Book excerpt: This book proposes an innovative conceptual framework to explore cultural organizations at a multilateral level and cultural mediators as key figures in cultural and institutionalization processes. Specifically, it analyzes the role of Ibero-American mediators in the institutionalization of Hispanic and Lusophone cultures in the first half of the 20th century by means of two institutional networks: PEN (the non-governmental writer’s association) and the International Institute of Intellectual Cooperation (predecessor to UNESCO). Attempting to combine cultural and global history, sociology, and literary studies, the book uses an analytical focus on intercultural networks and cultural transfer to investigate the multiple activities and roles that these mediators and cultural organizations set in motion. Literature has traditionally studied major figures and important centers of cultural production, but other regions and localities also played a crucial role in the development of intellectual cooperation. This book reappraises the place of Ibero-America in international cultural relations and retrieves the lost history of key secondary actors. The book will appeal to scholars from international relations, global and cultural history, sociology, postcolonial Studies, world and comparative literature, and New Hispanisms. It considers arguments about (i) the human rights impacts of climate change at a macro level and how these impacts are spread disparately across countries; (ii) how climate change impacts human rights enjoyment within states and the equity and discrimination dimensions of those disparate impacts; and (iii) the role of international legal frameworks and mechanisms, including human rights instruments, particularly in the context of supporting developing countries’ adaptation efforts. The Study surveys the interface of human rights and climate change from the perspective of public international law. It builds upon the work that has been carried out on this interface by reviewing the legal issues it raises and complementing existing analyses by providing a comprehensive legal overview of the area and a focus on obligations upon States and other actors connected with climate change. The objective has therefore been to contribute to the global debate on climate change and human rights by offering a review of the legal dimensions of this interface as well as a survey of the sources of public international law potentially relevant to climate change and human rights in order to facilitate an understanding of what is meant, in legal terms, by “human rights impacts of climate change” and help identify ways in which international law can respond to this interaction.

It stems partially from the platforms’ economic impact, which is felt most acutely in certain sectors: Uber drivers compete with taxi drivers; Airbnb hosts compete with hotels. Other consequences lie elsewhere: Uber is associated with a trend toward low-paying, precarious work, whereas Airbnb is accused of exacerbating real estate speculation and raising the cost of long-term rental housing. While governments in some jurisdictions have attempted to rein in the platforms, technology has enabled such companies to bypass conventional regulatory categories, generating accusations of “unfair competition” as well as debates about the merits of existing regulatory regimes. Indeed, the platforms blur a number of familiar distinctions, including personal versus commercial activity; infrastructure versus content; contractual autonomy versus hierarchical control. These ambiguities can stymie legal regimes that rely on these distinctions as organizing principles, including those relating to labour, competition, tax, insurance, information, the prohibition of discrimination, as well as specialized sectoral regulation. This book is organized around five themes: technologies of regulation; regulating technology; the sites of regulation (local to global); regulating markets; and regulating labour. Together, the chapters offer a rich variety of insights on the regulation of the sharing economy, both in terms of the traditional areas of law they bring to bear, and the theoretical perspectives that inform their analysis. Book excerpt: Despite the liberalized reconfiguration of civil society and political practice in nineteenth-century Europe, the right to make foreign policy, devise alliances, wage war and negotiate peace remained essentially an executive prerogative. Citizen challenges to the exercise of this power grew slowly. Drawn from the educated middle classes, peace activists maintained that Europe was a single culture despite national animosities; that Europe needed rational inter-state relationships to avoid catastrophe; and that internationalism was the logical outgrowth of the nation-state, not its subversion. In this book, Cooper explores the arguments of these "patriotic pacifists" with emphasis on the remarkable international peace movement that grew between 1889 and 1914. While the first World War revealed the limitations and dilemmas of patriotic pacifism, the shape, if not substance, of many twentieth-century international institutions was prefigured in nineteenth-century continental pacifism.
