Surprisingly, most of the analyses that study these developments give little attention to the role of political parties in the decline of democracy although there is a broad consensus about the relevance of political parties for the functioning of democracy. How parties can contribute to democracy is best understood by looking at a very diverse range of cases in different parts of the world. Instead of taking a regional approach which dominates the literature on political parties, this volume takes a global perspective. It brings together experts from four continents, which opens up fresh comparative perspectives on the role of political parties in the democratic process. Political Parties and the Crisis of Democracy asks how parties contribute to the consolidation of democracy, why they fail today, why new parties emerge and displace old parties, and also what parties need to do in order to survive cutthroat competition, above all with a new (and sometimes not so new) variants of populist parties. It takes a unique global focus, covering old and new democracies in different regions of the world. It covers Western and Central Europe, Asia-Pacific, Latin America and Africa, Turkey and Israel, including presidential, semi-presidential, and parliamentary democracies and also some countries where democracy is seriously threatened or eroding. This volume offers unique comparative perspectives combined with a detailed analysis of individual countries and their party systems. It shows that parties are central actors for the consolidation of democracy, but that organisational reforms are necessary to cope with social change such as individualisation, the decline in party membership and the impact of new media and modern communication, thus counteracting the fragmentation of party systems and the decay of democracy. Book excerpt: This book examines five countries in South East Asia that are instructive case studies of how the region has had to negotiate pathways of development beyond crises and traps. At two ends of just one decade, 1997–2007, Indonesia, Malaysia, the Philippines, Thailand and Vietnam all had to weather the shocks of an East Asian financial crisis and a global financial crisis. Some economies might have buckled completely under those shocks and been condemned to long-term stagnation. Yet these five economies, part of the larger Asian region, emerged with continued if slower economic growth. An important theme of this book is that their resilience has been partly derived from the pursuit of growth and competitiveness along less known or recommended pathways. The chapters of this book take a novel approach to South East Asia’s search for growth and improvement. They do not begin by evaluating how far macro-level performances would take a particular country towards high-income status. Instead they provide original insights into actual cases of intermediate ways of achieving growth, upgrading and income improvement in non-privileged sectors. Such cases may hold more relevant lessons for the majority of developing countries than the experiences of highly developed economies.

Beyond the Gender Gap in Japan brings together researchers from across the social sciences to investigate this question. The authors analyze women’s values and the lived experiences at home, in the family, at work, in their leisure time, as volunteers, and in politics and policy-making. Their research shows that the state and firms have blurred “the public” and “the private” in postwar Japan, constraining individuals’ lives, and reveals the uneven pace of change in women’s representation in politics. Yet, despite these constraints, the increasing diversification in how people live and how they manage their lives demonstrates that some people are crafting a variety of individual solutions to structural problems. Patronage employees (clients) engage in these political activities that support politicians (patrons) because their fates are tied to the political fate of their patrons. Although conventional wisdom holds that control of patronage significantly increases an incumbent's chance of staying in power, we actually know very little about how patronage works. Drawing on in-depth interviews, survey data, and survey experiments in Argentina, Virginia Oliveros details the specific mechanisms that explain the effect of patronage on political competition. This fascinating study is the first to provide a systematic analysis of the political activities of mid and low-level public employees in Latin America. It provides a novel explanation of the enforcement of patronage contracts that has wider implications for understanding the functioning of clientelist exchanges.

Book excerpt: War, famine, poverty, organized crime, environmental catastrophes, refugees, epidemics and pandemics, modern slavery – all these affect people in the non-Western world to an increasingly disproportionate extent. It is also where wealthy governments wield economic leverage and military force to renegotiate existing norms of international relations. Under these circumstances, it is difficult to overestimate the importance and urgency of comprehending the mechanisms and motivations driving these phenomena. This book is the outcome of a decade-long effort to advance both theoretical and empirical understanding of what motivates non-Western governments’ decisions to cooperate/not cooperate regionally. It starts by acknowledging the Western-centrism of prevailing international relations theories, abandoning deeply entrenched assumptions regarding the nature and roles of states, and redefining state weakness. The inquiry continues by elaborating this new concept and applying it to Southeast Asian polities while positing that it creates governments vulnerable to internal and external threats, in line with Joel S. Migdal’s well-known findings on the topic. A set of regional cooperation strategies is then inferred, based on the survival needs of insecure governing elites and its empirical validity is tested against the experience of regional organizations in Africa, Asia, and the Americas. The second part of the book provides an in-depth examination of how Southeast Asian governments’ shared security needs and interests shaped the emergence of the identified regional cooperation pattern and its evolution over 50 years of cooperation within the Association of Southeast Asian Nations (ASEAN). Overall, this book is a call to international relations scholars to do our part in understanding non-Western experiences and making a substantive contribution to addressing humanity’s most intractable security threats.
