Almost half of the population of the African continent is thought to lack a legal identity, and many states see biometric technology as a reliable and efficient solution to the problem. However, this book shows that biometrics, far from securing identities and avoiding fraud or political distrust, can even participate in reinforcing exclusion and polarizing debates on citizenship and national belonging. It highlights the social and political embedding of legal identities and the resilience of the documentary state. Drawing on empirical research conducted across 14 countries, the book documents the processes, practices, and meanings of legal identification in Africa from the 1950s right up to the biometric boom. Beyond the classic opposition between surveillance and recognition, it demonstrates how analysing the social uses of IDs and tools of identification can give a fresh account of the state at work, the practices of citizenship, and the role of bureaucracy in the writing of the self in African societies. Book excerpt: This book, Abu Mayanja MP: The intellectual star of Uganda's "Struggle" for independence and the search for a liberal democratic state, 1929-2005, is a biography of a brilliant African politician, a history of a country and a continent told through the lens and activities of an individual politician. The book breaks new ground in how Uganda and Africa have been viewed by academic and popular opinion. Mayanja's life sheds light on the last days of colonialism and the early postcolonial history of Uganda and other African countries. First, although Africa, particularly Uganda, is viewed by popular imagination through the images of dictatorial and corrupt African leaders like Amin, Obote, Mubotu, Bokassa, Bongo and others, there were, and still are, voices of reason who advocated for the advantages of good governance. Secondly, it shows that it is not only heads of states who influenced the political direction of postcolonial states in the period just before and after independence. Other actors shaped the opinions of the masses and influenced how laws were formed and implemented. Thirdly, Mayanja is one of those public intellectuals who stood up to autocracy and what he thought should be done through words and actions. He analysed political and social issues at a higher conceptual level than almost all his contemporaries He was indeed the "intellectual star" of Uganda's "struggle" for self-rule and the nine years that followed independence. His ridiculing of those in power for their failure to know or understand governance issues landed him in prison and denied him full participation in governing the Uganda postcolonial state. But he left deep footprints on Uganda's and East African political thought. Had his suggestions for managing postcolonial Uganda been followed, the country would not have suffered as severely as it has since 1966.

They represent almost 40% of all primary school-aged children. This situation has come to be called the "global learning crisis" and it is one of the most critical challenges facing the world today. Work to address this situation depends on how it is understood. Typically, the global learning crisis and efforts to improve primary education are defined in relation to two terms: access and quality. This book is focused on the connection between them. Through a mixed-methods case study, it provides detailed, contextualized analysis of Ugandan primary education. As one of the first countries in Sub-Saharan Africa to enact dramatic and far-reaching primary education policy, Uganda serves as a compelling case study. With both quantitative and qualitative data from over 400 Ugandan schools and communities, the book analyzes grade repetition, private primary schools, and school fees, viewing each issue as an illustration of the connection between access to education and education quality. This analysis finds evidence of a positive association, challenging a key assumption that there is a trade-off or disconnect between efforts to improve access to education and efforts to improve education quality. Embracing the complexity of education systems, and focusing on dynamics where improvements in access and quality can be mutually reinforcing, can be a new approach for improving basic education in different contexts around the world.
