Available in PDF, EPUB and Kindle. Book excerpt: Strategic mobility, moving men & equipment from U.S. bases to the areas where they are required, is a critical element in U.S. military strategy. The U.S. cannot maintain adequate forces abroad to satisfy its security needs; therefore, it must be prepared to meet military aggression through rapid movement of active & reserve units. A Congressionally mandated study done in 1981 determined that the U.S. lacks adequate means to rapidly move troops & equipment overseas. This study analyzes the Admin¿s. plan for meeting mobility needs & solving this important problem. The study, centered on C-17 aircraft, examines 3 alternative plans in depth as well, & provides an excellent view of the problems & dilemmas facing the DoD in this important area. Illus.

Book C 17 Cargo Aircraft Program

Download or read book C 17 Cargo Aircraft Program written by and published by . This book was released on 2000 with total page 15 pages. Available in PDF, EPUB and Kindle. Book excerpt: The C-17 Globemaster III is a long-range cargo/transport aircraft operated by the U.S. Air Force since 1993. Congress approved development of the aircraft in the late 1970s, when it was recognized that the Air Force did not have enough airlift capability. In 1981, the McDonnell Douglas C-17 emerged as winner of a competition with Boeing and Lockheed to develop a next-generation aircraft to replace C-130s and C-141s. Full-scale development of the C-17 got underway in 1986, but technical problems and funding shortfalls delayed the program, leading to slipped schedules and increased costs. Despite these difficulties, the C-17 has retained congressional support and enjoyed strong Air Force and Army backing. Defense officials view the C-17 as essential in the post-Cold War environment, because of its ability to use smaller bases in remote areas. The C-17 first flew in 1991, about a year later than originally scheduled. Deliveries began in 1993, and in January 1995 the Air Force declared the aircraft fully operational. By January 2000, the Air Force had taken delivery of 57 C-17s, some of which were used in Bosnia and later in Kosovo operations with notable success. Production problems in the late 1980s raised questions about the possibility of more cost-effective alternatives. In April 1990, Defense Secretary Cheney reduced the projected buy from 210 to 120 planes. In late 1993, DOD gave the contractor two years to solve production problems or face termination of the contract, with airlift shortfalls to be filled by modified commercial transport planes or existing military airlifters.

Download or read book Military Airlift written by Frank C. Conahan and published by . This book was released on 1994 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: Mounting cost, schedule, and performance problems continue to plague the C-17 aircraft program. Total C-17 program costs are soaring; the current $43 billion estimate for 120 aircraft now exceeds the last Pentagon estimate for 210 aircraft by $1.3 billion. Delivery schedules have again slipped and aircraft are being delivered with increasing amounts of unfinished work or known defects that must be fixed after government acceptance. Estimates of flight test completion appear to be optimistic. Also, C-17 reliability is significantly less than expected and the plane is having difficulty meeting current payload and range specifications. Although the contractor is fixing problems with the wings, flaps, and slats, other problems continue to surface, including immature mission computer software and inadequate built-in-test capability. In December 1993, the Pentagon announced that it would stop the C-17 program at 40 aircraft unless contractor management and productivity improved significantly. In January 1994, the Defense Department (DOD) and McDonnell Douglas agreed to a settlement designed to ensure a viable 120 aircraft program. DOD has not, however, established criteria against which to evaluate improvements in the contractor's performance, and the ultimate costs to the government arising from potential contractor claims are unclear under the settlement. In GAO's view, DOD should investigate alternative wide-body planes that can meet its airlift needs in the event the C-17 program is cancelled.

Available in PDF, EPUB and Kindle. Book excerpt: Pursuant to a legislative requirement, GAO provided information on the status of the development, production, and testing of the C-17 military transport aircraft. GAO found that: (1) costs incurred by the contractor for development have exceeded the contract ceiling of $6.6 billion; (2) in December 1991, the completion cost estimate increased to $7.4 billion; (3) the constractor reports spending $1 to accomplish $.69 of planned work; (4) in July 1991, the Air Force modified the development contract to adjust the aircraft delivery schedule because both delivery and test aircraft were experiencing problems; (5) C-17 flight testing is behind schedule due to fuel leaks that caused the loss of 50 days of flight testing; (6) contractor program data showed that production efficiency is improving with each successive aircraft, but the rate of improvement has not increased; (7) the contractor claimed that the level of quality on the C-17 program improved because the dollar value of rework and repair decreased on each successive aircraft; and (8) off-standard hours account for about 40 percent of the work hours spent on each of the first two aircraft and trends on subsequent aircraft showed that the percentage of off-standard hours is increasing.

Available in PDF, EPUB and Kindle. Book excerpt: GAO discussed the status of the Department of Defense's (DOD) C-17 program, focusing on: (1) C-17 cost, schedule, and performance issues; and (2) the proposed settlement agreement with the prime contractor. GAO noted that: (1) the C-17 program continues to experience cost, schedule, and performance problems; (2) the current estimate for the C-17 program now exceeds the $43 billion estimate; (3) delivery schedules have slipped but are improving; (4) the contractor has delivered aircraft with known deficiencies; (5) C-17 aircraft cannot meet current payload or range specifications; (6) although the contractor is resolving some technical problems, other problems continue including immature mission computer software and inadequate built-in capability; (7) poor contractor performance, overly ambitious cost and schedule goals, too much concurrency, and poor Air Force management have affected the C-17 program; (8) DOD needs to determine the minimum number of C-17 aircraft needed for specialized military airlift operations and to pursue a strategy to acquire nondevelopmental aircraft for additional airlift requirements; and (9) Congress should not endorse the proposed settlement until C-17 performance issues are resolved.
