This book was released on 2010-10 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: Broad discretion is granted at all levels throughout federal land management agencies regarding compliance with the National Environ. Policy Act (NEPA). The authors explored the diversity of procedures employed in NEPA processes across four agencies, the Forest Service, the Nat. Park Service, the Bureau of Land Management, and the U.S. Army Corps of Eng. There is a lack of consistency not only between, but also within, agencies with regard to how NEPA is implemented. Also identifies unresolved questions about NEPA processes and presents a research strategy for addressing them.

Book Public Participation in Environmental Assessment and Decision Making

Download or read book Public Participation in Environmental Assessment and Decision Making written by National Research Council and published by National Academies Press. This book was released on 2008-11-07 with total page 322 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federal agencies have taken steps to include the public in a wide range of environmental decisions. Although some form of public participation is often required by law, agencies usually have broad discretion about the extent of that involvement. Approaches vary widely, from holding public information-gathering meetings to forming advisory groups to actively including citizens in making and implementing decisions. Proponents of public participation argue that those who must live with the outcome of an environmental decision should have some influence on it. Critics maintain that public participation slows decision making and can lower its quality by including people unfamiliar with the science involved. This book concludes that, when done correctly, public participation improves the quality of federal agencies' decisions about the environment. Well-managed public involvement also increases the legitimacy of decisions in the eyes of those affected by them, which makes it more likely that the decisions will be implemented effectively. This book recommends that agencies recognize public participation as valuable to their objectives, not just as a formality required by the law. It details principles and approaches agencies can use to successfully involve the public.

Book Accelerating Transportation Project and Program Delivery

Download or read book Accelerating Transportation Project and Program Delivery written by Dennis Keck and published by Transportation Research Board. This book was released on 2010 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: NCHRP Report 662 describes how selected transportation agencies have reduced the time required to complete the project delivery process. This process takes new or renewed transportation facilities and services from conception to completion, ready for users. Project delivery is a primary indicator of an agency's effectiveness. Individual highway and other transportation projects are developed under programs intended to implement agency and legislative initiatives and other public policy. The way programs are organized and managed can determine the speed and efficiency of project development. Accelerating program functions can speed up project delivery. This report describes the experiences of eight state departments of transportation (DOTs) that made improvements in their project delivery and the lessons to be learned from their experiences. The information will be useful to DOT managers seeking to ensure that their agencies' organization, policies, and program operations facilitate project delivery.

This is most often called theNEPA process. The need for this book arises because, although the awareness for faithful implementation of NEPA has now matured, the method of NEPA implementation is not always known, and hence, needs to be clearly laid out for the benefit of project engineers and the decision makers in government and industry. This book aims to do that.
