Book excerpt: Human rights are politically fraught in Turkey, provoking suspicion and scrutiny among government workers for their anti-establishment left-wing connotations. Nevertheless, with eyes worldwide trained on Turkish politics, and with accession to the European Union underway, Turkey's human rights record remains a key indicator of its governmental legitimacy. Bureaucratic Intimacies shows how government workers encounter human rights rhetoric through training programs and articulates the perils and promises of these encounters for the subjects and objects of Turkish governance. Drawing on years of participant observation in programs for police officers, judges and prosecutors, healthcare workers, and prison personnel, Elif M. Babül argues that the accession process does not always advance human rights. In casting rights as requirements for expertise and professionalism, training programs strip human rights of their radical valences, disassociating them from their political meanings within grassroots movements. Translation of human rights into a tool of good governance leads to competing understandings of what human rights should do, not necessarily to liberal, transparent, and accountable governmental practices. And even as translation renders human rights relevant for the everyday practices of government workers, it ultimately comes at a cost to the politics of human rights in Turkey.

Book excerpt: It is commonly assumed that capitalism has created an a-emotional world dominated by bureaucratic rationality; that economic behavior conflicts with intimate, authentic relationships; that the public and private spheres are irremediably opposed to each other; and that true love is opposed to calculation and self-interest. Eva Illouz rejects these conventional ideas and argues that the culture of capitalism has fostered an intensely emotional culture in the workplace, in the family, and in our own relationship to ourselves. She argues that economic relations have become deeply emotional, while close, intimate relationships have become increasingly defined by economic and political models of bargaining, exchange, and equity. This dual process by which emotional and economic relationships come to define and shape each other is called emotional capitalism. Illouz finds evidence of this process of emotional capitalism in various social sites: self-help literature, women's magazines, talk shows, support groups, and the Internet dating sites. How did this happen? What are the social consequences of the current preoccupation with emotions? How did the public sphere become saturated with the exposure of private life? Why does suffering occupy a central place in contemporary identity? How has emotional capitalism transformed our romantic choices and experiences? Building on and revising the intellectual legacy of critical theory, this book addresses these questions and offers a new interpretation of the reasons why the public and the private, the economic and the emotional spheres have become inextricably intertwined.

Chalfin argues that at Tema’s midcentury founding, a prime objective of governing authorities was to cultivate self-contained citizens by means of tightly orchestrated domestic infrastructure and centralized control of bodily excrement to both develop and depoliticize the new nation. Comparing infrastructural innovations across the city, Chalfin excavates how Tema residents pursue novel approaches to urban waste and sanitation built on the ruins of the inherited order, profoundly altering the urban public sphere. Once decreed a private matter to be guaranteed by state authorities, excrement becomes a public issue, collectively managed by private persons. Pushing self-care into public space and extending domestic responsibility for public well-being and bodily outputs, popularly devised waste infrastructures are a decisive arena to make claims, build coalitions, and cultivate status. Confounding high-modernist ideals, excremental infrastructures unlock bodily waste’s diverse political potentials.

Drawing on the history and ethnography of the trans communal life in Istanbul, Zengin develops an understanding of cisheteronormative violence that expands beyond sex, gender and sexuality. She shows how cisheteronormativity forms a connective tissue among neoliberal governmentality, biopolitical and necropolitical regimes, nationalist religiosity and authoritarian management of social difference. As much as trans people are shaped by these processes, they also transform them in intimate ways. Transness in Turkey provides an insightful site for developing new perspectives on statecraft, securitization and surveillance, family and kin-making, urban geography, and political life. Zengin offers the concept of violent intimacies to theorize this entangled world of the trans everyday where violence and intimacy are co-constitutive. Violent intimacies emerge from trans people’s everyday interactions with the police, religious and medical institutions, street life, family and kinship, and trans femicides and funerals. The dynamic of violent intimacies prompts new understandings of violence and intimacy and the world-making struggles of trans people in a Middle Eastern context.

Just as digits scribble with the quill or tap the typewriter, digits compose binary code and produce text on a screen. Over time, however, digital writing has come to be defined by numbers and chips, not fingers and parchment. We therefore assume that digital writing began with the invention of the computer and created new writing habits, such as copying, pasting, and sharing. Habitual Rhetoric: Digital Writing before Digital Technology makes the counterargument that these digital writing practices were established by the handwritten cultures of early medieval universities, which codified rhetorical habits—from translation to compilation to disputation to amplification to appropriation to salutation—through repetitive classroom practices and within annotatable manuscript environments. These embodied habits have persisted across time and space to develop durable dispositions, or habitus, which have the potential to challenge computational cultures of disinformation and surveillance that pervade the social media of today.

Book excerpt: Anatomy of a Civil War demonstrates the destructive nature of war, ranging from the physical to the psychosocial, as well as war’s detrimental effects on the environment. Despite such horrific aspects, evidence suggests that civil war is likely to generate multilayered outcomes. To examine the transformative aspects of civil war, Mehmet Gurses draws on an original survey conducted in Turkey, where a Kurdish armed group, the Kurdistan Workers’ Party (PKK), has been waging an intermittent insurgency for Kurdish self-rule since 1984. Findings from a probability sample of 2,100 individuals randomly selected from three major Kurdish-populated provinces in the eastern part of Turkey, coupled with insights from face-to-face in-depth interviews with dozens of individuals affected by violence, provide evidence for the multifaceted nature of exposure to violence during civil war. Just as the destructive nature of war manifests itself in various forms and shapes, wartime experiences can engender positive attitudes toward women, create a culture of political activism, and develop secular values at the individual level. In addition, wartime experiences seem to robustly predict greater support for political activism. Nonetheless, changes in gender relations and the rise of a secular political culture appear to be primarily shaped by wartime experiences interacting with insurgent ideology.

Book excerpt: Focused on the intimate effects of large-scale economic transformations, After Love illuminates the ways that everyday efforts to imagine, resist, and enact market reforms shape sexual desires and subjectivities. Anthropologist Noelle M. Stout arrived in Havana in 2002 to study the widely publicized emergence of gay tolerance in Cuba but discovered that the sex trade was dominating everyday discussions among gays, lesbians, and travestis. Largely eradicated after the Revolution, sex work, including same-sex prostitution, exploded in Havana when the island was opened to foreign tourism in the early 1990s. The booming sex trade led to unprecedented encounters between Cuban gays and lesbians, and straight male sex workers and foreign tourists. As many gay Cuban men in their thirties and forties abandoned relationships with other gay men in favor of intimacies with straight male sex workers, these bonds complicated ideas about "true love" for queer Cubans at large. From openly homophobic hustlers having sex with urban gays for room and board, to lesbians disparaging sex workers but initiating relationships with foreign men for money, to gay tourists espousing communist rhetoric while handing out Calvin Klein bikini briefs, the shifting economic terrain raised fundamental questions about the boundaries between labor and love in late-socialist Cuba.
