El propósito de los estudios reunidos en esta obra es analizar, precisamente, la capacidad de resistencia de la democracia mexicana ante la transformación política promovida por el gobierno de Andrés Manuel López Obrador. La premisa compartida es que el régimen político enfrenta la amenaza más real e inmediata de retroceso autoritario en al menos tres décadas. ¿De qué depende que la subversión democrática progrese, se detenga o se revierta? Para responder a esta pregunta, recurrimos al concepto de resiliencia democrática, un concepto que designa a la capacidad del sistema político, sus actores e instituciones, de resistir el embate autoritario. Si bien las respuestas son tentativas y las conclusiones son inciertas, quienes participamos en este proyecto esperamos contribuir al debate público en torno a la democracia mexicana desde la investigación en ciencias sociales. La obra se organiza en cuatro secciones, empezando por una introductoria a los conceptos de democracia, autocratización y resiliencia democrática en el caso de México. La primera sección temática analiza los mecanismos asociados al avance de la autocratización en el régimen político promovidos desde el Poder Ejecutivo. La segunda sección examina la capacidad de resiliencia de instituciones independientes y autónomas que son esenciales para hacer valer la legalidad y los contrapesos democráticos. La tercera sección hace lo propio a partir de diversos estudios acerca de las fuentes civiles, sociales y públicas de crítica, oposición y resistencia a las acciones del gobierno o ciertas políticas públicas. Las conclusiones ofrecen una reflexión que integra las diversas vertientes de la problemática.

Book excerpt: Based on twenty case studies of universities worldwide, and on a survey administered to leaders in 101 universities, this open access book shows that, amidst the significant challenges caused by the COVID-19 pandemic, universities found ways to engage with schools to support them in sustaining educational opportunity. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach

Beadle In contrast to the more sta bie oceans, inland waters are, on the geological time scale, short-lived and are subject to great fluctuations in chemical composition and physical features. Very few lakes and rivers have existed continuously for more than a million years, and the life of the majority is to be measured in thousands or less. Earth movements, erosion and long-term climatic changes in the past have caused many of them to appear and disappear. No wonder then that most freshwater organism are especially adapted to great changes and many even to temporary extinction of their environment. Recent studies of residual sediments from existing and extinct lakes in tropical Africa have told us much about their age and the past history of their faunas and floras, from which we may deduce something about the climate and the conditions in the water in the past. The forces that have formed and moulded the African Great Lakes have been catastrophic in their violence and effects. They are not yet finished, but the present rate of change is, in human terms, too slow for direct observation of the ecological effects. The large man-made lakes are providing very good opportunities for studying the chemi cal and biological consequences of the initial filling but, once filled, they are artificially protected against major fluctuations.

Book excerpt: The production of ‘human waste’ – or more precisely, wasted lives, the ‘superfluous’ populations of migrants, refugees and other outcasts – is an inevitable outcome of modernization. It is an unavoidable side-effect of economic progress and the quest for order which is characteristic of modernity. As long as large parts of the world remained wholly or partly unaffected by modernization, they were treated by modernizing societies as lands that were able to absorb the excess of population in the ‘developed countries’. Global solutions were sought, and temporarily found, to locally produced overpopulation problems. But as modernization has reached the furthest lands of the planet, ‘redundant population’ is produced everywhere and all localities have to bear the consequences of modernity’s global triumph. They are now confronted with the need to seek – in vain, it seems – local solutions to globally produced problems. The global spread of the modernity has given rise to growing quantities of human beings who are deprived of adequate means of survival, but the planet is fast running out of places to put them. Hence the new anxieties about ‘immigrants’ and ‘asylum seekers’ and the growing role played by diffuse ‘security fears’ on the contemporary political agenda. With characteristic brilliance, this new book by Zygmunt Bauman unravels the impact of this transformation on our contemporary culture and politics and shows that the problem of coping with ‘human waste’ provides a key for understanding some otherwise baffling features of our shared life, from the strategies of global domination to the most intimate aspects of human relationships.

Book excerpt: Armed conflicts are a major cause of forced displacement, but people displaced by conflict are often not recognized as refugees under the 1951 Convention Relating to the Status of Refugees. They are frequently considered as having fled from generalized violence rather than from persecution. This book determines the international meaning of the refugee definition in Article 1A(2) of the Convention as regards refugee protection claims related to situations of armed conflict in the country of origin. Although the human rights based interpretation of the refugee definition is widely accepted, the interpretation and application of the Convention as regards claims to refugee status that relate to armed conflict is often marred with difficulties. Moreover, contexts of armed conflict pose the question of whether and to what extent the refugee definition should be interpreted in light of international humanitarian law. This book identifies the potential and limits of this interpretative approach. Starting from the history of international refugee law, the book situates the 1951 Convention within the international legal framework for the protection of the individual in armed conflict. It examines the refugee definition in light of human rights, international humanitarian law, and international criminal law, focusing on the elements of the refugee definition that most benefit from this interpretative approach: persecution and the requirement that the refugee claimant's predicament must be causally linked to the race, religion, nationality, and/or membership of a particular social group or political opinion.
