Book Municipalities and Finance

Download or read book Municipalities and Finance written by Nick Devas and published by Routledge. This book was released on 2012-06-25 with total page 191 pages. Available in PDF, EPUB and Kindle. Book excerpt: Finance is a critical issue for municipal governments around the world, and a major constraint on the delivery of pro-poor services at the local level. In many countries, decentralisation has brought the issue of municipal finance to the fore. This sourcebook provides a framework for analysing municipal finance capacity and ways of addressing financial constraints. The ideas come from real-life innovative practice in four countries - India, Brazil, Kenya and Uganda - with additional examples from elsewhere. Emphasis is given to how those innovations and improvements were developed and sustained. The book identifies a strategic framework for diagnosing municipal finance capacity and focusing financial goals. It applies the analysis to a number of critical areas of municipal finance including local taxes, charges for services, budgeting, cost control, accounting reforms and investment finance. This is the third in a series of capacity-building sourcebooks that includes Focusing Partnerships: A Sourcebook for Municipal Capacity Building in Public-Private Partnerships and Municipalities and Community Participation: A Sourcebook for Capacity Building.

Book Building Capacity through Participation

Download or read book Building Capacity through Participation written by Kevin Balm and published by Asian Development Bank. This book was released on 2008-12-01 with total page 49 pages. Available in PDF, EPUB and Kindle. Book excerpt: For years, Nauru, a small Pacific island nation (population 10,000), benefited from the considerable wealth generated from its only major natural resource, phosphate. However, when that resource was almost exhausted and national assets held under the Nauru Phosphate Royalties Trust had been reduced to relatively minor holdings, the Government of Nauru sought and received assistance from the Asian Development Bank and the Australian Agency for International Development (AusAID) to prepare a National Sustainable Development Strategy to guide future development in the country. This case study examines innovative efforts to strengthen participatory capacity in Nauru to support development of the new strategy, focusing on the design and implementation of a participatory planning process which engendered wide community engagement and included communications with communities about the choices and trade-offs facing them moving forward.

Book Building Organizational Capacity

Download or read book Building Organizational Capacity written by J. Douglas Toma and published by JHU Press. This book was released on 2010-11-15 with total page 281 pages. Available in PDF, EPUB and Kindle. Book excerpt: Every university or college president envisions bold initiatives—big projects intended to change the nature of an institution with significant implications across all sectors. How can leaders and senior managers charged with implementing reforms effectively frame their work and anticipate potential pitfalls? No organization can maximize its capacity, defined as the administrative foundation essential for establishing and sustaining initiatives, without considering its core elements individually and in concert, according to J. Douglas Toma. This book examines eight essential organizational elements—purposes, structure, governance, policies, processes, information, infrastructure, and culture—and illuminates their influence in strategic management through case studies at eight institutions. Building Organizational Capacity situates strategic management within the context of higher education, providing practitioners with the tools to better understand institutional challenges in accomplishing its missions and realizing its aspirations. Toma's clear and well-integrated review of the latest research, as well as his advice for decision makers applying the book's lessons in practice, ensures this volume's place in the growing literature on strategy and management in higher education.

Book Increasing Capacity for Stewardship of Oceans and Coasts

Download or read book Increasing Capacity for Stewardship of Oceans and Coasts written by National Research Council and published by National Academies Press. This book was released on 2008-02-04 with total page 154 pages. Available in PDF, EPUB and Kindle. Book excerpt: Marine environments support the livelihoods, economies, and quality of life for communities around the world. But growth of coastal populations and increasing demands on marine resources are putting the future of ocean and coastal resources at risk through impacts such as overfishing, wetland drainage, climate change, and pollution of coastal waters. Given these demands, it is vital to build capacity-the people, the institutions, and technology and tools-needed to manage ocean resources. Unfortunately, many capacity building efforts focus on specific projects rather than on capacity building as goal unto itself, resulting in activities that are not funded or sustained past the typically short project lifetime. This book finds that the most successful capacity-building efforts meet the needs of a specific locale or region based on periodic assessments and include plans to maintain and expand capacity after the project ends. The report recommends ways that governments and organizations can help strengthen marine protection and management capacity, including conducting periodic program assessments, making plans to sustain funding, and developing leadership and political will. The book was produced at the request of Gordon and Betty Moore Foundation, the President's Circle of the National Academies, the David and Lucile Packard Foundation, the National Oceanic and Atmospheric Administration, the National Science Foundation, the Marisla Foundation, and the Curtis and Edith Munson Foundation.

Book Perspectives on Management Capacity Building

Download or read book Perspectives on Management Capacity Building written by Beth W. Honadle and published by State University of New York Press. This book was released on 1986-01-15 with total page 374 pages. Available in PDF, EPUB and Kindle. Book excerpt: Perspectives on Management Capacity Building provides a lively spectrum of views on the problems and prospects of improving the management and performance of municipal governments in the United States. Leading specialists in public administration probe the management needs of local governments and explore ways in which they can improve their capacity to manage. Today, state and local governments are caught in the transition between the expansionism of the post-World War II years and the retrenchment era of the late seventies and eighties. Improved management capacity has emerged as the most effective way for local governments to ride out the economic and political pressures confronting them. This book first investigates the meaning of the term "management capacity." It then considers how management needs have changed in the post-war period and how these needs vary among large cities, suburbs, and rural communities. Two of the contributions explore the organizational politics of management improvement while others look at the functional areas of computers and financial management. The book also addresses human resource problems such as labor relations, management development, and training of municipal legislators, and concludes with several viewpoints on federal efforts to improve local management capacity.
