Book Over the Horizon Proliferation Threats

Download or read book Over the Horizon Proliferation Threats written by James J. Wirtz and published by Stanford University Press. This book was released on 2012-04-25 with total page 329 pages. Available in PDF, EPUB and Kindle. Book excerpt: In every decade of the nuclear era, one or two states have developed nuclear weapons despite the international community's opposition to proliferation. In the coming years, the breakdown of security arrangements, especially in the Middle East and Northeast Asia, could drive additional countries to seek their own nuclear, biological, or chemical (NBC) weapons and missiles. This likely would produce greater instability, more insecure states, and further proliferation. Are there steps concerned countries can take to anticipate, prevent, or dissuade the next generation of proliferators? Are there countries that might reassess their decision to forgo a nuclear arsenal? This volume brings together top international security experts to examine the issues affecting a dozen or so countries' nuclear weapons policies over the next decade. In Part I, National Decisions in Perspective, the work describes the domestic political consideration and international pressures that shape national nuclear policies of several key states. In Part II, Fostering Nonproliferation, the contributors discuss the factors that shape the future motivations and capabilities of various states to acquire nuclear weapons, and assess what the world community can do to counter this process. The future utility of bilateral and multilateral security assurances, treaty-based nonproliferation regimes, and other policy instruments are covered thoroughly.

Book Burma and Weapons of Mass Destruction

Download or read book Burma and Weapons of Mass Destruction written by Andrew Selth and published by . This book was released on 2011 with total page 29 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since 2000, there has been a flood of blogs, news media reports and academic articles on the reported ambition of Burma's military government to acquire weapons of mass destruction (WMD). Its relationship with North Korea has also been subject to intense scrutiny. Some bold claims have been made regarding Burma's current and expected capabilities, as regards both nuclear weapons and ballistic missiles. Yet, few observers have gone past the basic issues of acquisition and detection, to ask two critical questions, the answers to which - while necessarily speculative - would help illuminate this debate and allow for more nuanced analyses. These questions are: why might Burma's government wish to possess nuclear weapons and ballistic missiles? And, in the event that Burma was successful in producing either, how could it actually use them? A third question that has escaped serious attention is: if Burma did indeed try to acquire WMD, or has already done so, what would be the net security implications for the country itself? Would possession of WMD increase Burma's security, as is likely to be the regime's main aim, or would it in fact achieve the opposite result by attracting unwelcome international attention, possibly even military action? All three questions relate to the mindset of Burma's military leadership and its peculiar worldview, particularly since the 1988 pro-democracy uprising. Examination of this matter leads to another key unknown, and that is whether the same vision is shared by the country's new and apparently reform-minded civilian-military government, which was inaugurated in Naypyidaw in March 2011. A key test of the new government's bona fides will be its willingness to allow international inspectors to verify its repeated claims that Burma has neither the capacity nor the inclination to make nuclear weapons.

Book excerpt: The SQP permits Burma to hold up to one effective kilogram of nuclear material without reporting it to the IAEA, but if Burma purifies this material to nuclear-grade, regardless of the amount, it must tell the IAEA about the facility which purified this material. [...] One example of this disagreement concerns the authors' interpretation of one particular piece of equipment shown in photos and documents that represents a key part of the authors' certainty of the existence of a Burmese nuclear weapons program. [...] The DVB report indicates that the use of bomb reactors outside the scope of a nuclear program is "relatively rare." The industry expert, however, has many years of experience in creating metals other than uranium using this type of technology. [...] To justify their assessment, the authors of the DVB report also rely on Win's information that the bomb reactors were to be used in the "special substance production research department." However, the defector did not identify the "special substance." The authors speculated that it is uranium, perhaps even highly enriched uranium (HEU). [...] This is further supported by Win's statement to the DVB report authors that at the location of the same organization that ordered the bomb reactor, Win also saw a crude system to drive a control rod for a reactor.

Book Myanmar DPRK Relations

Download or read book Myanmar DPRK Relations written by Aung Ko Min and published by . This book was released on 2016 with total page 11 pages. Available in PDF, EPUB and Kindle. Book excerpt: With world attention focused on the Democratic People's Republic of Korea's nuclear ambitions, tests, and threats, there are questions about the foreign policy of Myanmar's new NLD-led government toward Pyongyang. Disagreements between the military and the NLD administration over sensitive issues, such as constitutional amendments, building a Federal Union, the peace process, and handling foreign relations, etc. are inevitable. However, it is critical that the NLD administration cooperate and coordinate with military elites because the military's role in political leadership cannot be neglected. An official statement condemning DPRK's January nuclear test was issued for the first time by the Ministry of Foreign Affairs under the former regime. This paper examines whether this indicates a changing relationship with the DPRK. It discusses challenges facing Myanmar in implementing United Nations Security Council Resolution 1540 (2004) and concludes that allegations about Myanmar's nuclear program are groundless.

Book Interpreting Myanmar

Download or read book Interpreting Myanmar written by Andrew Selth and published by ANU Press. This book was released on 2020-12-10 with total page 542 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the abortive 1988 pro-democracy uprising, Myanmar (formerly Burma) has attracted increased attention from a wide range of observers. Yet, despite all the statements, publications and documentary films made about the country over the past 32 years, it is still little known and poorly understood. It remains the subject of many myths, mysteries and misconceptions. Between 2008 and 2019, Andrew Selth clarified and explained contemporary developments in Myanmar on the Lowy Institute’s internationally acclaimed blog, The Interpreter. This collection of his 97 articles provides a fascinating and informative record of that critical period, and helps to explain many issues that remain relevant today.

