Book excerpt: On 1 February 2021, under the command of General Min Aung Hlaing, Myanmar’s military initiated a coup, apparently drawing to a close Myanmar’s ten-year experiment with democratic rule. State Counsellor Aung San Suu Kyi and President Win Myint were arrested along with other elected officials. Mass protests against the coup ensued, led by Gen Z youths who shaped a values-based democratic revolutionary movement that in character is anti-military regime, anti-China influence, anti-authoritarian, anti-racist, and anti-sexist. Women and minorities have been at the forefront, organizing protests, shaping campaigns, and engaging sectors of society that in the past had been relegated to the periphery of national politics. The protests were broadcast to local and international audiences through social media. Simultaneously, a civil disobedience movement (CDM) arose in the shape of a massive strike mostly led by civil servants. CDM is non-violent and acephalous, a broad “society against the state” movement too large and diffuse for the military to target and dismantle. Semi-autonomous administrative zones in the name of Pa-a-pha or civil administrative organizations emerged out of spontaneously organized neighbourhood watches at the ward and village levels, effectively forming a parallel governance system to the military state. Anti-coup protests moved decisively away from calls for the release of Aung San Suu Kyi and other elected political leaders, or for a return to democracy under the 2008 constitution. Instead, it evolved towards greater inclusivity of all Myanmar peoples in pursuit of a more robust federal democracy. A group of fifteen elected parliamentarians, representing the ideals of Gen Z youths, formed a shadow government called the Committee Representing the Pyidaungsu Hluttaw (CRPH) on 5 February 2021. On 1 March the CRPH declared the military governing body, the State Administrative Council (SAC), a “terrorist group”, and on 31 March, it declared the military’s 2008 constitution abolished. Gen Z’s protests have accomplished what has been elusive to prior generations of anti-regime movements and uprisings. They have severed the Bamar Buddhist nationalist narrative that has gripped state society relations and the military’s ideological control over the political landscape, substituting for it an inclusive democratic ideology.

Book excerpt: This book analyzes Myanmar’s contemporary political history, arguing that Myanmar’s so-called "democratization" has always been a calculated regime transition, planned by the military, with every intention that the military to remain the key permanent political actor in Myanmar’s political regime. Using the period since Myanmar’s regime change in 2011 as an extended case study, this book offers an original theory of regime transition. The author argues that Myanmar’s ongoing regime transition has not diverged from its authoritarian military roots and explains how the military has long planned its voluntary partial withdrawal from direct politics. Therefore, Myanmar’s "disciplined democracy" contains features of democratic politics, but at its core remains authoritarian. Providing an original contribution to the theoretical literature on regime change by developing a theory of trial and error regime transition, the book engages with and challenges the popular democratization theory by arguing that this theory does not sufficiently explain hybrid regimes or authoritarian durability. Additionally, the book adds to an alternative understanding of how the regime transition was initiated by examining the historical evolution of Myanmar’s post-colonial regime and offers a fresh perspective on contemporary political developments in Myanmar. An important contribution to the study of authoritarian durability and the dynamics of regime change in Southeast Asia, this book will be of interest to academic researchers of comparative politics, international relations, and Southeast Asian studies.

Modern Buddhist Conjunctures in Myanmar examines those moments in the modern history of this Southeast Asian country when religion, culture, and politics converge to chart new directions. Arguing against Max Weber’s characterization of Buddhism as other-worldly and divorced from politics, this study shows that Buddhist practice necessitates public validation within an economy of merit in which moral action earns future rewards. The intervention of colonial modernity in traditional Burmese Buddhist worldviews has created conjunctures at which public concerns critical to the nation’s future are reinterpreted in light of a Buddhist paradigm of power. Author Juliane Schober begins by focusing on the public role of Buddhist practice and the ways in which precolonial Buddhist hegemonies were negotiated. Her discussion then traces the emergence of modern Buddhist communities through the colonial experience: the disruption of traditional paradigms of hegemony and governance, the introduction of new and secular venues to power, modern concerns like nationalism, education, the public place of religion, the power of the state, and Buddhist resistance to the center. The continuing discourse and cultural negotiation of these themes draw Buddhist communities into political arenas, either to legitimate political power or to resist it on moral grounds. The book concludes with an examination of the way in which Buddhist resistance in 2007, known in the West as the Saffron Revolution, was subjugated by military secularism and the transnational pressures of a global economy. Book excerpt: For decades, the outside world mostly knew Myanmar as the site of a valiant human rights struggle against an oppressive military regime, predominantly through the figure of Nobel Peace Prize winner Aung San Suu Kyi. And yet, a closer look at Burmese grassroots sentiments reveals a significant schism between elite human rights cosmopolitans and subaltern Burmese subjects maneuvering under brutal and negligent governance. While elites have endorsed human rights logics, subalterns are ambivalent, often going so far as to refuse rights themselves, seeing in them no more than empty promises. Such alternative perspectives became apparent during Burma's much-lauded decade-long "transition" from military rule that began in 2011, a period of massive change that saw an explosion of political and social activism. How then do people conduct politics when they lack the legally and symbolically stabilizing force of "rights" to guarantee their incursions against injustice? In this book, Elliott Prasse-Freeman documents grassroots political activists who advocate for workers and peasants across Burma, covering not only the so-called "democratic transition" from 2011-2021, but also the February 2021 military coup that ended that experiment and the ongoing mass uprising against it. Taking the reader from protest camps, to flop houses, to prisons, and presenting practices as varied as courtroom immolation, occult cursing ceremonies, and land reoccupations, Rights Refused shows how Burmese subaltern politics compel us to reconsider how rights frameworks operate everywhere.
