Book excerpt: On 29 April, a group of Hutu fighters crossed into Burundi from neighboring Tanzania, attacking Tutsis in the southern towns of Rumonge and Nyanza-Lac. At the same time, a smaller group of Hutus attempted to seize a military garrison located on the outskirts of Bujumbura, Burundi's capital. Amid this ethnically charged environment, Burundi's Tutsi-dominated government responded not only with a counteroffensive against the attackers, but also launched a violent campaign of reprisals against Burund's Hutu majority population. Though the genocidal nature of the reprisals had become apparent to the U.S. Embassy as early as 26 May, the U.S. State Department maintained the position that both U.S. interests and leverage in Burundi were minimal. However, in 1972, the U.S. bought upwards of eighty percent of Burundi's coffee crop. This presented the U.S. with a unique form of economic leverage. The U.S. decided to respond with humanitarian relief, but attempted to avoid appearing pro-Hutu in an effort to ward off charges of U.S. imperialism. Behind the scenes, the State Department sought to engage the Organization of African Unity and United Nations in order to pressure the Burundi government to stop the killings. During the fall of 1972, Nixon surprisingly took interest in what had happened in Burundi and began expressing his displeasure with State's "weak" response. He demanded the U.S. minimize relations with Burundi and planned to condemn the Burundi "genocide" in an upcoming vote in the World Bank. Despite Nixon's demands for stronger action on Burundi, no discussion of a "coffee option" ever crossed Nixon's desk.

The ensuing repression by government forces took the lives of many Hutus, often with no due process. Many years later, Novat has written his memoirs of growing up in a seemingly idyllic environment of mountainous Burundi. He provides observations of seeds of division, planted many years ago, germinating and growing into genocidal strife. He also shares testimonies from survivors, and he highlights those who sheltered the innocents in those dangerous times. He recounts a painful history, so that it can be known and hopefully not be repeated, and with the sincere hope that knowledge will lead to a reconciled society. The author was born and grew up in Burundi, East Africa. He currently resides in the United States of America.

Why has Africa been the subject of so many accusations related to genocide? Indeed, the number of such allegations related to Africa has increased dramatically over the past 15 years. Popular racist mythology might suggest that Africans belong to "tribes" that are inherently antagonistic towards each other and therefore engage in "tribal warfare" which cannot be rationally explained. This concept is wrong, as Timothy J. Stapleton explains in A History of Genocide in Africa: the many conflicts that have plagued post-colonial Africa have had very logical explanations, and very few of these instances of African warring can be said to have resulted in genocide. Authored by an expert historian of Africa, this book examines the history of six African countries—Namibia, Rwanda, Burundi, Democratic Republic of Congo, Sudan, and Nigeria—in which the language of genocide has been mobilized to describe episodes of tragic mass violence. It seeks to place genocide within the context of African history, acknowledging the few instances where the international legal term genocide has been applied appropriately to episodes of mass violence in African history and identifying the many other cases where it has not and instead the term has been used in a cynical manipulation to gain some political advantage.
