The general also observed a Soviet propensity to acquiesce in the face of American resolve, and believed that escalation of a conflict into an all-out war between the two powers was highly unlikely. The organizations around General LeMay also shaped his advice to the president. Tactical Air Command's readiness to execute operations against Cuba, coupled with the Air Staff's ability to support combat organizations in the field bolstered General LeMay's confidence, while the Joint Chiefs of Staff served to encourage the general to think more broadly about the range of military options available to solve the Cuban Missile Crisis. On 19 October 1962, three days after he learned that the Soviet Union was positioning offensive ballistic missiles in Cuba, President John F. Kennedy met with his Joint Chiefs of Staff to hear their recommendations on ways to resolve the emerging crisis. Consistent with popular belief, the most outspoken member of the joint chiefs in advocating aggressive action was General Curtis E. LeMay, Air Force chief of staff. These personal experiences and organizational factors caused the Air Force chief of staff to view the crisis differently than the president. General LeMay believed that the crisis was an opportunity to resolve the issue of communist presence in Cuba, while President Kennedy felt, more modestly, that the best he could do was continue to manage a tense geo-political environment at the height of the Cold War. These divergent views fostered a civil-military gap during the crisis which lingered long afterwards. Strategy harmonizes military power and political purpose, and civil-military rifts serve to make this effort exceedingly difficult. A reflection on General LeMay's military advice to President Kennedy during the Cuban Missile Crisis highlights the importance of this endeavor.

Book excerpt: Nearly 40 years after the concept of finite deterrence was popularized by the Johnson administration, nuclear Mutual Assured Destruction (MAD) thinking appears to be in decline. The United States has rejected the notion that threatening population centers with nuclear attacks is a legitimate way to assure deterrence. Most recently, it withdrew from the Anti-Ballistic Missile Treaty, an agreement based on MAD. American opposition to MAD also is reflected in the Bush administration's desire to develop smaller, more accurate nuclear weapons that would reduce the number of innocent civilians killed in a nuclear strike. Still, MAD is influential in a number of ways. First, other countries, like China, have not abandoned the idea that holding their adversaries' cities at risk is necessary to assure their own strategic security. Nor have U.S. and allied security officials and experts fully abandoned the idea. At a minimum, acquiring nuclear weapons is still viewed as being sensible to face off a hostile neighbor that might strike one's own cities. Thus, our diplomats have been warning China that Japan would be under tremendous pressure to go nuclear if North Korea persisted in acquiring a few crude weapons of its own. Similarly, Israeli officials have long argued, without criticism, that they would not be second in acquiring nuclear weapons in the Middle East. Indeed, given that Israelis surrounded by enemies that would not hesitate to destroy its population if they could, Washington finds Israel's retention of a significant nuclear capability totally "understandable."

While Americans undoubtedly delayed a communist victory in South Vietnam, Laos and Cambodia long enough to spare Thailand and other Southeast Asian countries a similar fate, the American public grew very tired of this war years before its dismal conclusion. Due to questionable political policies and decision-making, only sporadic and relatively ineffective use had been made of air power's ability to bring great force to bear quickly and decisively. The United States and its Air Force experienced a decade of frustration made more painful by the losses of its personnel killed, wounded, or taken prisoner. Fighting resolutely and courageously, the Air Force played the decisive role in forcing North Vietnam to the peace table in 1973. The demands of the Vietnam War forced new developments such as laser-guided-bombs that would eventually radically transform the shape of air warfare.

In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding.
