The Department of Native Affairs (DNA), which had dwindled during the last years of the segregation regime, unexpectedly revived and became the arrogant, authoritarian fortress of apartheid after 1948. The DNA was a major player in the prolonged exclusion of Africans from citizenship and the establishment of a racially repressive labor market. Exploring the connections between racial domination and bureaucratic growth in South Africa, Evans points out that the DNA's transformation of oppression into "civil administration" institutionalized and, for whites, legitimized a vast, coercive bureaucratic culture, which ensnared millions of Africans in its workings and corrupted the entire state. Evans focuses on certain features of apartheid—the pass system, the "racialization of space" in urban areas, and the cooptation of African chiefs in the Bantustans—in order to make it clear that the state's relentless administration, not its overtly repressive institutions, was the most distinctive feature of South Africa in the 1950s. All observers of South Africa past and present and of totalitarian states in general will follow with interest the story of how the Department of Native Affairs was crucial in transforming "the idea of apartheid" into a persuasive—and all too durable—practice.

Book excerpt: In the United Kingdom, as in the United States, race relations are surrounded with taboos defined by the politically correct concepts of what Ray Honeyford calls the race relations lobby. This lobby, championed by the Commission for Racial Equality (CRE) has a vested interest in depicting the United Kingdom as a society rotten with endemic racism, and its ethnic minorities as victims doomed to failure. An outgrowth of the Race Relations Act of 1976, the Commission was founded in response to worthy concerns about race and patterned after its American prototype, the Congress of Racial Equality. Its constant demands for increased powers have only increased with the coming into power of the New Labour Party. That makes Ray Honeyford's critique all the more urgent. Honeyford exposes the policies and practices of the Commission to public view, encouraging informed debate about its need to exist. The CRE possesses considerable legal powers—powers which seriously undermine the great freedoms of association, contract, and speech as-sociated with the United Kingdom. Without denying the presence of racial prejudice, Honeyford shows that the picture of the United Kingdom as a divisive nation is a serious misrepresentation. Placing the CRE in its historical and political context, Honeyford outlines its powers, and analyzes its formal investigations in the fields of education, employment, and housing. He also examines its publicity machine and its effect on public and educational libraries. He points out the danger of uncritically replicating the American experience. According to Honeyford, Americans have replaced a melting-pot notion of society, with all citizens loyal to a national ideal, with a "tossed-salad" concept which encourages the creation of self-conscious, separate, and aggressive ethnic groups, each claiming special access to the public purse, and having little regard for national cohesion and individual liberties.

Scholars have found that represented groups benefit from representative bureaucracies and conclude that this benefit is a function of active representation. However, due to the aggregate unit of observation used in most of these studies and the outcome measures that are typically used as dependent variables, we argue that there are other forms of representation that can explain these finding. We contribute to the existing research in this area by focusing on symbolic representation and conduct our test using individual-level data from a national police-citizen contact survey. We hypothesize that citizen perceptions of legitimacy regarding police actions are shaped by the interaction of citizen race and officer race. Our results suggest that symbolic representation does occur-blacks are more likely to perceive police actions as being legitimate if there are black officers present. Additionally, whites are more likely to perceive police actions as legitimate if the actions were conducted by white officers.

Book excerpt: Bureaucracy, confusing paperwork, and complex regulations—or what public policy scholars Pamela Herd and Donald Moynihan call administrative burdens—often introduce delay and frustration into our experiences with government agencies. Administrative burdens diminish the effectiveness of public programs and can even block individuals from fundamental rights like voting. In AdministrativeBurden, Herd and Moynihan document that the administrative burdens citizens regularly encounter in their interactions with the state are not simply unintended byproducts of governance, but the result of deliberate policy choices. Because burdens affect people’s perceptions of government and often perpetuate long-standing inequalities, understanding why administrative burdens exist and how they can be reduced is essential for maintaining a healthy public sector. Through in-depth case studies of federal programs and controversial legislation, the authors show that administrative burdens are the nuts-and-bolts of policy design. Regarding controversial issues such as voter enfranchisement or abortion rights, lawmakers often use administrative burdens to limit access to rights or services they oppose. For instance, legislators have implemented administrative burdens such as complicated registration requirements and strict voter-identification laws to suppress turnout of African American voters. Similarly, the right to an abortion is legally protected, but many states require women seeking abortions to comply with burdens such as mandatory waiting periods, ultrasounds, and scripted counseling. As Herd and Moynihan demonstrate, administrative burdens often disproportionately affect the disadvantaged who lack the resources to deal with the financial and psychological costs of navigating these obstacles. However, policymakers have sometimes reduced administrative burdens or shifted them away from citizens and onto the government. One example is Social Security, which early administrators of the program implemented in the 1930s with the goal of minimizing burdens for beneficiaries. As a result, the take-up rate is about 100 percent because the Social Security Administration keeps track of peoples’ earnings for them, automatically calculates benefits and eligibility, and simply requires an easy online enrollment or visiting one of 1,200 field offices. Making more programs and public services operate this efficiently, the authors argue, requires adoption of a nonpartisan, evidence-based metric for determining when and how to institute administrative burdens, with a bias toward reducing them. By ensuring that the public’s interaction with government is no more onerous than it need be, policymakers and administrators can reduce inequality, boost civic engagement, and build an efficient state that works for all citizens.
