The United States has too many low-quality, low-wage jobs. Every country has its share, but those in the United States are especially poorly paid and often without benefits. Meanwhile, overall productivity increases steadily and new technology has transformed large parts of the economy, enhancing the skills and paychecks of higher paid knowledge workers. What’s wrong with this picture? Why have so many workers benefited so little from decades of growth? The Work of the Future shows that technology is neither the problem nor the solution. We can build better jobs if we create institutions that leverage technological innovation and also support workers though long cycles of technological transformation. Building on findings from the multiyear MIT Task Force on the Work of the Future, the book argues that we must foster institutional innovations that complement technological change. Skills programs that emphasize work-based and hybrid learning (in person and online), for example, empower workers to become and remain productive in a continuously evolving workplace. Industries fueled by new technology that augments workers can supply good jobs, and federal investment in R&D can help make these industries worker-friendly. We must act to ensure that the labor market of the future offers benefits, opportunity, and a measure of economic security to all.

IT has transformed, and continues to transform, all aspects of our lives: commerce and finance, education, employment, energy, health care, manufacturing, government, national security, transportation, communications, entertainment, science, and engineering. IT and its impact on the U.S. economy-both directly (the IT sector itself) and indirectly (other sectors that are powered by advances in IT)-continue to grow in size and importance. In 1995, the National Research Council's Computer Science and Telecommunications Board (CSTB) produced the report Evolving the High Performance Computing and Communications Initiative to Support the Nation's Information Infrastructure. A graphic in that report, often called the "tire tracks" diagram because of its appearance, produced an extraordinary response by clearly linking government investments in academic and industry research to the ultimate creation of new information technology industries with more than $1 billion in annual revenue. Used in presentations to Congress and executive branch decision makers and discussed broadly in the research and innovation policy communities, the tire tracks figure dispelled the assumption that the commercially successful IT industry is self-sufficient, underscoring through long incubation periods of years and even decades. The figure was updated in 2002, 2003, and 2009 reports produced by the CSTB. With the support of the National Science Foundation, CSTB updated the tire tracks figure. Continuing Innovation in Information Technology includes the updated figure and a brief text based in large part on prior CSTB reports.

Book excerpt: A digital divide, a chasm between those with access to technology and training, particularly workplace information technology (IT) skills and those without, threatens the economic prosperity of American workers and America's competitiveness. The most effective way to reduce digital disparities is to improve the education and training of the existing workforce. In response to challenges to America's continuing competitiveness, productivity, and workforce employability, the Digital Economic Opportunity Committee (DEOC) was formed to expand the digital workforce by identifying ways to broaden the base of workers with technical skills and to raise the technical skills of the existing workforce. DEOC defined IT workers and found that, in effect, virtually every worker in the new economy is an IT worker or an IT-enabled worker (uses computers to perform job functions). It viewed the issue as a skills gap, not a worker shortage. DEOC believed the appropriate response to this skills gap is two-fold. The first was upgrading existing worker skills through training. Issues were basic training needs, capacity, funding, and responsibility for training. DEOC's solutions for building a digital workforce were to identify skill sets needed for each IT job category, along with principal paths to job entry and for job advancement, and to define a lifelong learning system. As part of its efforts in this endeavor, NSF's Directorate on Education and Human Resources asked the National Academies of Sciences, Engineering, and Medicine to convene a workshop that would contribute to NSF's preparation of a theoretical and evidence-based STEM Workforce Development R&D Core Framework. Participants discussed research themes, identified gaps and emerging research opportunities, and recommended refinements in the goals of the framework. This report summarizes the presentations and discussions from the workshop.

A conference sponsored by DEOC addressed these groups' greater participation through presentations and panel discussions on enlarging the pool of IT workers; barriers that hinder technical training and access to well-paying IT job opportunities; and what could be done to access, train, and retain more members of these populations for the new digital-age economy workforce. The barriers identified were organized and defined as cultural/social, technological, educational, opportunity/choice, and structural. Possible solutions to provide greater participation in the IT workforce for members of underserved communities were improved education, increased public awareness and information, enhanced motivation and support, fostering of leadership and partnerships, encouragement of employer participation, and government involvement.
