Book excerpt: Professor John Hills' report on fuel poverty (March 2012, DECC) found that the problem of fuel poverty was being measured in the wrong way. Proper measurement is integral in designing effective polices to counter fuel poverty. This consultation looks at changing the approach to measurement (currently based on whether a household would need to spend more than 10% of its income on energy to keep warm). Section 1 sets out the background to the Hills Review and summarises its main findings. Section 2 focuses on the proposal for a new definition (the Low Income High Costs indicator) and also covers the recommended changes to the methodology used to calculate the fuel poverty statistics. The proposed changes raises questions about how a new definition fits with t he current target, which is set out in the Warm Homes and Energy Conservation Act 2000. Section 3 of this paper considers whether the definition and target should be aligned and how to achieve that. Finally, section 4 considers next steps. The Government intends to publish a refreshed fuel poverty strategy early in 2013 incorporating the new definition.

Book excerpt: Going beyond race-blind approaches to spatial segregation in Europe, Racial Cities argues that race is the logic through which stigmatized and segregated "Gypsy urban areas" have emerged and persisted after World War II. Building on nearly a decade of ethnographic and historical research in Romania, Italy, France and the UK, Giovanni Picker casts a series of case studies into the historical framework of circulations and borrowings between colony and metropole since the late nineteenth century. By focusing on socio-economic transformations and social dynamics in contemporary Cluj-Napoca, Pescara, Montreuil, Florence and Salford, Picker detects four local segregating mechanisms, and comparatively investigates resemblances between each of them and segregation in French Rabat, Italian Addis Ababa, and British New Delhi. These multiple global associations across space and time serve as an empirical basis for establishing a solid bridge between race critical theories and urban studies. Racial Cities is the first comprehensive analysis of the segregation of Romani people in Europe, providing a fine-tuned and in-depth explanation of this phenomenon. While during the pre-industrial period migration had contributed to the economic and social reproduction of rural communities, it now challenged the continuity of the rural lifestyle. This book analyses the topic for the case of Spain, which in the twentieth century experienced one of the most intense processes of rural depopulation in modern Europe. The interaction between Spanish industrialisation and rural migration, the demographic implications of agrarian change, the obstacles to the development of rural non-farm activities, the rural problems of access to infrastructures and services, the role of public policy, and the consequences of depopulation for the rural community are the central elements of this study, which inserts the Spanish case within its European context. Distanced from both the anti-modern stance that idealises paradise lost and the Panglossian mood that welcomes anything that came with modernisation, the book explains how the adaptive strategies put into practice by rural populations led to a “peaceful surrender” of traditional rural society.
