Yet, significant water quality problems remain, and trends for some pollutants are in the wrong direction. This book addresses the economics of water pollution control and water pollution control policy in agriculture, with an aim towards providing students, environmental policy analysts, and other environmental professionals with economic concepts and tools essential to understanding the problem and crafting solutions that can be effective and efficient. The book will also examine existing policies and proposed reforms in the developed world. Although this book addresses and has a general applicability to major water pollutants from agriculture (e.g., pesticides, pharmaceuticals, sediments, nutrients), it will focus on the sediment and nutrient pollution problem. The economic and scientific foundations for pollution management are best developed for these pollutants, and they are currently the top priorities of policy makers. With the help of in-depth case studies of three well-known attempts to create such markets––in the Chesapeake Bay watershed, the Ohio River basin and the Willamette River basin––the book explains why very few of these markets have actually succeeded even after close to two decades of much scholarly enthusiasm, significant federal funding and concerted efforts by NGOs, government agencies and private businesses. Based on interviews, policy analysis and participatory observation, three features of markets for ecosystem services emerge as particularly problematic. First, the logic of displacement or the idea that particular elements of an ecosystem can be separated and traded across landscapes or watersheds runs counter to political interests, environmental beliefs and people's connections to specific places. The second problem is that of measurement. Quantification methods embed a range of often contentious assumptions and decisions about what counts when restoring ecosystems. The third problem is related to participation in environmental decision-making.

Book excerpt: The potential conflict among economic and ecological goals has formed the central fault line of environmental politics in the United States and most other countries since the 1970s. The accepted view is that efforts to protect the environment will detract from economic growth, jobs, and global competitiveness. Conversely, much advocacy on behalf of the environment focuses on the need to control growth and avoid its more damaging effects. This offers a stark choice between prosperity and growth, on the one hand, and ecological degradation on the other. Stopping or reversing growth in most countries is unrealistic, economically risky, politically difficult, and is likely to harm the very groups that should be protected. At the same time, a strategy of unguided "growth above all" would cause ecological catastrophe. Over the last decade, the concept of green growth -- the idea that the right mix of policies, investments, and technologies will lead to beneficial growth within ecological limits -- has become central to global and national debates and policy due to the financial crisis and climate change. As Daniel J. Fiorino argues, in order for green growth to occur, ecological goals must be incorporated into the structure of the economic and political systems. In this book, he looks at green growth, a vast topic that has heretofore not been systematically covered in the literature on environmental policy and politics. Fiorino looks at its role in global, national, and local policy making; its relationship to sustainable development; controversies surrounding it (both from the left and right); its potential role in ameliorating inequality; and the policy strategies that are linked with it. Book excerpt: Most water resources managers, scientists, and other experts would agree that nonpoint source pollution is a more pressing and challenging national water quality problem today than point source pollution. Nonpoint sources of pollutants include parking lots, farm fields, forests, or any source not from a discrete conveyance such as a pipe or canal. Of particular concern across the Mississippi River basin (MRB) are high levels of nutrient loadings--nitrogen and phosphorus--from both nonpoint and point sources that ultimately are discharged into the northern Gulf of Mexico (NGOM). Nutrients emanate from both point and nonpoint sources across the river basin, but the large majority of nutrient yields across the MRB are nonpoint in nature and are associated with agricultural activities, especially applications of nitrogen-based fertilizers and runoff from concentrated animal feeding operations. Improving Water Quality in the Mississippi River Basin and Northern Gulf of Mexico offers strategic advice and priorities for addressing MRB and NGOM water quality management and improvements. Although there is considerable uncertainty as to whether national water quality goals can be fully realized without some fundamental changes to the CWA, there is general agreement that significant progress can be made under existing statutory authority and budgetary processes. This book includes four sections identifying priority areas and offering recommendations to EPA and others regarding priority actions for Clean Water Act implementation across the Mississippi River basin. These sections are: USDA's Mississippi River Basin Healthy Watersheds Initiative; Numeric Water Quality Criteria for the northern Gulf of Mexico; A Basinwide Strategy for Nutrient Management and Water Quality; and, Stronger Leadership and Collaboration.

This makes permit trading an interesting case for many environmental fields where safeguarding the environmental target plays a dominant role. This nutrient over-enrichment can result in toxic algal blooms, shellfish poisoning, coral reef destruction, and other harmful outcomes. All U.S. coasts show signs of nutrient over-enrichment, and scientists predict worsening problems in the years ahead. Clean Coastal Waters explains technical aspects of nutrient over-enrichment and proposes both immediate local action by coastal managers and a longer-term national strategy incorporating policy design, classification of affected sites, law and regulation, coordination, and communication. Highlighting the Gulf of Mexico's "Dead Zone," the Pfiesteria outbreak in a tributary of Chesapeake Bay, and other cases, the book explains how nutrients work in the environment, why nitrogen is important, how enrichment turns into over-enrichment, and why some environments are especially susceptible. Economic as well as ecological impacts are examined. In addressing abatement strategies, the committee discusses the importance of monitoring sites, developing useful models of over-enrichment, and setting water quality goals. The book also reviews voluntary programs, mandatory controls, tax incentives, and other policy options for reducing the flow of nutrients from agricultural operations and other sources.
