Book Atlas of Challenges and Opportunities in European Neighbourhoods

Download or read book Atlas of Challenges and Opportunities in European Neighbourhoods written by Pierre BECKOUCHE and published by Springer. This book was released on 2016-04-26 with total page 198 pages. Available in PDF, EPUB and Kindle. Book excerpt: This atlas provides a macro-regional overview of the areas that surround the European Union, from the Sahara to the Middle East, Western Balkans to European Russia, Turkey to the Arctic. Detailing key socio-economic data as well as developmental trends, the maps provide a comprehensive territorial analysis at a local scale and explore the potential for regional integration and cooperation. These pioneering maps examine challenges that threaten this wide, yet inter-connected, region, including environmental concerns in the North, political unrest in the East, social factors in the Western Balkans, and the upheaval in the Mediterranean since the Arab spring. Coverage investigates such key countries and areas as Libya, Israel, Palestine, Syria, and the Ukraine as well as explores such essential issues as Europe’s energy procurement. In addition, it also presents a comparison with other world regions such as East Asia and North America. In the end, readers discover that territorial integration faces many shortcomings, but that deep regional cooperation would be a key driver for the EU’s sustainable future. This atlas features the main results of the “Integrated Territorial Analysis of the Neighbourhoods” research project undertaken by ESPON (The European Observation Network for Territorial Development and Cohesion). It provides scholars; local authorities and NGOs involved in cross-border cooperation; companies interested in energy, agriculture, water, transportation and communication; and interested readers with key insights into this important region.

Book Public Policy Making in the Western Balkans

Download or read book Public Policy Making in the Western Balkans written by Margo Thomas and published by Springer. This book was released on 2014-10-28 with total page 249 pages. Available in PDF, EPUB and Kindle. Book excerpt: Developing and ‘transition’ economies face myriad challenges in their attempts to achieve and maintain political stability and foster the economic growth essential for national security, the social well-being of current citizens and sustainable environments for future generations. Governments in the Western Balkans have striven to achieve all of the above, and this volume assesses the nature of their experiences as well as the level of their success in doing so. Featuring detailed case studies of public policy reforms in the region as well as comparative analysis on a range of indicators, the book analyzes the role of key players in setting the political agenda as well as implementing policy reforms. It also distils the lessons that can be learned from the Western Balkan experience, recommending strategies for enhancing the policy making process. In addition, it examines the developmental role played by the full spectrum of policy actors, including the private sector, NGOs, special interest groupings, international financial institutions, donor nations and the EU. Each case study has been prepared by academics with deep knowledge and experience of the western Balkans and addresses a core set of questions: identifying the policy issue and its broader context, defining the roles of specific individuals in formulating policy and reform and assessing the influence of networks and coalitions in the policy making process. With so little detailed literature on public policy making in a group of nations strategically positioned between Europe, Russia and the near East, the detailed insights provided by this volume will be widely welcomed. Our book provides case studies of specific public policy reform episodes in selected Western Balkan post-conflict and transition countries. The focus of these case studies extends beyond the technical aspects and entails substantive examination of the policy actors, constituencies and politics that ultimately shape the policy that emerges from the policy making process. This analysis draws lessons for strengthening the quality of policies, the transparency, consistency, and governance of the policy making process and ultimately for contributing to economic and social development of the region.

Book The Western Balkans in the World

Download or read book The Western Balkans in the World written by Florian Bieber and published by Routledge. This book was released on 2019-06-26 with total page 265 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides a detailed understanding of how different types of engagements impact upon the reform and EU integration of the Western Balkan region. It examines the influence of Russia, China, Turkey and the UAE in the region and analyses the range of existing links. Contributors offer an academic and multifaceted perspective of the role of external and non-Western actors in the region that goes beyond, on the one hand, the tendency of some Western decision makers to perceive all engagement by third powers as a sinister threat and, on the other, the view of regional governments of all external involvement as a boon coming at a time of Western neglect and reduced foreign investments. By looking at the importance of Russia, Turkey, China and the UAE in the Western Balkans, the book sheds light on one key arena of global competition, offers new insights on the strengths and weaknesses of Euro–Atlantic integration and advances our knowledge of foreign policy and its economic, social and security dimensions for small and medium-sized countries. It will be of interest to academics, postgraduate and research students, and think-tankers with research interest in IR and Southeast European Studies. European decision makers will also gain an insight into the extent of non-Western influence in the region.

