The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) are the first international instrument entirely dedicated to small-scale fisheries and provide guidance on how to address existing challenges in the subsector. One of the key areas discussed in the SSF Guidelines is the need for an enabling environment that promotes good governance. This publication, Small-scale fisheries governance – A handbook in support of the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication, was based on a number of training courses on governance in small-scale fisheries. It offers an overview of the SSF Guidelines and guidance on their implementation in particular with regard to good governance and the enabling environment needed.

FAO commissioned these studies aiming to share experiences and promote the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The case studies were also intended to promote participatory approaches – in line with the SSF Guidelines principles – and to promote increased interaction between research and fishing communities, including the use of traditional knowledge and participatory research. It is hoped that the case studies will inform policy and policy processes and, in this way, promote sustainable small-scale fisheries according to the SSF Guidelines and the human rights-based approach to development (HRBA). The case studies constitute a rich selection of experiences and are diverse, not only with regard to their geographical setting but also in scope and approach. They span from looking at one specific tool for sharing experiences (the fisheries learning exchanges methodology in Madagascar and Mozambique) or examining the enabling environment in a specific thematic area (disaster risks in Bangladesh), to regional policy formulation on small-scale fisheries (the SSF Guidelines protocol for Caribbean policies) and reflection on how to use the SSF Guidelines in participatory processes (the Myanmar step-by-step approach to discussions with small-scale fisheries communities). A few of the papers look at co-management, in some cases combining fisheries management and social development (Senegal, Uruguay and Nepal), with one focusing on the role of small-scale fisheries and community organizations (India). Generally, the case studies refer to HRBA but, perhaps because many of the activities have taken place in the past, it seems that HRBA has rarely been consciously and explicitly implemented. Still, the case studies bear witness to a number of experiences and practices that are clearly steps in the right direction. Key good practices emerging from the studies refer to, among other things, holistic approaches to co-management and social responsibility; broad engagement, inclusiveness and partnerships; the power of communication; and gender equality and the role of women. As more experience is gained, our knowledge of how to go about implementing the SSF Guidelines will improve and nurture new and continued initiatives. For the present and the future, efforts should be made to apply HRBA, while continuing to share experiences and good practices showing how to do so when implementing the SSF Guidelines.

Living near to, and relying on, freshwater and marine aquatic species and environments, small-scale fisheries are at the heart of environmental conservation and stewardship – of caring for and sustainably using aquatic environments, managing fisheries for sustainable use, protecting and restoring local ecosystems, and working with others towards these goals. The key role played by SSF organizations and fishing communities is well recognized in the Code of Conduct for Responsible Fisheries and in the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) which note that “States should recognize the role of small-scale fishing communities and Indigenous Peoples to restore, conserve, protect and co-manage local aquatic and coastal ecosystems.” Thanks to the active participation of many small-scale fishing communities and organizations, this publication draws on real-world examples of small-scale fisheries stewardship to highlight the various forms of stewardship, to outline ingredients of success in that stewardship, and to describe how policymakers and others can support those stewardship activities around the world.

Book excerpt: Social-ecological systems (SES) are those that couple the human and natural world through resource exploitation and utilization. They are intricate multi-layered systems that are defined by a complex network of interactions between the resource units, resource systems, governance systems and users within the SES, which can result in a variety of different outcomes. Global climate change is increasingly putting communities in these systems, and the resources they rely on at risk. As such, economically and ecologically important resources within SES are facing stress on two fronts, human extraction, and human induced climate change. Understanding these stressors individually and deciphering the interplay between the two is crucial for informed decision-making to promote resilience of a system and may be the key to the longevity of these SESs. In this dissertation, I explore how current fishing practices and future climate conditions interact across three components of the social-ecological system framework within the context of cooperative fisheries systems of Baja California, Mexico. First, I assess population structure and catch demographics of an economically important fishery resource unit, highlighting the occurrence of multiple recaptures of sub-legal individuals and potential need for bycatch reduction in the face of future climate scenarios. Expanding out, I then adapt a data-poor vulnerability assessment methodology to assess risk of fisheries species within a resource system to multiple climate change stressors. I provide considerations of drivers of risk to climate change between groups of species and highlight the need to account for compounding pressure of multiple climate stressors, multidimensional risk from fishing and climate, and spatial scale of application of the methodology when assessing results for management decisions. Finally, I survey resource users within a Baja fishing cooperative on their knowledge and access to information about climate change and find broad understanding of climate change, spotlight the importance of informal methods of knowledge acquisition, and provide recommendations on the utility of engaging stakeholders in information sharing through social media platforms. In studying multiple components of an SES, I argue co-consideration of fishing and climate impact understanding at every level is crucial for implementation of management schemes for future resilience.

Concerted efforts and partnerships at different levels and scales are needed and interventions should be firmly anchored in the regional, national and local context. It is vital to build up national and local ownership in accordance with the Paris Declaration and this should be a key requirement for the inception phase and beyond.

Book excerpt: Ethiopia is exposed to a wide range of disasters associated with the country’s extensive dependence on rainfed subsistence agriculture, climate change, resource degradation, diverse geoclimatic and socio-economic conditions and conflicts. Drought and floods are the major challenges, but a number of other threats affect communities and livelihoods. These include conflict, desert locust, fall armyworm, frost and hail, crop pests and diseases, livestock diseases, human diseases, landslides, earthquakes, and urban and forest fires. Every source of evidence suggests that Ethiopia would feel the human and economic impacts of climate change intensely, and the impacts will only continue to grow if the country continues a business-as-usual approach to crisis response, and will not be able to manage the increasing scale of the challenges. Thus, there is call by all stakeholders for a paradigm shift in the way the country deals with communities at risk, in order to take preventive actions to reduce exposure, vulnerability and impact at local level. This requires moving away from a reactive system that solely focuses on drought and supply of life-saving humanitarian relief and emergency responses during disasters to a comprehensive proactive disaster and climate risk management approach, including climate change adaptation, among which are interventions to enhance livelihood diversification, social protection programmes and risk transfer mechanisms. Furthermore, resilient agrifood systems support should include a range of proven interventions that are context-relevant and cover the whole agrifood system, such as increase in fertilizer use where appropriate and high-yielding and drought-tolerant seeds, strengthened extension and advisory systems at the kebele (local) level through the use of farmer field schools and pastoral field schools, expansion of access to credit, livelihood diversification, risk transfer mechanism and institutional development that link short-term emergency relief to long-term development pathways. This approach is essential for building resilience to natural hazard and human-induced disasters resulting in food insecurity challenges. Much progress has been made in the last 50 years in the way of managing mainly drought disaster risks. Large-scale prevention and mitigation programmes have been designed, incorporating a focus on vulnerabilities, household asset-building, and public works for environmental rehabilitation and generation of livelihoods. Preparedness has been enhanced by the development of various policies and strategic documents for assessment and intervention, early warning and response systems, and economic, social and physical infrastructure to strengthen the local economy and household livelihoods. An attempt has also been made for humanitarian response to count on an established risk-financing.
