Book excerpt: Buffer states—countries geographically and/or politically situated between two or more regional or global powers—function to maintain peace between the larger powers. Contributors to this book, the first devoted to the buffer state concept, analyze the geographical and political factors necessary for the establishment and maintenance of a buffer state and examine its role in helping to maintain world peace. The problems and prospects of buffer states and buffer zones and the multiple roles played by the buffer in international politics are also explored. Using information from a number of countries, including Lebanon, Afghanistan, Korea, and Uruguay, the contributors argue that the function of the buffer state has not diminished with the advance of modern technology, but that the prospects for a long life for any particular buffer state are tenuous. Nevertheless, they conclude that although the international benefits from any one buffer state tend to be short term, the continued existence of the system will be an important element in preventing armed conflict in many parts of the world.

The result is a remarkable personal memoir by an eminent ethnomusicologist known for his deep commitment to Afghanistan, Afghan musicians and Afghan musical culture. This volume presents the first synthesis of the archaeology of the historic periods in the Bannu region, spanning the period when the first large scale empires expanded to the borders of South Asia up until the arrival of Islam in the subcontinent at the end of the first and beginning of the second millennium BC. The Bannu region provides specific insight into early imperialism in South Asia, as throughout this protracted period, it was able to maintain a distinctive regional identity in the face of recurring phases of imperial expansion and integration.

They contain my personal recollections of an interesting country through which I passed, and in. Which I resided whilst employed on a mission to cabool, in the years 1836-7 and 1838. Subsequent events have not diminished, as it appears to me, the anxiety of the public for information regarding these regions: on the contrary, the great political events of which they have since become the arena have given importance to all that apper tains to them. On political subjects, however, it is not, at present, my intention to enlarge. The time is yet distant when an accurate judgment can be passed on the line of policy which we have adopted; but the tra vellers through these countries will, in some degree, have paved theway for the political inquirer, if, in the mean while, they can portray something of the tone and spirit of the people among whom circumstances haveanow placed us. My esteemed friend, Lieutenant John Wood, of the Indian Navy, has already, in his valuable work, laid before the public the stirring incidents of his journey to the lofty regions of 'pamere, which was under taken while associated with myself on this mission to Cabool. I had long and fondly hoped that the easier task of giving the minor details, which I have now imposed on myself, would have fallen to the share of Dr. P. B.
