges such as weak participatory governance, low human and technical capacity, persistent IUU fishing, low levels of aquaculture production, high post-harvest losses, etc., which detract from the sector’s contribution to the FNS among the different populations, especially in marine and river coastal communities.

Book excerpt: Since 1950, the number of urban agglomerations in West Africa increased from 152 to almost 2 000, and today towns and cities are home to 41% of the region's total population. Cities and their inhabitants are increasingly shaping West Africa's economic, political and social landscape. Yet there is little up-to-date data available for analysis and the formulation of development policy at the local, national and regional levels. Africapolis, a comprehensive and homogenous dataset on urbanisation, is a significant step towards closing this data gap. The 2015 update covers 17 West African countries spanning the period 1950 to 2010. Its original methodology combines demographic sources, satellite and aerial imagery to provide population estimates and geolocation at the level of individual agglomerations. The morphological approach adopted by Africapolis helps identify territorial transformation processes which are at the core of West Africa's complex urbanisation dynamics and can be observed at several levels: metropolises, secondary cities, the merging of villages and the formation of conurbations. The identification of cities with fewer than 100 000 inhabitants is a major contribution of Africapolis - 90% of West Africa's cities, or a combined population of 45 million people, fall into this category - a figure which underscores the important role of small cities within the urban system. This edition also includes new measurements of urbanisation in Nigeria, Africa's most populous nation, constituting the most complete dataset on urbanisation dynamics in this country to date.

Boko Haram’s goal of an Islamic Caliphate, starting in the Borno State in the North East that will eventually cover the areas of the former Kanem-Borno Empire, is a rejection of the modern state system forced on it by the West. The central theme of this volume examines the relationship between the failure of the state-building project in Nigeria and the outbreak and nature of insurgency. At the heart of the Boko Haram phenomenon is a country racked with cleavages, making it hard for Nigeria to cohere as a modern state. Part I introduces this theme and places the Boko Haram insurgency in a historical context. There are, however, multiple cleavages in Nigeria ̶ ethnic, regional, cultural, and religious ̶ and Part II examines the different state-society dynamics fuelling the conflict. Political grievances are common to every society; however, what gives Boko Haram the space to express such grievances through violence? Importantly, this volume demonstrates that the insurgency is, in fact, a reflection of the hollowness within Nigeria’s overall security. Part III looks at the responses to Boko Haram by Nigeria, neighbouring states, and external actors. For Western actors, Boko Haram is seen as part of the "global war on terror" and the fact that it has pledged allegiance to ISIS encourages this framing. However, as the chapters here discuss, this is an over-simplification of Boko Haram and the West needs to address the multiple dimension of Boko Haram. This book will be of much interest to students of terrorism and political violence, insurgencies, African politics, war and conflict studies, and IR in general.

The main programme of research took place between 1992 and 1998, funded by the UK Natural Environment Research Council, and involved approximately 360 coastal researchers contributing to more than 70 collaborative projects. This book presents accessible summaries of key results of this research. The ten chapters of the book are written by leading contributors to the programme, and cover aspects of the physical, sedimentological, chemical and biological processes controlling fluxes between river catchments and coastal seas in temporate environments. Major overarching themes for all of the chapters include the persistence, storage, degradation and transport of pollutants from catchment to coastal sea, and an emphasis on the relevance of research for river and coastal water quality management. The chapters also describe a number of important technological advances in the measurement of processes and longer term monitoring of the fluvial, estuarine and coastal environments.
