Taking a long-term, flexible, and incremental approach, Michael Touchton and Amanda J. Ashley make strong recommendations for collaborative models of governance that can improve defense conversion dramatically and ensure benefits, even for low-resource municipalities. Communities can't control their economic situation or geographic location, but, as Salvaging Community shows, communities can control how they govern conversion processes geared toward redevelopment and reinvention. In Salvaging Community, Touchton and Ashley undertake a comprehensive evaluation of how such communities redevelop former bases following the Department of Defense's Base Realignment and Closure (BRAC) process. To do so, they developed the first national database on military redevelopment and combine quantitative national analyses with three, in-depth case studies in California. Salvaging Community thus fills the void in knowledge surrounding redevelopment of bases and the disparate outcomes that affect communities after BRAC. The data presented in Salvaging Community points toward effective strategies for collaborative governance that address the present-day needs of municipal officials, economic development agencies, and non-profit organizations working in post-BRAC communities. Defense conversion is not just about jobs or economic rebound, Touchton and Ashley argue. Emphasizing inclusion and sustainability in redevelopment promotes rejuvenated communities and creates places where people want to live. As localities and regions deal with the legacy of the post-Cold War base closings and anticipate new closures in the future, Salvaging Community presents a timely and constructive approach to both economic and community development at the close of the military-industrial era.

This paper briefly examines the contemporary global environment (which includes our domestic environment) and suggests a collaborative engagement model, the megacommunity. It describes the participating entities and proposes the circumstances for building such a community while highlighting the challenges and opportunities in megacommunity collaboration.

Book excerpt: Intra-service politics can help explain many behaviors and outcomes across a variety of military services and countries. The thesis begins by developing a framework for understanding intra-service politics based on a review of organization theory. Every military service contains a variety of communities or unions organized by specific missions, functions or technologies. These communities compete with one another to determine a service's dominant culture and missions; and the distribution of a service's budgets, equipment and personnel. Three patterns intra-service relations are proposed: a strong and independent central leadership capable of acting as an honest broker between competing communities (e.g., the German Army of the interwar period); a single monarchical community dominating a service (e.g., the U.S. Air Force); and an oligarchy of communities controlling a service (e.g., the U.S. Army). In the latter two patterns, doctrinal developments, capabilities, and distribution of resources will mirror and tend to reinforce the power of the dominant unions. In order to test the relevancy and plausibility of the oligarchic pattern, the bulk of the thesis is taken up with three case studies examining the division design process in the U.S. Army during the 1970s and 1980s: the Division 86 design, the High Technology Light Division, and the Light Infantry Division. Overall, the evidence from these three case studies suggests the utility of an explanation based on intra-service community politics for certain behaviors. Moreover, it suggests a U.S. Army dominated by an oligarchy composed of an armored/mechanized infantry ("heavy") community, an artillery community, an aviation community and a light infantry community. The oligarchy itself has a multi-tiered structure, one where the light infantry community has the least power and influence, while the heavy and artillery communities have the most; the aviation community occupies a position in-between, wielding considerable power but never being the equal of the two dominant ground force communities.

Take Afghanistan, where our Servicemembers, diplomats, and development experts are working with the Afghan people to help build a stable, prosperous society. Because there can be no lasting peace in Afghanistan without the full participation of women, we have worked to include women at every step. We sent teams of female Marines to work directly with Afghan women and help them advocate for their rights. Our Provincial Reconstructions Teams engage with communities to curb violence against women and end practices that destabilize societies, such as honor killing and female immolation. And we are training more Afghan women to join the security forces and the national police so that they can help protect women's rights and uphold the rule of law. In active conflict zones, we know women often suffer disproportionate burdens, including rape as a tactic of war. We also know women can be valiant warriors. American women in uniform have faced the reality of combat and proved their willingness to fight and to die to defend our country. That is why in January 2013, the Defense Department rescinded the restriction excluding women from direct ground combat units and positions. The challenge for all of us moving forward is how we can better engage women as equal partners in all aspects of peace and security.

Book excerpt: The United States and other members of the international community have expended billions of dollars and thousands of lives confronting insurgent organizations across the globe. Strikingly, however, there has been little systematic analysis of how some insurgent organizations have developed and maintained the military capacity to challenge superior military forces. Thus, this dissertation project is motivated by a fundamental question: What explains why some insurgent organizations are more militarily effective than others? Building on the study of conventional militaries, informal and formal institutions, and sub-state conflict, I focus on the centrality of organizational characteristics in determining military effectiveness. This organizational focus is driven by the observation that while structural and material factors may play a role in explaining the capacity of military actors, the most important factor is how organizations are able to utilize what they have.This chapter constructs a comprehensive theory accounting for the importance of both informal structures of community support and formal military structures such as logistics, command and control, and personnel management systems in explaining how some insurgent organizations achieve relatively high levels of military effectiveness and others do not. In particular, to achieve base levels of effectiveness, I argue that insurgents must use formal elements to actively link themselves to the informal networks within the organization. In addition, this framework uncovers two understudied potential insurgent development pathways. First, organizations built around weak communities are not destined to become ineffective military forces. Instead, they may compensate for a lack of strong bonding ties of trust by constructing informal structures and legitimacy. Second, organizations surrounded by strong pre-existing communities may not develop into effective military entities. Organizations surrounded by strong communities can only benefit from them if they act to leverage those bonds and complement them with dedicated formal military structures.

Available in PDF, EPUB and Kindle. Book excerpt: Why do armed movements that win civil wars sometimes build states that control their military forces, but sometimes do not? Under what conditions do field commanders within these winning coalitions commit to centralized military hierarchies, or defect and maintain parallel armed networks? Despite the importance of obedient militaries for building strong states and durable peace, the logic of military loyalty after victory in civil war has not been studied in a systematic or comparative fashion. To explain variation in ex-rebel commander behavior across and within states where armed movements seize power, my argument highlights the centrality of wartime institution-building. Threats to insurgent group survival cause variation in two types of institutions: leadership bodies that bind field commanders to political elites, and local governance systems that tie field commanders to rebel-controlled communities. These institutions shape postwar outcomes through two intervening mechanisms: a) ex-rebel commanders' expectations of reciprocity from political rulers, and b) ex-rebel commanders' abilities to mobilize supporters outside of the regular army hierarchy. If collectivized leadership institutions exist, ex-rebel commanders are more likely to trust rulers' promises and remain loyal. Otherwise, commanders' calculi will hinge on their local governance records. Ex-rebel commanders who governed well during war can tap into local support networks and resist central state oversight. To develop and test this theory, the dissertation examines the war-to-peace transitions of victorious armed movements in Africa. First, I use comparative historical analysis based on original interviews and archival materials to analyse the divergent trajectories of winning rebels in Zimbabwe and Côte d'Ivoire. Second, I test observable implications of my argument at the sub-national level in Côte d'Ivoire. For this analysis, I draw on original community-level survey evidence based on interviews with key informants in a representative sample of localities in rebel-ruled territory. Finally, I illustrate the generalizability of the argument through a medium-N analysis of winning armed movements in Africa between 1974 and the present. The project contributes to debates about war and state formation, and the design of coercive institutions in fragile states. It also challenges conventional wisdom about the positive effects of rebel institution-building for peacebuilding.