Book Nuclear Weapons Proliferation in the Next Decade

Download or read book Nuclear Weapons Proliferation in the Next Decade written by Peter Lavoy and published by Routledge. This book was released on 2020-09-23 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: The intensification of the Iranian and North Korean nuclear crises has created new fears that deteriorating security conditions in the Middle East, Northeast Asia, and other regions will lead additional countries to seek their own nuclear arsenals in the years to come. This special issue examines the factors that are likely to shape nuclear weapons proliferation over the next decade. The internationally recognized authors of this issue, many of whom are prominent scholars and others of whom have held influential governmental positions with responsibility for countering nuclear proliferation, bring to light the conditions and events that might drive new countries to pursue nuclear weapons; the indicators and cautionary signs that can provide early warning that a country is interested in building nuclear bombs; and the policy and military measures that can be adopted to prevent or at least dissuade new proliferators. The introductory chapter develops a novel analytical approach focusing on the role of nuclear myths and mythmakers and the subsequent chapters draw on this approach to help analysts better understand and policy makers better manage nuclear proliferation over the next ten years.

Download or read book Myanmar Burma written by Lex Rieffel and published by Rowman & Littlefield. This book was released on 2010-10-01 with total page 234 pages. Available in PDF, EPUB and Kindle. Book excerpt: Burma had the brightest prospects of any Southeast Asian nation after World War II. In the years since, however, it has dropped to the bottom of the world's socioeconomic ladder. The grossly misruled nation—officially known as Myanmar—is in the midst of a political transition based on a new constitution and its first multiparty elections in twenty years. That transition, together with a recent change in U.S. policy, prompted this book. Two military dictators have ruled Myanmar with an iron fist for nearly fifty years. A popular uprising in 1988 was brutally suppressed, but it forced the generals to hold an election in 1990. When an anti-regime party led by Nobel Peace Prize Laureate Aung San Suu Kyi won by a landside, however, the generals rejected the results, put Suu Kyi under house arrest for most of two decades, and continued to exploit the country's abundant resources for their own benefit while depriving citizens of basic services. Years of Western sanctions had no measurable impact, but in 2009 the Obama administration adopted a new policy of "pragmatic engagement," encouraging greater respect of democratic principles and human rights as a basis for eventual removal of sanctions. This thoughtful volume examines Burma today primarily through the eyes of its ASEAN partners, its superpower neighbors China and India, and its own people. It provides insights into the overarching problem of national reconciliation, the strategic competition between China and India, the role of ASEAN, and the underperforming, resource-cursed economy. Contributors include Pavin Chachavalpongpun (Institute of Southeast Asian Studies, Singapore), Termsak Chalermpalanupap (ASEAN Secretariat, Jakarta), David Dapice (Tufts University), Xiaolin Guo (Institute for Security & Development Policy, Stockholm), Gurmeet Kanwal (Centre for Land Warfare Studies, New Delhi), Kyaw Yin Hlaing (City University of Hong Kong), Li Chenyang (Institute of Southeast Asian Studies a

Book Than Shwe

Download or read book Than Shwe written by Benedict Rogers and published by Silkworm Books. This book was released on 2010-05-01 with total page 222 pages. Available in PDF, EPUB and Kindle. Book excerpt: Than Shwe is one of the world’s most notorious dictators, presiding over a military regime that persists in repressing and brutalizing its own people. Until now, his story has not been told. Than Shwe: Unmasking Burma’s Tyrant provides the first-ever account of Than Shwe’s journey from postal clerk to dictator, analyzing his rise through the ranks of the army, his training in psychological warfare, his belief in astrology, his elimination of rivals, and his ruthless suppression of dissent. Drawing on the insights of Burma Army defectors, international diplomats, and others, Benedict Rogers provides a compelling account of the reclusive and xenophobic character of Than Shwe, and life in Burma under his rule. What others are saying This book explains General Than Shwe’s extraordinary rise to power—and why it is futile to expect that any kind of “engagement” with his regime will lead to meaningful change and even a modest democratization of this troubled Southeast Asian country. Than Shwe is a tyrant, and tyrants don’t negotiate their own demise. Anyone who still believes that is possible should read this book.—Bertil Lintner, author of Burma in Revolt. In this path-breaking book, Benedict Rogers shines a light into some of the darkest corners of Burma’s military dystopia, and in so doing exposes the cunning rise of a man who wraps himself in the trappings of Burma’s ancient kings. Meticulously researched, powerfully written, and provocatively argued, this book deserves a place on the bookshelf of all of those interested in Burma, in Southeast Asia, and in the eternal struggle against tyranny and injustice.—Sean Turnell, author of Fiery Dragons: Banks, Moneylenders and Microfinance in Burma Highlights - A timely and penetrating inside look at the life of Burma’s reclusive leader - Powerful exposé of the international crimes commited by the Than Shwe regime - Vivid account of Than Shwe’s rise through the ranks of the military, the corruption of his family, the widespread rights violations inflicted on his people, and the lives of his rivals, cronies, and potential successors
