Book excerpt: Considering the latest Iranian nuclear developments, one might question whether a study now on how best to restrain Tehran is simply one that's come too late. To be sure, estimates vary as to when Iran could build its first bomb. Some believe Tehran could do it before the end of 2005; others think Iran would only be able to do so by the end of the decade. In either case, though, the die seems cast: If Iran wants, it has all that it needs eventually to build a bomb on its own. Certainly, trying to deny Iran further nuclear technology in the hopes that this will prevent it from getting nuclear weapons is no longer a credible strategy. The questions this edited volume addresses are whether or not any strategy can prevent Iran from going nuclear, what the proper goals of such a strategy might be (deterring use, keeping Tehran from deploying weapons, getting it to dismantle its nuclear program, etc.), and what other nonproliferation goals ought to be attempted (including trying to dissuade other nations from following Iran's example). The answers this volume offers are: 1) in the long-run Iran will gain little from going nuclear, and 2) much can be gained by enforcing the nonproliferation rules Iran agreed to and spelling out the costs to Iran of its continuing acquisition of nuclear weapons- related capabilities.

Book excerpt: The bad relationship between the United States and Iran began in 1979 when radical students stormed the United States Embassy in Tehran and took hostages. The hostage standoff lasted 444 days; and surely, the crisis helped President Carter lose his reelection bid. In President George W. Bush's 2002 State of the Union address, he named Iran as one of the nations in the "axis of evil." In December 2002, Russia agreed to assist Iran with nuclear power. The resulting Bushehr Nuclear Power Facility is an enormous cause for U.S. concern. Iran is a signatory to the Nuclear Non-Proliferation Treaty (NNPT), and it adamantly insists the nuclear program is merely for power generation. The United States fervently opposes the Bushehr venture due to the possibility of nuclear weapons production. These facts and many more provide a history of distrust and poor relations between the two countries. This study will examine strategies the U.S. could use regarding the growing threat Iran's nuclear program poses. The study will draw conclusions as to which strategy might be effective when dealing with Iran.

Iranian President Mahmoud Ahmadinejad has repeatedly said that Iran's nuclear activities are for peaceful purposes and that, as a sovereign country, Iran has the right to pursue nuclear energy. President Ahmadinejad stated Iran would not stop its nuclear program despite the threat of increasing isolation and international sanctions. Iran has been given numerous opportunities and deadlines to prove to the international community that its nuclear production actions are legitimate according to international laws, treaties, and the International Atomic Energy Agency (IAEA). Yet, Iran has barred all inspection efforts by the IAEA. This defiance of international norms in connection with the possible acquisition of nuclear weapons represents a threat to the interests of the United States and its allies and friends in the region. Many have offered numerous ways to rectify this problem, including regime change through supporting Iranian opposition groups and conducting limited air strikes on Iran's nuclear production facilities. However, there is no guarantee that these actions will bring about the immediate and long-standing result that is required. Perhaps the wisest thing for strategists and planners to do before embarking upon any course of action towards Iran is to analyze Iran's complex political system to understand the functionality of the government's policy decision-making process. This may help them identify better ways of influencing the Iranian regime to change its policy toward nuclear activities and to abide by United Nations Security Resolutions. However, the challenge to understand the Iranian government's decision-making process is formidable and will demand that policy makers move beyond strategic ethnocentrism.
