Excerpt: ...jurisdiction for trial, and upon conviction shall be punished by a fine of not less than five nor more than one hundred dollars, or be sentenced to hard labor for a term not exceeding three months. Sec. 3. No child under the age of thirteen (13) years shall be employed at labor or detained in any factory or manufacturing establishment in this State fx'tween the hours of 7 p. m. and 6 a. ni. standard time, and no child under the age of sixteen (16) years shall be so employed or detained between said hours for more than fortyeight hours in any one week; and no child under the age of twelve shall be employed or detained in any factory or manufacturing establishment for more than sixty-six (66) hours in any one week. Sec. 4. Any person, persons or corporation or representative of such corporation who violates any of the provisions of this act, or who willfully or knowingly suffers or permits any child to be employed in violation of its provisions, shall be deemed guilty of a misdemeanor, and on conviction shall be punished by a fine of not more than ($200) two hundred dollars. In 1902 the bath was used by about 30,000 persons, of whom about 650 were women and girls. In addition to this floating bath, there are two schools in the city equipped with showers and bath tubs for the use of children. These baths are in charge of matrons, who attend to the children at such times as will least interfere with their recitations. Bathing is not made compulsory, but the privilege is eagerly sought by the pupils, especially those who have no bath tubs in their homes. Women are admitted on Saturday, no school being in session on that day. During the summer vacation the baths are kept open on three days of the week for the use of women and children. The expense of maintaining these school baths is about $"2 per day each. 1.50 per day being the salary of the, matron. SYRACUSE, NEW YORK. The municipal bath house on North Leavenworth avenue, in this city, furnished free baths during the year ending December 3L, 1902, to 7,724 persons, about 95 per cent of whom were males. The system used is a combination of the shower, plunge, and tub bath, which permits a considerable number of persons to bathe at one time. The bath was opened in 1900, and consists of a handsome frame building, in which are found 15 showers, 20 tubs, and a wooden plunge measuring 36 feet in width by 96 feet in length. The number of dressing rooms is 37. Living apartments for the superintendent are also found in the building. The baths are opened throughout the year, different hours being assigned to males and females. Private sulphur baths may be had on payment of 25 cents. The revenue from this source in 1902 was $485.75, there being 1,943 baths of this kind given. The total operating expenses for the year were $3,343.94. The cost of the...

It is worthy of note that the designation of a police ofiicer to fulfill the functions of eonciliator or arbitrator in industrial disputes is unique in legislation upon the subject. All the proceedings specified by the Argentine decree, however, are entirely voluntary for the parties. THE UNITED STATES. FEDERAL LAWS. In 1885 the number of strikes in the United States, which previous to that year had been under 500 per annum, involving less than 155,000 work people, rose to 645, and threw 242,705 employees out of Work, and in 1886 the number of strikes leaped up to 1,432, involving 508,044 workers.(") On April 22, 1886, President Cleveland sent a special message to Congress, calling attention to this " problem which recent events and a present condition have thrust upon us," and recommending legislation by Congress to provide for the adjustment, of labor controversies. Such legislation, it was pointed out, was, entirely proper for disputes touching interstate commerce, and in the President's opinion should proceed along the lines of voluntary arbitration. A commission of three, composed of the United States Commissioner of Labor, with two other arbitrators to be attached to the Commissioner's Department as a permanent arbitration body, '1 See Sixteenth Annual Report of United States Commissioner of Labor, 11-15 was suggested.
