Some have well developed systems, setting standards based on the best available evidence, monitoring the care provided, and taking action where it falls short. Others need to overcome significant obstacles.

This incisive re-evaluation illustrates the different strategies the EC countries might pursue in their relations with the outside world as they progress towards fuller economic integration.

The authors describe their approach as ‘ethnography of Europeanization’ and conceptualize the attempts at Europeanization in the European Union’s cultural policy as politics of belonging.
