This likely would produce greater instability, more insecure states, and further proliferation. Are there steps concerned countries can take to anticipate, prevent, or dissuade the next generation of proliferators? Are there countries that might reassess their decision to forgo a nuclear arsenal? This volume brings together top international security experts to examine the issues affecting a dozen or so countries' nuclear weapons policies over the next decade. In Part I, National Decisions in Perspective, the work describes the domestic political consideration and international pressures that shape national nuclear policies of several key states. In Part II, Fostering Nonproliferation, the contributors discuss the factors that shape the future motivations and capabilities of various states to acquire nuclear weapons, and assess what the world community can do to counter this process. The future utility of bilateral and multilateral security assurances, treaty-based nonproliferation regimes, and other policy instruments are covered thoroughly.

Book excerpt: Since 2000, there has been a flood of blogs, news media reports and academic articles on the reported ambition of Burma's military government to acquire weapons of mass destruction (WMD). Its relationship with North Korea has also been subject to intense scrutiny. Some bold claims have been made regarding Burma's current and expected capabilities, as regards both nuclear weapons and ballistic missiles. Yet, few observers have gone past the basic issues of acquisition and detection, to ask two critical questions, the answers to which - while necessarily speculative - would help illuminate this debate and allow for more nuanced analyses. These questions are: why might Burma's government wish to possess nuclear weapons and ballistic missiles? And, in the event that Burma was successful in producing either, how could it actually use them? A third question that has escaped serious attention is: if Burma did indeed try to acquire WMD, or has already done so, what would be the net security implications for the country itself? Would possession of WMD increase Burma's security, as is likely to be the regime's main aim, or would it in fact achieve the opposite result by attracting unwelcome international attention, possibly even military action? All three questions relate to the mindset of Burma's military leadership and its peculiar worldview, particularly since the 1988 pro-democracy uprising. Examination of this matter leads to another key unknown, and that is whether the same vision is shared by the country's new and apparently reform-minded civilian-military government, which was inaugurated in Naypyidaw in March 2011. A key test of the new government's bona fides will be its willingness to allow international inspectors to verify its repeated claims that Burma has neither the capacity nor the inclination to make nuclear weapons.

Book excerpt: The SQP permits Burma to hold up to one effective kilogram of nuclear material without reporting it to the IAEA, but if Burma purifies this material to nuclear-grade, regardless of the amount, it must tell the IAEA about the facility which purified this material. [...] One example of this disagreement concerns the authors' interpretation of one particular piece of equipment shown in photos and documents that represents a key part of the authors' certainty of the existence of a Burmese nuclear weapons program. [...] The DVB report indicates that the use of bomb reactors outside the scope of a nuclear program is "relatively rare." The industry expert, however, has many years of experience in creating metals other than uranium using this type of technology. [...] To justify their assessment, the authors of the DVB report also rely on Win's information that the bomb reactors were to be used in the "special substance production research department." However, the defector did not identify the "special substance." The authors speculated that it is uranium, perhaps even highly enriched uranium (HEU). [...] This is further supported by Win's statement to the DVB report authors that at the location of the same organization that ordered the bomb reactor, Win also saw a crude system to drive a control rod for a reactor.

Disagreements between the military and the NLD administration over sensitive issues, such as constitutional amendments, building a Federal Union, the peace process, and handling foreign relations, etc. are inevitable. However, it is critical that the NLD administration cooperate and coordinate with military elites because the military's role in political leadership cannot be neglected. An official statement condemning DPRK's January nuclear test was issued for the first time by the Ministry of Foreign Affairs under the former regime. This paper examines whether this indicates a changing relationship with the DPRK. It discusses challenges facing Myanmar in implementing United Nations Security Council Resolution 1540 (2004) and concludes that allegations about Myanmar's nuclear program are groundless.

Book excerpt: Burma had the brightest prospects of any Southeast Asian nation after World War II. In the years since, however, it has dropped to the bottom of the world's socioeconomic ladder. The grossly misruled nation—officially known as Myanmar—is in the midst of a political transition based on a new constitution and its first multiparty elections in twenty years. That transition, together with a recent change in U.S. policy, prompted this book. Two military dictators have ruled Myanmar with an iron fist for nearly fifty years. A popular uprising in 1988 was brutally suppressed, but it forced the generals to hold an election in 1990. When an anti-regime party led by Nobel Peace Prize Laureate Aung San Suu Kyi won by a landside, however, the generals rejected the results, put Suu Kyi under house arrest for most of two decades, and continued to exploit the country's abundant resources for their own benefit while depriving citizens of basic services.
