It is a matter of history that he sent to the Weather Bureau at Washington a communication announcing that, on or about September 8, 1900, a terrific hurricane would sweep along the Atlantic sea-board from the Gulf of Mexico as far north as Charleston, South Carolina. Book excerpt: Excerpt from Bulletin of the Southern California Academy of Sciences, Vol. 5: March, 1906 The location of nearly every town of importance in Southern California was originally planned by the old mission fathers in relation to the possibility of its water supply. The most im portant missions were built in those districts where water was found in largest amount. At these old missions one may see, even today, evidences of a high degree of engineering Skill possessed by these people in planning Ithe ditches and reservoirs. A reference to the map Shows that the San Gabriel and Los Angeles rivers carry the water from the mountains toward the sea, and although not rising directly in the high ranges of the Sierra Madre mountains, at least a large part of the rain and snow finds its way into these two streams, through the under ground washes with which the San Fernando and San Gabriel valleys are filled. The San Gabriel river is different from the Los Angeles river in that it has a perennial flow from the mountains in which it originates and is less affected by seasons of drouth. The peculiar geological structure of the washes referred to shows they are made up of sand and gravel with the bed rock between 200 and 300 feet below the sea level. These immense subterranean filter galleries as we may speak of them, make the character of our water supply one of the most ideal as far as bacteria] invasion is concerned. If it were possible to bring this water filtered through its beds of sand, gravel and alluvial debris directly into 0111 city mains then our water supply would be most ideal in quality. Excerpt: ... determine whether or not the balloon is rising or falling. If a tissue sheet falls, the balloon is rising; if it rises. the balloon is descending. It is not possible to tell by the eye or other sensation whether one is rising or falling as there is no sensation except that of motionless suspension. I The statoscope, altimeter, and barographs are instruments showing the rate of ascent or descent, and, in the case of the barograph an ink record is made of every portion of the journey. As the mass of gas in the balloon is very susceptible to heat and cold, a delicate thermometer, or better yet, a finely adjusted thermograph, is necessary to anticipate temperature changes. On the outside of the basket are hung canvas water bottles. life preservers, and a heavy anchor attached to about a hundred feet of rope. In addition to the preserved food carried within the basket, the supply of water is essential in this region because of the proximity of the desert and the life preservers for the like proximity to the sea. The anchor is used to retard flight when about to make a landing and not to hold the balloon. The most useful apparatus is the drag-rope which is a 300-ft. %-inch rope, made into a ball and suspended from the side of the basket. The fastenings of the drag-rope are cut just when it is decided to make a landing. The rope trails on the ground, relieving the balloon of that much weight, and by means of this rope the balloon may be pulled down by people below as it may sometimes happen.
