Book excerpt: One of the key ingredients of success in building internationally competitive industries lies in amassing a sizeable pool of competent suppliers of parts, components and accessories. This monograph examines how in developing countries suppliers of mechanical components at the low end of the technological trajectory build up key capabilities over time. The focus is on Vietnam’s motorcycle industry, which was rapidly transformed from a small, highly protected market to the world’s fourth largest motorcycle producer. This rare success resulted from intense competition between leading Japanese motorcycle manufacturers and local Vietnamese assemblers of imported Chinese components both attempting to gain supremacy in the emerging market. In particular, the book analyzes how local Vietnamese suppliers of motorcycle components exploited participation in contrasting types of value chains developed by the two groups of leading manufacturing firms, referred to here as Japanese and/or Vietnamese–Chinese chains, for accumulating strategic know-how. On the basis of historical evidence and recent empirical data collected through repeated rounds of in-depth fieldwork the analysis finds first, those suppliers’ learning trajectories evolved over time resulting in a divergence in learning performance extending across suppliers in later phases of industrial development. In the later stage, high-performing suppliers amassed basic innovative expertise, constituting the bedrock of this fast-growing industry. Second, the analysis finds that the diverging performance can be explained by the combination of roles played by lead firms in inducing and facilitating supplier learning and those of suppliers in mobilizing their own sources of knowledge. These conclusions not only provide dynamic, insightful accounts of supplier learning in developing country contexts but also make key theoretical and methodological contributions to the research on value chain participation and supplier learning.

Although the importance of agglomeration and fusion of institutions have long been recognized as possible path to achieving economic development in Africa, the approach to regionalism has been unduly focused on market integration, while neglecting other dimensions such as social policy, mobility of labor, educational policy, biotechnology, regional legislation, manufacturing, innovation, and science and technology. This volume investigates the link between innovation, regional integration, and development in Africa, arguing that the immediate and long term development of Africa lies not just in the structural transformation of its economies but in the advancement of scientific and innovation capacities. The book is divided into four parts. Part I addresses the theoretical and conceptual underpinnings of innovation and regional integration in Africa. Part II presents case studies which examine how regional economic institutions are fostering innovation in Africa. Many of these interventions have limited impact, however; schools get built but children don't learn, IT systems are introduced but not used, plans are written but not implemented. These achievement deficiencies reveal gaps in capabilities, and weaknesses in the process of building state capability. This book addresses these weaknesses and gaps. It starts by providing evidence of the capability shortfalls that currently exist in many countries, showing that many governments lack basic capacities even after decades of reforms and capacity building efforts. The book then analyses this evidence, identifying capability traps that hold many governments back - particularly related to isomorphic mimicry (where governments copy best practice solutions from other countries that make them look more capable even if they are not more capable) and premature load bearing (where governments adopt new mechanisms that they cannot actually make work, given weak extant capacities). The book then describes a process that governments can use to escape these capability traps. Called PDIA (problem driven iterative adaptation), this process empowers people working in governments to find and fit solutions to the problems they face. The discussion about this process is structured in a practical manner so that readers can actually apply tools and ideas to the capability challenges they face in their own contexts. These applications will help readers devise policies and reforms that have more impact than those of the past.

Book excerpt: Abstract: China is increasing its outlay on research and development and seeking to build an innovation system that will deliver quick results not just in absorbing technology but also in pushing the technological envelope. China's spending on R & D rose from 1.1 percent of GDP in 2000 to 1.3 percent of GDP in 2005. On a purchasing power parity basis, China's research outlay was among the world's highest, far greater than that of Brazil, India, or Mexico. Chinese firms are active in the fields of biotechnology, pharmaceuticals, alternative energy sources, and nanotechnology. This surge in spending has been parallel by a sharp increase in patent applications in China, with the bulk of the patents registered in the areas of electronics, information technology, and telecoms. However, of the almost 50,000 patents granted in China, nearly two-thirds were to nonresidents. This paper considers two questions that are especially important for China. First, how might China go about accelerating technology development? Second, what measures could most cost-effectively deliver the desired outcomes? It concludes that although the level of financing for R & D is certainly important, technological advance is closely keyed to absorptive capacity which is a function of the volume and quality of talent and the depth as well as the heterogeneity of research experience. It is also a function of how companies maximize the commercial benefits of research and development, and the coordination of research with production and marketing.
