Book excerpt: Studies of Indonesian politics have long focused upon the military and the bureaucracy because it is within these institutions that formal power is located, not the parties, unions, chambers of commerce or corporations. However, such an approach can neglect the powerful influences exerted upon the state by social and economic forces. This important and controversial new book examines the way in which one of these forces, capital, has emerged in the past two decades as a major influence upon the state, its officials and policies. The emergence of the capitalist class is examined, along with its internal divisions and conflicts and its relations with the state. In particular, attention is given to the fusion of the ruling strata of state officials and the capitalist class - the potential basis for a new ruling class. This is set against the weakness of capital caused by its division into domestic and international, state and private, Chinese and indigenous. These factors are in turn set in the context of international influences - the rise and fall of the oil boom, the activities of the IBRD and IMF, the decline of export earnings and the fiscal difficulties of the state. Since its original publication in 1986, Indonesia: The Rise of Capital has been the best selling academic book on Indonesian politics and the most cited in the SSCI and Google Scholar citation indexes. About the Author At the time of this publication in 1986, Richard Robison was Senior Lecturer in the Asian Studies Program at Murdoch University. He is now Emeritus Professor at Murdoch University and has been Professor of Political Economy at the International Institute of Social Studies in The Hague (2003-2006) and Professor and Director of the Australian Research Council's Special Centre for Research on Political and Social Change in Contemporary Asia (1995-1999). He is the author, editor of 14 books and has published in major international journals, including World Politics, World Development, Pacific Review, New Political Economy and the Journal of Development Studies. Professor Robison has been awarded Senior research fellowships from the Fulbright Foundation and the Leverhulme Trust.

Book excerpt: In developing countries across Asia, food marketing parastatals have played an important role in agricultural policy, especially with regard to government efforts to stabilize food prices. Three broad market failures constitute the primary arguments for this form of government intervention: a lack of market integration stemming from inadequate infrastructure, the absence or inadequacy of risk-mitigating institutions and markets, and the need to protect the world's poorest communities from a volatile global market. Opponents of such public intervention schemes claim that the old rationales are no longer convincing, that the programs are not cost-effective and do not allocate resources optimally, and that private institutions are strong enough to take over many of the functions traditionally performed by parastatals. In From Parastatals to Private Trade, the editorsclearly from the latter camppose three general questions: Why must parastatal-centered policies in Asia change, when should policy changes occur, and how should such change happen: gradually or abruptly? The crisis has important implications for future government trade and food security policies, as countries re-evaluate their reliance on potentially more volatile world markets to augment domestic supplies of staple foods. This book examines how government policies caused and responded to soaring world prices in the particular case of rice, which is the world's most important source of calories for the poor. Comparable case studies of policy reactions in different countries, principally across Asia, but also including the USA, provide the understanding necessary to evaluate the impact of trade policy on the food security of poor farmers and consumers. They also provide important insights into the concerns of developing countries that are relevant for future international trade negotiations in key agricultural commodities. A key aspect of this failure is identified in the neoliberal strategies which emphasize industrial efficiencies, commodity production and free trade-ideologies that underlie agricultural and food policies in what are frequently referred to as 'developed countries'. The book examines both the contradictions in the global food system as well as the implications of existing ideologies of production associated with commodity industrial agriculture using evidence from relevant international case studies. The book's first section presents the context of the food crisis with contributions from leading international academics and food policy activists, including climate scientists, ecologists and social scientists. These contributions identify current contradictions in policy and practice that impede solutions to the food crisis. Set within this context, the second section assesses current conditions in the global food system, including economic viability, sustainability and productivity. Case study analyses of regions exposed to neoliberal policy at the production end of the system provide insights into both current challenges to feeding the world, as well as alternative strategies for creating a more just and moral food system.

Indonesia's central position in the Southeast Asia region is related to the legacy that US President Joe Biden will leave behind. The US presidential election will take place in 2024. However, as his term draws to a close, Biden still has not demonstrated a solid strategy to attract many Asian countries, especially Southeast Asia, to the US camp. In the economic realm, the US does not have an effective strategy to counter China's influence in Southeast Asian countries. US hegemony also faces serious challenges with the increasing multipolar world order, namely the BRICS. Meanwhile, Indonesia is currently facing a potential crisis that must be mitigated, namely the rice crisis. India's action to stop rice exports, coupled with a decrease in food production due to the El Nino phenomenon and climate change in Southeast Asian countries, could threaten Indonesia's food security. For those of you who are fond of weapons technology, we provide articles about the various combat aircraft that will be acquired by Indonesia, such as the Rafale and F-15EX. These 4.5 generation aircraft are compared to the F-35 Lightning II, the 5.0 generation aircraft that is the US mainstay. Apart from that, there are other articles.
