And through the critique of accountability and responsibility, one may find the true bearer of power: public citizens. The government has to be accountable to its citizens because the power is ultimately delegated by them, through voting. To sustain this power, the public must continuously ensure that governments are being responsible and accountable, for anything less is undemocratic.

Available in PDF, EPUB and Kindle. Book excerpt: "Woodrow Wilson saw congressional government as "Committee" government. It is administered by semi-independent executive agents who obey the dictates of a legislature, though the agents themselves are not of ultimate authority or accountability. Written by Wilson when he was tweenty-eight-year-old graduate student, this book examinates the American legistlative branches, especially in light of the fact that Wilson had not yet even visted Congress at the time of its composition. Wilson divides Congressional Government into six parts. In part one, his introductory statement, Wilson analyzes the need for a federal Constitution and asks whether or not it is still a document that should be unquestioningly venerated. In part two, Wilson describes the make-up and functions of the House of Representatives in painstaking detail. Part three is concerned with taxation financial administration by the government and its resulting economic repercussions. Part four is an explanation of the Senate's role in the legislative process. The electoral system and responsibilities of the president are the central concerns of part five. And Wilson concludes, in part six, with a both philosophical and practical summarization of the congressional form of the United STates government, in which he also compares it to European modes of state governance."--From Barnes & Noble description of ebook.

Book Congressional Government

Download or read book Congressional Government written by Woodrow Wilson and published by Routledge. This book was released on 2017-09-04 with total page 310 pages. Available in PDF, EPUB and Kindle. Book excerpt: The government of the United States is a living system. As such, it is subject to subtle change and modification over time, but still maintains a constancy via its central nervous system-a congressional form of rule. Woodrow Wilson saw congressional government as ""Committee"" government. It is administered by semi-independent executive agents who obey the dictates of a legislature, though the agents themselves are not of ultimate authority or accountability. Written by Wilson when he was a twenty-eight-year-old graduate student, this is an astounding examination of the American legislative branches, especially in light of the fact that Wilson had not yet even visited Congress at the time of its composition.Wilson divides Congressional Government into six parts. In part one, his introductory statement, Wilson analyzes the need for a federal Constitution and asks whether or not it is still a document that should be unquestioningly venerated. Part three is concerned with taxation and financial administration by the government and its resulting economic repercussions. Part four is an explanation of the Senate's role in the legislative process. The electoral system and responsibilities of the president are the central concerns of part five. And Wilson concludes, in part six, with a both philosophical and practical summarization of the congressional form of the United States government, in which he also compares it to European modes of state governance. In a new introduction specially prepared for this edition, William F. Connelly, Jr. compares Wilson, as a professional politician, to former Speaker of the House Newt Gingrich. He notes that Wilson's ideas, which have had a lasting influence, helped form Gingrich's outlook on the role of the Constitution and the executive branch in the legislative process. He also investigates Wilson's criticism of Madison's separat

Book excerpt: The object of this book is to point out the most characteristic practical features of the federal system. Taking Congress as the central and predominant power of the system, its object is to illustrate everything Congressional. Everybody has seen, and critics without number have said, that our form of national government is singular, possessing a character altogether its own; but there is abundant evidence that very few have seen just wherein it differs most essentially from the other governments of the world. There have been and are other federal systems quite similar, and scarcely any legislative or administrative principle of our Constitution was young even when that Constitution was framed. Book Comparing Westminster

Download or read book Comparing Westminster written by R. A. W. Rhodes and published by OUP Oxford. This book was released on 2009-08-27 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores how the governmental elites in Australia, Britain, Canada, New Zealand, and South Africa understand their Westminster system. It examines in detail four interrelated features of Westminster systems. Firstly, the increasing centralisation in collective, responsible cabinet government. Second, the constitutional convention of ministerial and collective responsibility. Third, the role of a professional, non-partisan public service. And finally, parliament's relationship to the executive. The authors explain the changes that have occured in the Westminster model by analysing four traditions: royal prerogative, responsible government, constitutional bureaucracy, and representative government. They suggest that each tradition has a recurring dilemma, between centralisation and decentralisation, party government and ministerial responsibility, professionalisation and politicisation, and finally elitism and participation. They go on to argue that these dilemmas recur in four present-day debates: the growth of prime ministerial power, the decline in individual and collective ministerial accountability, politicisation of the public service, and executive dominance of the legislature. They conclude by identifying five meanings of - or narratives about - Westminster. Firstly, 'Westminster as heritage' - elite actors' shared governmental narrative understood as both precedents and nostalgia. Second, 'Westminster as political tool' - the expedient cloak worn by governments and politicians to defend themselves and criticise opponents. Third, 'Westminster as legitimising tradition' - providing legitimacy and a context for elite actions, serving as a point of reference to navigate this uncertain world. Fourth, 'Westminster as institutional category' - it remains a useful descriptor of a loose family of governments with shared origins and characteristics. Finally, 'Westminster as an effective political system' - it is a more effective and efficient political system than consensual parliamentary governments. Westminster is a flexible family of ideas that is useful for many purposes and survives, even thrives, because of its meaning in use to élite actors.
