Book excerpt: This professional report examines the degree to which the perception of safety shapes travel behavior in Austin, Texas, using Huston Tillotson University (HT) students as our case study. Focus groups are used to explore and identify what elements of the public transit experience are considered safe and unsafe. The report explores what "frightens" HT participants away from using the bus. A quantitative study is then used to measure environmental variables and their relation to bus stops and perceptions of safety. Austin crime data are used to locate bus stop crimes and develop a real context for bus riders' perceptions of crime. After describing the conditions of bus stops based on physical, environmental, and criminal attributes, the study develops scenarios based on safety characteristics for the study areas. This report closes by summarizing the empirical findings and gives design and policy recommendations for transportation planners, agencies, and policy makers.

If individuals feel unsafe in public transportation or on the way to it, they may avoid certain routes or particular times of the day. Namely, they have relatively less access to non-public forms of transportation and are, therefore, especially reliant on public transport. This issue is important not only because it affects people’s safety but also because it influences the long-term sustainability of a city. His findings indicate that neighborhoods with concentrated bus stop locations suffered higher crime while controlling for relevant social disorganization variables. Crime surrounding or linked to bus stop locations not only affects use of public transportation but also patronage of businesses surrounding the bus stops. Kooi poses questions challenging the notion of responsibility for spaces surrounding bus stop locations and criticizes the lack of planning for placement of bus stops in relation to spatial crime impact. He offers solutions for addressing these issues.

Book excerpt: Using the frameworks of routine activity, crime pattern and rational choice theories, Yu investigates the relationship between bus stops, businesses, and five offense types (robbery, aggravated assault, motor vehicle theft, theft from motor vehicle, and burglary) in Newark, New Jersey. Several data analysis methods were used to examine the impact of bus stops and businesses on crime. Overall, both bus stops and commercial establishments were associated with increased crime. Among business types, the category of food store was always related to increased crime across offense types and regression methods.
