In attempts to shore up security as a precondition for sustainable peace, international actors have become deeply engaged in reforming the security agencies and security governance institutions of states emerging from conflict. But despite their increasing importance in the field of international peace- and state-building, security sector reform (SSR) interventions remain both highly political and deeply contentious processes. Expanding on this theme, this edited volume identifies new directions in research on the domestic consequences of external support to security sector reform. Both empirically and theoretically, the focus lies on the so far neglected role of domestic actors, interests and political power constellations in recipient states. Based on a wide range of empirical cases, the volume discusses how the often conflictual and asymmetric encounters between external and domestic actors with divergent interests and perceptions affect the consequences of international interventions. By taking into account the plurality of state and non-state security actors and institutions beyond classical models of Weberian statehood, the contributions make the case for engaging more closely with the complexity of the domestic security governance configurations that can result from external engagement in the field of security sector reform. Book excerpt: Conflict among nations for forty-five years after World War II was dominated by the major bipolar struggle between the United States and the Soviet Union. With the end of the Cold War; states in differing legions of the world are taking their affairs more into their own hands and working out new arrangements for security that best suit their needs. This trend toward new &"regional orders&" is the subject of this book, which seeks both to document the emergence and strengthening of these new regional arrangements and to show how international relations theory needs to be modified to take adequate account of their salience in the world today. Rather than treat international politics as everywhere the same, or each region as unique, this hook adopts a comparative approach. It recognizes that, while regions vary widely in their characteristics, comparative analysis requires a common typology and set of causal variables. It presents theories of regional order that both generalize about regions and predict different patterns of conflict and cooperation from their individual traits. The editors conclude that, in the new world of regional orders, the quest for universal principles of foreign policy by great powers like the United States is chimerical and dangerous. In the history of North America and Europe, in particular, such programmes had a major impact on state-building, contributing to the development of the welfare state, shaping political settlements and directing government policy to maintain social peace. The authors in this important book ask what is left of these state-building dimensions in contemporary DDR programmes and whether the constraints imposed by international organisations on DDR programmes have more negative effects than positive ones. The role of political leadership in DDR processes is highlighted: can bureaucratically-driven processes deliver success? Only if political elites take full control and manage DDR programmes can there be a lasting impact on state-building. Even then, most political elites avoid deep changes in their relationship with the veterans. Is there a chance of reshaping international intervention in such a way as to favour the development of a 'social contract' between political elites and veterans? In taking a historical perspective, this book is unique in the existing literature on DDR and will be essential reading for policy makers, students and scholars of conflict studies, and those working in NGOs, particularly donor agencies. In December 2004, the UN concluded, that “We cannot treat issues such as terrorism or civil wars or extreme poverty in isolation. The implications of this interconnectedness are profound. Our strategies must be comprehensive. Our institutions must overcome their narrow preoccupations and learn to work across issues in a concerted fashion.” The last two decades have seen a dramatic increase in internal conflicts and instability, forcing the United Nations to rethink its definitions of peace and security. Peace keeping missions, often referred as intervention according to chapter 6 1⁄2, as Dag Hammerskjöld has put it, have gradually increased, both in number and dimension. The complexity of internal conflicts and their dramatic social, humanitarian and economic consequences for societies remain a challenge for the United Nations. Step by step, the United Nations broadened their perception, and peace operations became multidimensional interventions, including military and police components as well as NGOs and other civil actors. As almost half of the post-conflict countries relapse into violent conflict within five years, one has to question some reasons. This paper deals mainly with the interdependent issue of security within the peace-building process, focusing on the case of Sierra Leone. My thesis is, that, besides questions of the coordination of efforts and the gap between traditional peace keeping and peace-building, there is also a lack, concerning the short- to mid-term security of post-conflict states. Due to the bad economic position and the disturbed social structure of these post-conflict states and despite massive efforts in the economic and social sector as well as in the security sector, there is a certain period of insecurity until a state can ensure its stability both, internally and externally, on its own. This “security gap” normally appears after the withdrawal of the peacekeepers. I have chosen the case of Sierra Leone as an example, because of its model like character of a complex internal conflict and the UN response. Furthermore, it demonstrates, that even if relatively concerted measures have been undertaken, the fragility of a post-conflict state, and therefore the unsolved question of a lack of security, remain.

Book excerpt: Security Sector Reform (SSR) remains a key feature of peacebuilding interventions and is usually undertaken by a state alongside national and international partners. External actors engaged in SSR tend to follow a normative agenda that often has little regard for the context in post-conflict societies. Despite recurrent criticism, SSR practices of international organisations and bilateral donors often remain focused on state institutions, and often do not sufficiently attend to alternative providers of security or existing normative frameworks of security. This edited collection explores three aspects that add an important piece to the puzzle of what constitutes effective Security Sector Reform (SSR). First, the variation of norm adoption, norm contestation and norm imposition in post-conflict countries that might explain the mixed results in terms of peacebuilding. Second, the multitude of different security actors within and beyond the state which often leads to multiple patterns of co-operation and contestation within reform programmes. Third, how both the multiplicity of and tension between norms and actors further complicate efforts to build peace or, as complexity theory would posit, influence the complex and non-linear social system that is the conflict-affected environment. The chapters in this book were originally published as a special issue of the Journal of Intervention and Statebuilding.

Second generation SSR has emphasized the need to include local communities and recognize the existence of non-state actors in the provision of security and justice. However, recognition is not enough. This Element promotes a radical re-think of SSR in the context of conflict and war. Guiding question for the considerations is how can security sector reform be set up and implemented to contribute to constructive and inclusive state-society relations, and build the path to long-lasting peace? This Element argues that a focus on functional equivalents, minorities, gender, and human rights is key for the design, implementation, and success of SSR.
