It was hosted by the Government of the Republic of Rwanda, and the African Ministers Council on Water. The content of AfricaSan 3 was aligned with the needs of countries as defined in country preparation meetings which took place in advance. AfricaSan 3 looked to address the country needs and to commitments and country action planning. Different groups (ministers, civil society, local government, utilities, and donors) committed to actions to support the goals of AfricaSan. Book excerpt: Open defecation is a traditional behavior in rural India. Conventional rural sanitation programs have been based on the assumption that people defecate in the open because they are too poor to afford the cost of constructing a toilet. Therefore, subsidies for upfront capital costs were provided to generate demand for 'sanitation,' interpreted narrowly as a pour-flush toilet. These programs increased the reported coverage of household toilets but had a poor record with respect to toilet usage, cost-effectiveness, and sustainability. To address the shortcomings of conventional rural sanitation programs, the Government of India launched the Total Sanitation Campaign (TSC) in 1999, with the goal of achieving universal rural sanitation coverage by 2012. The Water and Sanitation Program's (WSP) Global Scaling up Sanitation Project (also known as Total Sanitation and Sanitation Marketing, or TSSM) leverages the TSC framework and resources. TSSM combines Community-Led Total Sanitation (CLTS) with sanitation marketing to help local governments effectively use their funds to end open defecation and achieve sustainable impact.

Specifically, this manual is designed to help participants: 1) Learn the basic concepts of entrepreneurship and characteristics of successful entrepreneurs; 2) Learn and practice essential marketing techniques for sanitation products and services; 3) Develop money management competencies necessary to succeed as a small-scale entrepreneur; 4) Build necessary leadership and management skills to grow successful sanitation enterprises. Overall, the guide/manual is useful in guiding implementation of sanitation marketing projects, and provides concise content for nurturing and building the capacity of local sanitation enterprises/entrepreneurs. Improved business performance by these businesses means timely response to demand from households. Book excerpt: This report summarizes the results, lessons and recommendations to the Government of Lao PDR from two Technical Assistance projects (TA) “Supporting Demand Creation for Sanitation through Community Led Total Sanitation” and “Sanitation Marketing in Lao PDR” carried out by the World Bank's Water and Sanitation Program between October 2012 and December 2015. The development objective of the TAs was to increase improved sanitation and hygiene practices and change community behavior to achieve Open Defecation Free (ODF) status at the village level. This report documents the results and lessons learned from the TA program that includes experiences both from government-led rural sanitation service delivery within two provinces in Southern Lao PDR (Champasak and Sekong) , as well as from national-level engagement to strengthen systems, tools and capacity building approaches for scaling-up rural sanitation service delivery. The report makes recommendations to government on how - with the support of development partners - the effectiveness and scale of rural sanitation services can be increased to achieve sustainable sanitation outcomes for the rural population of Lao PDR. It also proposes recommendations for the engagement of the World Bank Water Practice in the sector in support of rural sanitation service delivery, aligned with lending operations,notably the Poverty Reduction Fund (PRF3) and the Health Governance and Nutrition Development Project (HGNDP). In addition a number of important learnings at implementation level are highlighted, so that operational processes can be improved to make last-mile delivery more effective and efficient.

How can Community Led Total Sanitation (CLTS) be operationalized at national and sub-national levels? What do the strategies for achieving exponential growth of Open Defecation Free (ODF) communities look like? CLTS is a rapidly growing approach to solving the widespread sanitation challenges of the developing world. It is an approach that is proving to be effective in country after country, but most experience with the approach to date has been in a relatively bounded, project-based framework. This book looks at a particular experience in Madagascar of taking CLTS to a much larger scale. The Global Sanitation Fund's programme in Madagascar, the Fonds d'Appui pour l'Assainissement (FAA), is in the midst of a remarkable process currently producing thousands of ODF villages, which combine to make ODF communes and ODF districts. 'Promising Pathways' describes some of the mechanisms that have evolved to put this process into action, focusing on innovative strategies and models for scaling up. It identifies and highlights features of the actors and the institutional environment that are key to emerging successes. And it pulls out the lessons which can be applied in other settings where MDG targets for sanitation have not yet been achieved. These lessons are clearly situated in the framework of the bottom-up and community-led principles underpinning the CLTS process. Based on fieldwork conducted at community and national levels in Madagascar during 2013, the research for this publication was guided by Kamal Kar, founder and pioneer of CLTS, and conducted by a CLTS Foundation team. CLTS Foundation is an association of like-minded development professionals and practitioners, focusing on issues around rural and urban sanitation globally. It strives to create a world free from open defecation by means of collective behavior change of the empowered local communities through capacity building, providing technical support and influencing national strategies and policies of the countries. The Foundation also undertakes research and action learning initiatives focused towards poverty reduction, rural and urban livelihoods and governance issues with CLTS as an entry point strategy. In India, the concept of Open-Defecation Free (ODF) communities, as an objective, has been a part of the guidelines of the national rural sanitation program, the Total Sanitation Campaign (TSC), since 1999. However, a major thrust was received with the introduction of national-level reward programs such as the Nirmal Gram Puraskar (NGP) and state-level reward programs by a few states such as Maharashtra. Global scaling up rural sanitation is a Water and sanitation program (WSP) project focused on learning how to combine the approaches of Community-Led Total Sanitation (CLTS), behavior change communications, and social marketing of sanitation to generate sanitation demand and strengthen the supply of sanitation products and services at scale, leading to improved health for people in rural areas. It is a large-scale effort to meet the basic sanitation needs of the rural poor who do not currently have access to safe and hygienic sanitation. The project is being implemented by local and national governments with technical support from WSP.
