The text of these laws was in the main reproduced in full, though those relating to a few subjects were presented In the form of 'digests and summaries (see pages 15 to 118 of the above-named 'report). The publication of current legislation in successive issues 'of the Bulletin of the Bureau has been discontinued, and enactments of the legislatures of 1908 and 1909 coming under the head of labor laws are published in the present Bulletin, making it, in effect, a supplement to the Twenty-second Annual Report. Any labor laws that may have been passed by the legislature of the Philippine Islands of 1909 are omitted, because their session laws were not avail able. Laws similar to those digested and summarized in the Twenty second Annual Report have also been omitted for the most part in this Bulletin. It is the purpose of the present article to present in the form of a brief review the principal points of the labor legisla tion of the past two years, showing the changes in previous laws and indicating the trend of new or additional legislation. Book excerpt: Excerpt from Bulletin of the Bureau of Labor, Vol. 86: January, 1910 The purpose of this article is to review the operation of the Cana dian Industrial Disputes Act from April, 1908, to August, 1909. An earlier report, published in the Bulletin of the Bureau of Labor for May, 1908, describes the purpose, administration, and results of the law, and sentiment toward it during the first year it was in force, and contains a detailed commentary on its provisions. Since then the act has not been amended, but subsequent experience enables a maturer judgment to be formed of its strong features, as well as of the deficiencies that accompany such experimental legislation, and makes possible a fairer estimate of its usefulness. On the whole it does not seem necessary to revise the conclusions of the previous report, which the following observations will supplement rather than supersede. But the nearness of Canada, the similarity of its indus trial conditions to our own, the fact that this law directly affects trade unions and corporations on both sides the border, and the advocacy of like legislation in the United States make of value to Americans current information upon this subject. Book excerpt: Excerpt from Department of Labor Bulletin, 1911, Vol. 13 This is $20 below the corresponding average for the same months Of 1909, which was the highest on record, and is considerably below the averages for the years from 1905 to 7, though not so low as the average in 1908, the year Of depression. The explanation Of lower average earnings in 1910 as compared with the year before cannot be found in lower rates Of wages. On the contrary, the average per diem wage for the quarter Of the men whose earnings are considered was as against in 1909. This difference is in part a merely mathematical result Of large changes in membership, but only partly so; and in every one Of the thirteen groups Of trades, or industries, repre sented in the returns the average per diem wage was as high or higher, except in three Of the less important groups, m which the decreases were small. The lower average earnings in 1910 must be sought, therefore, in less time worked, and as a matter Of fact the average number Of days worked by those reporting earn ings was only in 1910 as compared with in 1909. This decrease in the general average, however, was not shared by all the groups Of trades. On the contrary, in all but three Of the thirteen the average number Of days worked is practically the same or somewhat higher in 1910, and Of those three only two the build ing and the clothing trades are among the larger group. An alysis Of the returns in these two groups shows that a decrease Of one day in the average for the building trades is largely accounted for by unusual idleness in a strike Of bricklayers in New York City, while an enormous decline in the clothing group from in 1909 to was due mainly to the general idleness Of cloak makers in New York City who were on strike for two out Of the three months Of the quarter. In other words, the reduction in average time worked during the quarter, and consequently the decline in average earnings, is very largely traceable to the one great strike Of cloak makers and can practically all be accounted for by that and one other large dispute in the building trades. The general result indicated by the returns, therefore, is that union wages ruled higher in 1910 than in 1909 and that, in con sequence, eamings were also generally higher except where two great controversies with employers abnormally reduced amount. A few' years ago it could be said that the English, welsh; gerlnan, and Irish still did the skilled work about the mines, but each year this is becoming less true. The Poles are rapidly passing from the position. Of laborers to that of miners. It is interesting to note one of the processes by which they have become miners. An english miner working upon a breast finds, from a change in the dip or for other reasons, that he can not make his usual wages and he asks for an advance. This not being: granted he leaves the place. Formerly, in the days of the Working men's Benevolent Association, no one would be allowed to work the breast. Now it is given to a Pole, and by harder work and longer hours he is able to make fair wages. In like manner miners working on contl act and employing other miners at day wages often prefer the Poles because they are willing to do more work than a white miner. No doubt the preference often shown by the operators for such laborers is likewise due to this cause and to their readiness to work where other mine1s Will not. The operators say that but for the willingness of these people to do suchrwork many places would have to be aban doued long before all the workable coal has been taken out. -it is not to be supposed, on the other hand, that the Poles systematically underbid the other workmen. They like high wages and are quite ready to join labor organizations which have higher wages as their aim. Like other Catholics at present they ale kept from such organizations, however, to a very great extent by the agitation over the American Protective Association, which has done so much to disturb the work of the labor unions at the mines and elsewhere.
