Book excerpt: This book is a study of the political development of the Malaysian state of Sabah under the administration of Parti Bersatu Rakyat Jelata Sabah (Berjaya - Sabah People's United Party), which controlled the state legislature between 1976 and 1985. It attempts to disentangle the three dominant themes within social scientific studies of Sabah: the issues of federalism, the politics of ethnicity, and the political economy of development. The book argues that the emergence of a developmental discourse under the Berjaya regime in Sabah can largely be traced to its failure to reconcile the localized ethnic politics of Sabah with the demands of a strong central state and thus the need to find an alternative strategy of political support and control. While this strategy proved effective when developmental growth was high during the first Berjaya administration (1976-81), the relative collapse of the state economy from 1982 onwards exposed its ethnic predilections and prefigured declining support for the regime, particularly among the non-Muslim bumiputera groups. Despite the consolidation of federal support for Berjaya under the Mahathir administration, the unravelling of the Berjaya project was by this stage unstoppable. In the final analysis, the attempt to create a more compliant state administration under Berjaya came undone precisely because it failed to take into account the localized dimension of politics in Sabah.

He demonstrates that they are centrally involved in the creation and policing of new Malay-Muslim identities (such as middle-class urban dwellers) that the state sees as the basis for a national polity that will be highly competitive. He also shows how and why Islamic courts are key sites in struggles involving ethnic and religious groups, social classes, political parties, and others with a major stake in defining Islam's role with respect to the maintenance of sovereignty and the achievement of modernity and civil society in an age of globalization. Peletz deepens our knowledge of Islamic political development in a country very much concerned with forging an Islamic modernity viewed by its leaders as a viable alternative to Western-style modernization.

While the hajj is first and foremost a religious festival, it is also very much a political event. No government can resist the temptation to manipulate the hajj for political and economic gain. Every large Muslim state has developed a comprehensive hajj policy and a powerful bureaucracy to enforce it. The Muslim world's leading multinational organization, the Organization of the Islamic Conference, has established the first international regime explicitly devoted to pilgrimage. Yet, Robert Bianchi argues, no secular or religious authority - national or international - can really control the hajj. State-sponsored pilgrimage management consistently backfires, giving government opponents valuable ammunition and allowing them to manipulate the symbols and controversies of the hajj to their own ends. Bianchi has been researching the hajj for over ten years and draws on interviews with and data from hajj directors in five Muslim countries (Pakistan, Malaysia, Turkey, Indonesia, and Nigeria), statistics from Saudi Arabian hajj authorities, as well as his personal experience as a pilgrim. The result is the most complete picture of the hajj available anywhere, and a wide-ranging work on Islam, politics, and power.
