There is a risk that the FCO may not be able to meet higher international subscriptions over the next two financial years, causing its performance against Public Service Agreement targets to suffer. The likely increase in the UN Regular Budget and other international subscriptions will push this figure even higher. The FCO should have to shoulder the financial burden from within its already tight budget to pay for subscriptions which also benefit other Government departments. The Committee recommends that additional nondiscretionary costs should properly be met by the Treasury.

The Committee welcomes the increase in the DFID's budget under the Comprehensive Spending Review Settlement for 2008-11, in line with the target of 0.7 per cent of Gross National Income to be allocated to Official Development Assistance by 2013. However, it notes the significant challenge for DFID in using this funding effectively when it is also required to reduce its administrative costs, and therefore staff numbers, at a time when its focus is shifting increasingly towards fragile states where providing assistance is resource-intensive. Concerns are raised that DFID continues to emphasise inputs rather than outcomes, although DFID's new Public Service Agreement Delivery Agreement and the plans to establish the Independent Advisory Committee on Development Impact should make it easier to identify whether DFID's expenditure is effective in reducing poverty in developing countries. Four areas for improvement in DFID's work are highlighted relating to gender equality, climate change, governance and agricultural development.

Book excerpt: The Capability Review programme was launched in 2005 to assess and compare systematically, for the first time, individual departments' organisational capabilities and ability to deliver their objectives. This National Audit Office report finds that the programme has led to evidence of greater capability in departments, but departments have yet to show that the programme has had an impact on outcomes in delivering public services. Action to tackle weaknesses in capability is now a prominent feature of board business and every department has a board member leading its review response. However, there is some uncertainty in departments about whether, or how, the programme will continue, risking a loss of momentum. The first-round reviews found common weaknesses in board leadership, determining the best way for delivering public services and staff skills. There is now evidence of improved capability, particularly in boards' visibility and cohesion. The report also finds: Capability Reviews are encouraging departments to work together while at the same time sharpening their focus on comparative performance; Capability Reviews focus on departments, but services are often implemented by external agencies which are not covered directly by reviews; and there is no benchmarking of departments' capabilities against external organisations, which might offer examples of best practice.

Book excerpt: In 2004, the Government announced 110 Public Service Agreement (PSA) targets for 17 Departments covering the period 2005-08. PSA targets express the priority outcomes that Departments are seeking to achieve nationally and internationally, and cover key aspects of the Government's social, economic and environmental policy. Large sums of public money are devoted to the programmes designed to deliver them. This NAO report summarises the results of its examination of the data systems used by twelve government departments to monitor and report progress against their 2005-08 PSA targets, covering a total of 237 data systems. Overall Departments have successfully taken steps to improve the quality of their data systems. There are still improvements that can be made to increase the relevance and reliability of data used in the reporting process. The NAO makes a number of recommendations on specification of data systems, their operation, and the reporting of data. A companion volume (HCP 22-I, ISBN 9780102951615) is available separately which contains the NAO's summarised findings.
