Book excerpt: This NAO report (HC 132, session 2008-09, ISBN 9780102954579) examines ChangeUp and Futurebuilders, two Cabinet Office programmes designed to build the capacity of the "third" sector. The Third Sector consists of non-governmental organisations which are value driven and which principally reinvest their surpluses to further social, environmental or cultural objectives. The sector includes voluntary and community organisations, charities, social enterprises, cooperatives and mutuals. It is distinguished from the other two sectors of the economy, public (government) and private (business). Both ChangeUp and Futurebuilders were introduced by the Home Office in 2004 to address the findings of a 2002 Treasury review that the third sector's ability to contribute to the delivery of public services was constrained by a lack of capacity. The NAO examined the impact of these programmes on frontline third sector organisations, and looked at whether they are likely to meet the Government's objectives for building capacity. For both schemes it is not yet possible to establish if the programmes have provided good value for money. The report's findings and recommendations to improve the management of these programmes include: that when designing future policy initiatives, the Office of the Third Sector should build in adequate arrangements to evaluate and measure performance from the outset; a transfer between old and new financial systems has impaired the assessment of the costs and benefits of the ChangeUp programme and that the Cabinet Office and Treasury should advise departments of the importance of preserving adequate financial information; the Office of the Third Sector should identify examples of sustainable services; the Cabinet Office needs to formulate a plan for the long-term management of the assets created by the Futurebuilders fund.

Globalization has been defined as progressively integrated, national product and factor markets, cemented by the revolution in transportation and communications technology. This process has been driven by transnational corporations who have erected intricate, global supply chains. Such commercial advances have, in turn, intensified the interdependence among states and the authors raise a number of questions: Can the multi-variegated, cross-border activities in which such non-state actors engage be analyzed through a single conceptual lens? Can non-state transnational transfers be so clearly distinguished from exchanges in practice? What are the implications of transnational transfers, where material and non-material value is transferred abroad with no assurance, or even expectation of reciprocal compensation, for sovereignty? The case studies range from the impact of worker remittances on failed states to capacity building by global civil society on behalf of nascent NGOs in China to the transfer of security (or insecurity) via peacekeepers, track two diplomats and private security contractors.

The concepts are found to be most useful where they inform dynamic analysis of hybridisation and identify underlying change mechanisms, rather than simply providing static descriptions of hybridity. Various chapters in the book show how analysis can be enriched by drawing on institutional theory to develop concepts such as competing organisational logics, trade-offs between social and commercial goals and resource transfers. The Book also looks at policy as a driver for hybridisation and to the regulatory challenges for policy systems that have come to rely on hybrid forms of delivery. A research agenda is proposed building on these conceptual frameworks to develop systematic approaches to data collection and analysis to enable clearer and more consistent meanings to emerge. The point of departure is the study of 'new regionalism', which refers to the wave of regional integration globally since the 1980s. However, whilst the current regionalism studies undoubtedly contributes to a deeper understanding of regional processes, important gaps remain, in particular the relatively scant emphasis given to civil society. This particularly relates to regions in the global South, including Southern Africa. The overarching aim of this book is therefore to analyse the dynamics of civil society regionalization in Southern Africa, both empirically and from a theoretical perspective, through analysing the cases of trade and HIV/AIDS. The study finds that CSOs can be more active in regional governance than has previously been conceptualized and are also highly active in terms of constructing regionalization through framing issues and, to a less extent, making identities 'regional'. Furthermore, the book enhances knowledge of the heterogeneous nature of civil society regionalization. Lastly, it is demonstrated that 'going regional' is only partly an autonomous process and also has to be understood as under the influence of the deeper statist and capitalist social structures marking the regional order in Southern Africa.

The main outcome of the EPR is the recommendations, which were elaborated by the Expert Group, peer reviewed, discussed with a high-level delegation from Georgia and adopted by the UNECE Committee on Environmental Policy on 15 March 2010.
