Book excerpt: This book discusses the political and economic history of the port of Bushehr, which by the end of the eighteenth century had become the gateway to southern Persia (Iran). It offers a detailed analysis of Bushehr's demography, industry, health care, education, and standard of living; as well as its trade, and how politics impacted its well-being. Throughout this period Bushehr had to ward off the growing competition from other Persian Gulf ports such as Bandar Abbas. It did so successfully, enjoying growing trade and wealth, despite internal and external political problems. Because of its important commercial position Bushehr was also twice attacked and occupied by the British (1856, 1915-18). What brought the port city down finally, however, was not the British attacks and occupations, nor the occupation and looting of the city by Tangestani tribesmen (purported protectors of the constitution) in 1909; it was the expansion of the ports, roads, and railroads of the oil-rich province of Khuzestan. This caused economic decline for Bushehr, which resulted in a loss of trade and much of its population between 1920 and 1940. The World War II years did not bring much improvement to its situation either. The economic malaise contributed to a tribal uprising in Fars in 1946, in which Bushehr played an important role. However, the uprising failed, and as such was but a last spasm of a bygone era.

It absolutely manifests the core concepts of traditional security which is akin to military, war, or what we should say high politics of hard power prior to the Cold War period. However, my conception of the above statement is merely a Western thought, though majority in the academia that specializes in international security accept that premise. One would ask if we can actually securitize a security issue. The answer is definitely no, because in the first place, it has been securitized and an extraordinary response was made to normalize the matter. The nuclear energy issue of Iran is a different case because it was foreseen as an unprecedented security matter by Israel and the United States in which Iran hasn't developed a culpable force of nuclear enrichment particularly uranium that would be used for military defence or political weapons as how the West reiterated this contention. The thin difference in securitizing Iran's nuclear energy ambition is looking at a causational link that made Iran decided to produce its own nuclear energy enrichment, which scholars have been debating on the intent and purpose of Iran. ...]

Book excerpt: This book provides the most comprehensive overview to date of the Persian Gulf at a time of major political change, when the successive arrivals of the European "trading empires" had just begun. The study emphasises the role of the local elites and how they manipulated and used the European administrative structures for their own gain. The book also delves into various aspects of the governance of ports. Based on a wide variety of sources, including unpublished information from Dutch and Portuguese archives, it makes clear that the Persian Gulf and the Gulf of Oman were an integrated part of the Indian Ocean network of trade, culture, migration, and politics. Despite that interconnectedness there were significant differences between the various competing Persian Gulf ports. These differences (as well as the similarities) in the political economy of each of the five major ports of the period (Hormuz, Bandar Abbas, Masqat, Bandar-e Kong, and Basra) are highlighted. The patterns of local administration and the morphology of each port, as well as what they meant for the development and nature of trade, are discussed in detail. And the controlling influence of the hinterland beyond each of the ports is stressed, while many prevailing, and wrong, notions about the role and importance of Europeans, trade, and what drove political developments in the Persian Gulf are corrected.

Russia made major arms agreements with Iran under Yeltsin, selling Tehran jet planes, tanks, and submarines, and also began building a nuclear reactor for Iran at Bushehr. The two countries also cooperated on regional issues such as Tajikistan and Afghanistan, and Yeltsin valued the low Iranian profile during the first Chechen war (1994-96). Putin strengthened the relationship further, beginning his rule by abrogating the Gore-Chenonymdin agreement under which Russia was to cease selling arms to Iran by 2000. While Putin and Iran were to have some problems over Chechnya and the optimal exit route for Caspian Sea oil and natural gas, these were overcome in 2005 when Iran emerged -- despite its clandestine nuclear program -- as Putin's most important ally in the Middle East, as Russia sought to reemerge as a major power there. Moscow increasingly became Iran's protector against the sanctions that first the United States and then the European Union sought to impose because of Iran's violation of international agreements. Putin's policy on Iran, however, contained some serious risks for Moscow, including a sharply deteriorating relationship with the United States and the possibility that newly-elected Iranian President Mahmud Ahmadinezhad, an Islamic fundamentalist, might one day challenge Russia over its policy in Chechnya.

Book excerpt: Links with the Hinterland focuses on two related themes: the importance of what goes on in a port city's hinterland, and, the importance of a safe and secure road that connects a port city to its markets. What happened in the port of Bushehr was influenced by events in nearby towns such as Borazjan and Kazerun, and far off provinces such as Khuzestan, as well as by the actions of local chiefs controlling the land adjacent to the trade route. The histories of Borazjan and Kazerun show the importance of the behavior of local chiefs and of migrating tribes in keeping the caravan route secure or not. A breakdown of the port city's authority over its hinterland, in particular the trade route, impacted on its well-being both financially and politically. Likewise, the history of the Banu Ka`b in Khuzestan shows how the takeover of tribal leadership by a more commercially oriented lineage led to the rise of a rival port to Bushehr that ultimately would oust it from its leading position. The description of the commercial route between Bandar Abbas and Isfahan, during the Safavid period, highlights the importance of road infrastructure in linking a seaport with the markets in its hinterland. The ports in the Persian Gulf were but caravan termini. The ports themselves did not constitute a major market for imports; the real market for these goods was in the interior of Iran and, therefore, the road linking the port and its markets was a lifeline for both. This study makes clear that what happened along that road, connecting the terminus and the market, determined to a great extent how much volume was shipped and at what cost. Finally, Links with the Hinterland also demonstrates how the attacks on mainly British-owned goods on the Bandar Abbas-Isfahan road bestowed a hue of nationalist resistance to the robber chiefs during the First World War.

As requested, this report examines (1) the purpose and effectiveness of IAEA's technical cooperation program, (2) the cost of U.S. participation in IAEA'5 technical cooperation program, and (3) whether the United States ensures that the activities of IAEA's technical cooperation program do not conflict with U.S. nuclear nonproliferation and safety goals.
