À travers une approche qualitative et longitudinale, cette thèse se penche sur l'évolution de la collaboration dans le cadre de la planification forestière à partir de l'exemple des Nehirowisiwok (Atikamekw) et du secteur forestier québécois, de 1990 à 2013. Elle vise à mieux comprendre les facteurs et les conditions qui ont influencé l'évolution d'une gouvernance forestière plus collaborative. Cette thèse poursuit également comme sous-objectif l'identification et la caractérisation des interrelations entre les processus de collaboration à l'étude et d'autres processus afin de déterminer dans quelle mesure ces interrelations ont influencé leur développement dans le temps et l'espace ainsi que les efforts de collaboration. Au cours de la période à l'étude, les Nehirowisiwok se sont engagés dans une myriade de démarches et d'initiatives reliées à la planification forestière. Cette thèse fournit une analyse approfondie de trois processus s'étant déroulés à différents moments de la période à l'étude en examinant les dimensions clés de chaque processus. Les résultats montrent que les efforts de collaboration ont grandement été influencés par un contexte évolutif. On retrouve notamment la révision du régime forestier à la fin des années 1990, les jugements Haïda et Taku River en 2004 ainsi que l'adoption d'un nouveau régime forestier. Il a aussi été remarqué que les dimensions du processus de collaboration étaient interreliées. Par conséquent, lorsqu'une dimension du processus changeait cela pouvait entraîner un « effet domino » sur d'autres aspects du processus. Enfin, bien que la plupart des précédents auteurs s'entendent de plus en plus pour dire que la collaboration est un processus dynamique dans le temps, les résultats confirment que la collaboration évolue, mais en partie. Cette thèse met aussi en lumière l'interaction entre les effets et les conditions de la collaboration dans le contexte de la planification forestière. En effet, sans les apprentissages qui découlent des collaborations antérieures, la collaboration a tendance à livrer des résultats plutôt insatisfaisants. Cela arrive surtout lorsque les acteurs n'ont pas une histoire antérieure de collaboration. Donc, pour avoir des retombées immédiates satisfaisantes pour l'ensemble des parties concernées, les acteurs ont dû développer de nouvelles habiletés, apprendre le vocabulaire forestier, se familiariser avec les préoccupations de l'Autre, raffiner et développer de nouveaux outils et instruments, mais surtout, bâtir une nouvelle démarche commune envers laquelle ils ont confiance. En somme, les acteurs ne collaborent pas du jour au lendemain; ils doivent d'abord apprendre à collaborer avant de pouvoir collaborer efficacement. Les résultats ont aussi permis de développer une classification empirique des liens observables entre les processus de collaboration. Cinq grands ensembles de liens ont été observés : descendance, dédoublement, opposition, complémentarité et influence. Ces différents liens montrent que les processus de collaboration n'évoluent pas en vase clos et qu'ils peuvent avoir des effets significatifs sur leur environnement et les autres processus. Plus encore, ils illustrent que les processus de collaboration ne viennent pas seulement s'ajouter, compléter ou remplacer les processus existants tel que la littérature est souvent portée à les dépeindre. Enfin, à partir des conclusions de cette étude, de nouvelles questions se posent. Est-ce que la collaboration avec les Nehirowisiwok dans le cadre de la planification forestière a évolué de la même façon avec les Premières Nations présentes dans les autres régions du Québec? Quels seraient les facteurs et les conditions qui expliqueraient les différences et les similarités observables? Il serait aussi intéressant d'examiner comment la collaboration a évolué dans les autres domaines de la gouvernance forestière telle que l'octroi des permis de coupe (garanties d'approvisionnement), l'élaboration des politiques forestières, l'affectation du territoire, détermination des rôles et responsabilités en matière de gestion des feux de forêt et ainsi de suite. Enfin, il semble plus que jamais pertinent d'examiner comment et quand il demeure possible d'articuler la collaboration à d'autres mécanismes de gouvernance afin de pouvoir profiter pleinement de son potentiel en matière de gestion durable et équitable du Nitaskinan.

In recent years governments in the South have transferred at least 200 million hectares of forests to communities living in and around them . This book assesses the experience of what appears to be a new international trend that has substantially increased the share of the world's forests under community administration. Based on research in over 30 communities in selected countries in Asia (India, Nepal, Philippines, Laos, Indonesia), Africa (Burkina Faso, Cameroon, Ghana) and Latin America (Bolivia, Brazil, Guatemala, Nicaragua), it examines the process and outcomes of granting new rights, assessing a variety of governance issues in implementation, access to forest products and markets and outcomes for people and forests . Forest tenure reforms have been highly varied, ranging from the titling of indigenous territories to the granting of small land areas for forest regeneration or the right to a share in timber revenues. While in many cases these rights have been significant, new statutory rights do not automatically result in rights in practice, and a variety of institutional weaknesses and policy distortions have limited the impacts of change. Through the comparison of selected cases, the chapters explore the nature of forest reform, the extent and meaning of rights transferred or recognized, and the role of authority and citizens' networks in forest governance. They also assess opportunities and obstacles associated with government regulations and markets for forest products and the effects across the cases on livelihoods, forest condition and equity. Based on anthropological fieldwork carried out in a group of neighbourhoods in the periphery of Niamey, the study highlights the political dimensions of public service provision in a local arena where international development interventions and national plans meet local realities and where a wide range of actors and institutions, discourses, meanings, and practices are mobilized in the offering of and the regulation of access to public services. It focuses on the political, economic, and socio-cultural aspects of public service provision, too often hidden behind contemporary buzzwords of development such as community participation and decentralization that dominate global debates about education and healthcare in developing countries. The study brings forth the strategies of urban residents in dealing with daily challenges in the consolidation of service provision and in education and health-seeking trajectories. It shows that access to a satisfactory treatment of illness or a successful school career is premised on the ability to navigate on the medical and education markets, which are made up of a plurality of providers and of official and unofficial costs and transactions. Further, these public services engage different actors such as community committees, traditional chiefs, local associations, the municipality and elected municipal councillors, emergent leaders, NGOs, and international development aid. The study demonstrates that despite the uncertainty of state support in health and education provision and a widespread dissatisfaction with these public services, the image of the state as service provider is reproduced on a day by day basis through local efforts at securing public services.
