Book excerpt: Although Libya and its current leader have been the subject of numerous accounts, few have considered how the country's tumultuous history, its institutional development, and its emergence as an oil economy combined to create a state whose rulers ignored the notion of modern statehood. International isolation and a legacy of internal turmoil have destroyed or left undocumented much of what researchers might seek to examine. Dirk Vandewalle supplies a detailed analysis of Libya's political and economic development since the country's independence in 1951, basing his account on fieldwork in Libya, archival research in Tripoli, and personal interviews with some of the country's top policymakers. Vandewalle argues that Libya represents an extreme example of what he calls a "distributive state," an oil-exporting country where an attempt at state-building coincided with large inflows of capital while political and economic institutions were in their infancy. Libya's rulers eventually pursued policies that were politically expedient but proved economically ruinous, and disenfranchised local citizens. Distributive states, according to Vandewalle, may appear capable of resisting economic and political challenges, but they are ill prepared to implement policies that make the state and its institutions relevant to their citizens. Similar developments can be expected whenever local rulers do not have to extract resources from their citizens to fund the building of a modern state.

Book excerpt: The blowout of the Macondo well on April 20, 2010, led to enormous consequences for the individuals involved in the drilling operations, and for their families. Eleven workers on the Deepwater Horizon drilling rig lost their lives and 16 others were seriously injured. There were also enormous consequences for the companies involved in the drilling operations, to the Gulf of Mexico environment, and to the economy of the region and beyond. The flow continued for nearly 3 months before the well could be completely killed, during which time, nearly 5 million barrels of oil spilled into the gulf. Macondo Well-Deepwater Horizon Blowout examines the causes of the blowout and provides a series of recommendations, for both the oil and gas industry and government regulators, intended to reduce the likelihood and impact of any future losses of well control during offshore drilling. According to this report, companies involved in offshore drilling should take a "system safety" approach to anticipating and managing possible dangers at every level of operation-from ensuring the integrity of wells to designing blowout preventers that function under all foreseeable conditions-in order to reduce the risk of another accident as catastrophic as the Deepwater Horizon explosion and oil spill. In addition, an enhanced regulatory approach should combine strong industry safety goals with mandatory oversight at critical points during drilling operations. Macondo Well-Deepwater Horizon Blowout discusses ultimate responsibility and accountability for well integrity and safety of offshore equipment, formal system safety education and training of personnel engaged in offshore drilling, and guidelines that should be established so that well designs incorporate protection against the various credible risks associated with the drilling and abandonment process. Carbon Democracy tells a more complex story, arguing that no nation escapes the political consequences of our collective dependence on oil. It shapes the body politic both in regions such as the Middle East, which rely upon revenues from oil production, and in the places that have the greatest demand for energy. Timothy Mitchell begins with the history of coal power to tell a radical new story about the rise of democracy. Coal was a source of energy so open to disruption that oligarchies in the West became vulnerable for the first time to mass demands for democracy. In the mid-twentieth century, however, the development of cheap and abundant energy from oil, most notably from the Middle East, offered a means to reduce this vulnerability to democratic pressures. Book excerpt: The emergence of the international oil corporation as a political actor in the twentieth century, seen in BP's infrastructure and information arrangements in Iran. In the early twentieth century, international oil corporations emerged as a new kind of political actor. The development of the world oil industry, argues Katayoun Shafiee, was one of the era's largest political projects of techno-economic development. In this book, Shafiee maps the machinery of oil operations in the Anglo-Iranian oil industry between 1901 and 1954, tracking the organizational work involved in moving oil through a variety of technical, legal, scientific, and administrative networks. She shows that, in a series of disagreements, the British-controlled Anglo-Iranian Oil Company (AIOC, which later became BP) relied on various forms of information management to transform political disputes into techno-economic calculation, guaranteeing the company complete control over profits, labor, and production regimes. She argues that the building of alliances and connections that constituted Anglo-Iranian oil's infrastructure reconfigured local politics of oil regions and examines how these arrangements in turn shaped the emergence of both nation-state and transnational oil corporation. Drawing on her extensive archival and field research in Iran, Shafiee investigates the surprising ways in which nature, technology, and politics came together in battles over mineral rights; standardizing petroleum expertise; formulas for calculating profits, production rates, and labor; the “Persianization” of employees; nationalism and oil nationalization; and the long-distance machinery of an international corporation. Her account shows that the politics of oil cannot be understood in isolation from its technical dimensions. Yet despite this, Nigeria achieved strong economic growth for over a decade in the 21st century, driven largely by policy reforms in non-oil sectors. This open access book argues that Nigeria's major development challenge is not the 'oil curse', but rather one of achieving economic diversification beyond oil, subsistence agriculture, informal activities, and across its subnational entities. Through analysis drawing on economic data, policy documents, and interviews, Usman argues that Nigeria's challenge of economic diversification is situated within the political setting of an unstable distribution of power among individual, group, and institutional actors. Since the turn of the century, policymaking by successive Nigerian governments has, despite superficial partisan differences, been oriented towards short-term crisis management of macroeconomic stabilization, restoring growth and selective public sector reforms. To diversify Nigeria's economy, this book argues that successive governments must reorient towards a consistent focus on pro-productivity and pro-poor policies, alongside comprehensive civil service and security sector overhaul. These policy priorities, Nigeria's ruling elites are belatedly acknowledging, are crucial to achieving economic transformation; a policy shift that requires a confrontation with the roots of perpetual political crisis, and an attempt to stabilize the balance of power towards equity and inclusion.
