Book excerpt: The Business Incentive Policy, an economic policy of the Northwest Territories government, requires procurement authorities to make purchases below a certain threshold only from approved northern businesses. For procurement over these thresholds, the Policy requires the authority to make preferential adjustments to bids of approved northern & local businesses during the bid evaluation process. In light of new policy directions, economic changes, and long standing issues regarding the adequacy of the Policy, a review of the Policy is needed. This paper identifies the Territories' current economic vision, priorities, goals, & strategies that form the direction against which the Policy will be reviewed; poses the questions that the review will try to answer and addresses them in an analytical framework; identifies key issues & principles that should guide any changes to the Policy; examines the current Policy and potential changes; and presents conclusions for discussion & public input. Appendices include a copy of the Policy and a report on a co-ordinated & integrated approach to economic development in the Territories.