Book Lifting Growth in the Western Balkans

Download or read book Lifting Growth in the Western Balkans written by Mr.Nadeem Ilahi and published by International Monetary Fund. This book was released on 2019-11-12 with total page 75 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the past 25 years, exports have contributed strongly to growth and economic convergence in many small open economies. However, the Western Balkan (WB) region, consisting of small emerging market economies, has not fully availed itself of this driver of growth and convergence. A lack of openness, reliance on low value products, and weak competitiveness largely explain the insignificant role of trade and exports in the region’s economic performance. This paper focuses on how the countries in the WB could lift exports through stronger integration with global value chains (GVCs) and broadening of services exports. The experience of countries that joined the European Union in or after 2004 shows that participation in GVCs can help small economies accelerate export and income growth. WB countries are not well integrated into Europe’s vibrant GVCs. Trade within the region is also limited—it tends to be bilateral and not cluster-like. Our analysis shows that by improving infrastructure and labor skills and adopting trade policies that ensure investor protection and harmonize regulations and legal provisions, the region can greatly enhance its engagement with GVCs. Services exports are an increasingly important part of global trade, and they offer an untapped source of growth. The magnitude of services exports from the WB region compares favorably with that of peers in Europe, particularly in travel services where several of these countries have a revealed comparative advantage. But there is significant room for growth in tourism exports and an untapped potential in business and information technology services exports that these countries can materialize through policy efforts that increase openness and enhance connectivity and labor skills. Serbia offers a good example of how decisive efforts, including education policies to ensure a sustained supply of skilled labor, can help information technology services exports to take off.

Book Hope and strength in the Western Balkans

Download or read book Hope and strength in the Western Balkans written by Matteo Rivellini and published by European Investment Bank. This book was released on 2020-08-06 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Western Balkans have been a crossing point between Central Europe and the East for centuries. Devastated by tragic conflicts, nationalism and neglected investments, the Western Balkan countries are striving to find a new equilibrium. Citizens and institutions in the Balkans have repeatedly affirmed their ambition to become part of the European Union and have made significant efforts to turn this dream into reality. The European Investment Bank (EIB) has done a lot in this region over the past 20years. It has helped build pan-European transport corridors, supported direct foreign investment, helped redevelop urban areas, provided technical assistance and additional finance to enhance and develop social and economic infrastructure, and stimulated private sector growth to create jobs. Looking ahead, there is hope for a brighter and greener future for the Western Balkans. Matteo Rivellini is the Head of Division in charge of lending operations in Slovenia, Croatia and the Western Balkans at the EIB. This is the thirteenth essay in the Big Ideas series created by the European Investment Bank. The EIB has invited international thought leaders and experts to write about the most important issues of the day. These essays are a reminder that we need new thinking to protect the environment, promote equality and improve people's lives around the globe.

Book SME Policy Index for the Western Balkans and Turkey 2016

Download or read book SME Policy Index for the Western Balkans and Turkey 2016 written by and published by . This book was released on 2016 with total page 361 pages. Available in PDF, EPUB and Kindle. Book excerpt: The development of a dynamic and vibrant SME sector is of paramount importance for the seven EU pre-accession economies: Albania, Bosnia and Herzegovina, Kosovo, the Former Yugoslav Republic of Macedonia, Montenegro, Serbia, and Turkey. The region's productive structure is predominately composed of small and medium-sized enterprises (SMEs), which on average contribute to 75% of total employment and over 60% of total private-sector value added. Nevertheless, important challenges remain to transform the SME sector into a driver of economic growth and employment and to address persistent structural challenges such as high unemployment rates and the per capita income gap. However some of the conditions to leverage growth are already in place. First, the economies of the Western Balkans and Turkey (WBT) are covered by the current EU enlargement agenda. The EU's enlargement policy deals with the countries currently aspiring to become members of the European Union.^The EU's enlargement policy is an investment in peace, security and stability in Europe. It provides increased economic and trade opportunities to the mutual benefit of the EU and the aspiring member states. Second, SMEs in the Western Balkans and Turkey face a unique set of opportunities for business expansion. The region has made considerable progress on economic integration with the European Union, whose single market is the largest in the world, serving 500 million citizens and generating 23% of world GDP. The implementation of the Central European Free- Trade Area (CEFTA), a regional free-trade agreement comprising all the Western Balkan economies and the Republic of Moldova, and a network of free trade agreements between Turkey and the Western Balkans, have further expanded market access.^Third, the Western Balkans are advancing their transition to a market-based economic system, in particular with regard to liberalising and opening up their economies, while Turkey's economic reforms have contributed to deregulating and expanding its internal market. SME policy simultaneously targets changes in the economic structure and improvements in the business climate in general and enterprise growth potential in particular. The SME Policy Index assesses progress in implementing the ten principles of the Small Business Act for Europe (SBA) and compares the evolution in policy and remaining challenges across the region while providing guidelines for reform for each economy. This SME Policy Index, the fourth since 2007, sheds light on SME policy development over the past decade.
