Book excerpt: A thorough examination of the recent economic (mis-)fortunes of Nigeria, the so-called giant of Africa, would reveal the unrealistic economic practice of depending on one major resource to fund the running of government, economic growth, and infrastructural development. This impractical approach to the management of the economy is magnified by the fact that Nigeria, as a country, is put in a precarious situation whenever there is a temporal or permanent price decline in the global crude oil market as this automatically translates to a reduction of the revenue available to government. This work is an attempt to present discussions into developing a Long-term and Strategic Economic Development Module for all regions and government in Nigeria. It is aimed at exposing Nigeria and Nigerians to the numerous benefits accruable in the development of its indigenous maritime economy. An attempt is made here to empirically rationalize the diversification of the Nigerian economy with its recent cabotage policies forming the foundation of an economy that emphasizes on shipping and associated mining and agricultural industries for the majority of its revenue. In order to justify this position, we undertake a careful analysis of the business histories of credible shipping companies like the precolonial Elder Dempster line and also the fast-growing Chinese auto manufacturing industries with a view to magnify their successes worthy of emulation. We have also compared some aspects of the US internal maritime structure with that of Nigeria and have exposed the practice of Japan in developing regions through the establishment of sea ports. It is intended that this book would serve as a personal and patriotic contribution to the Heads of Government as they strategize the reestablishment of Nigeria as the brightest investment destination in the global economic horizon in a bid to spark the recognition of our great nation as an emerging giant in the World Economic Order.

It has been my aim, in preparing this analysis of the principles of the "business" of commercial shipping, to describe that which trans pires in the various divisions of a shipowning and operating organi zation. Insofar as possible, the procedures followed in the offices have been described and explained, as well as the underlying prin ciples of management by which their decisions are reached. In the process of learning the principles and practices that are set forth in these pages, I have spent ajoy-filled lifetime in associa tion with ships. It has been my good fortune to work in large and small American steamship offices, to operate a major cargo termi nal, to participate in establishing and putting into effect the policies of a world-girdling American steamship organization, and to teach young men these principles learned from experience as well as from precept.

Agriculture, an important sector that employs approximately half of the labor force, still has a weak growth trajectory. Many rural people are not well connected to markets and live below the poverty line. To use limited resources effectively, strategic planning and prioritization of public investment are essential. Particularly, the Ebola crisis revealed the vulnerability of the country's transport connectivity and health systems. This book analyzes the country's transport connectivity, identifying the existing bottlenecks and possible economic potentials. By taking advantage of the country's first-ever georeferenced road network data, the analysis casts light on various aspects of connectivity, such as rural accessibility, market access, access to port and health facilities and multimodal connectivity, including cabotage. It is shown that transport connectivity is crucial to increasing agricultural production, stimulating agglomeration economies, and supporting people's access to health care services. Significant resources are likely to be required to meet the existing gap. The book estimates the financial needs by development objective and discusses important policy issues, including the possibility of public-private partnerships to finance transport infrastructure.

Many countries over the past two decades have restructured, privatized and regulated their infrastructure. This report identifies the challenges involved in this massive policy redirection. It also assesses the outcomes of these changes, as well as their distributional consequences for poor households and other disadvantaged groups.
