Moreover, the perpetrators were dependent on human and organizational resources they could not always control by hierarchy and coercion. Instead, the persecution of the Jews was based, to a large extent, on a web of inter-organizational relations encompassing a broad variety of non-hierarchical cooperation as well as rivalry and competition. Based on newly accessible government and corporate archives, this volume combines fresh evidence with an interpretation of the governance of persecution, presented by prominent historians and social scientists. Gerald D. Feldman was Professor of History and Director of the Institute of European Studies at the University of California, Berkeley. His special fields of interest were 20th-century German history, and he had a special interest in business history, most recently authoring a biography of Hugo Stinnes, participating in the history of the Deutsche Bank, and writing a history of the Allianz Insurance Company in the Nazi period. Wolfgang Seibel is Professor of Political Science at the University of Konstanz, Germany. Previous appointments include guest professorships at the Institute for Advanced Study, Vienna (1992), and the University of California at Berkeley (1994). He was also a temporary member of the School of Social Science (1989/90) and of the School of Historical Studies (2003) of the Institute of Advanced Study, Princeton. Currently (2004/2005) he is a fellow of the Wissenschaftskolleg zu Berlin. His research is mainly devoted to issues of politics, public bureaucracy and non-governmental organizations.

Drawing on the Hobbesian image of the state as Leviathan, Erin Metz McDonnell argues that many seemingly weak states actually have a wide range of administrative capacities. Such states are in fact patchworks sewn loosely together from scarce resources into the semblance of unity. McDonnell demonstrates that when the human, cognitive, and material resources of bureaucracy are rare, it is critically important how they are distributed. Ford Motor Company in 1931 built the Ford Werke factory in Cologne, now the headquarters of European Ford. In this book, historians tell the astonishing story of what happened at Opel and Ford Werke under the Third Reich, and of the aftermath today. Long before the Second World War, key American executives at Ford and General Motors were eager to do business with Nazi Germany. Ford Werke and Opel became indispensable suppliers to the German armed forces, together providing most of the trucks that later motorized the Nazi attempt to conquer Europe. After the outbreak of war in 1939, Opel converted its largest factory to warplane parts production, and both companies set up extensive maintenance and repair networks to help keep the war machine on wheels. During the war, the Nazi Reich used millions of POWs, civilians from German-occupied countries, and concentration camp prisoners as forced laborers in the German homefront economy. Starting in 1940, Ford Werke and Opel also made use of thousands of forced laborers. POWs and civilian detainees, deported to Germany by the Nazi authorities, were kept at private camps owned and managed by the companies. In the longest section of the book, ten people who were forced to work at Ford Werke recall their experiences in oral testimonies. For more than fifty years, legal and political obstacles frustrated efforts to gain compensation for Nazi-era forced labor; in the most recent case, a $12 billion lawsuit was filed against the computer giant I.B.M. by a group of Gypsy organizations. In 1998, former forced laborers filed dozens of class action lawsuits against German corporations in U.S. courts. The concluding chapter reviews the subsequent, immensely complex negotiations towards a settlement - which involved Germany, the United States, Poland, Russia, Ukraine, Belarus, Czech Republic, Israel and several other countries, as well as dozens of well-known German corporations.

This belief, a staple of governmental decision-making during both Clinton administrations and widely held in the environmental security field, depends on particular assumptions about the nature of the state, the role of population growth, and the causes of environmental degradation.The conventional understanding of environmental security, and its assumptions about the relation between violence and the environment, are challenged and refuted in Violent Environments. Chapters by geographers, historians, anthropologists, and sociologists include accounts of ethnic war in Indonesia, petro-violence in Nigeria and Ecuador, wildlife conservation in Tanzania, and "friendly fire" at Russia's nuclear weapons sites. Violent Environments portrays violence as a site-specific phenomenon rooted in local histories and societies, yet connected to larger processes of material transformation and power relations. The authors argue that specific resource environments, including tropical forests and oil reserves, and environmental processes (such as deforestation, conservation, or resource abundance) are constituted by and in part constitute the political economy of access to and control over resources. Violent Environments demands new approaches to an international set of complex problems, powerfully arguing for deeper, more ethnographically informed analyses of the circumstances and processes that cause violence.
